About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 is conducting an unrestricted Request for Proposal for design, procurement, installation, and integration of a new low to medium volume Tablet and Capsule Automation (TCA) system and redesigned loop sortation area at the Dallas Consolidated Mail Outpatient Pharmacy (CMOP) in Lancaster, Texas, with proposals due August 20, 2026. This is a follow-up to the original RFP with an extended deadline.
The Dallas CMOP processes approximately 90,000 prescriptions daily across seven nationwide VA CMOP facilities providing centralized prescription fulfillment and mailing services for Veterans Health Administration Medical Centers and Community Based Outpatient Clinics. The new system must support minimum throughput of 449 prescriptions per hour (763.3 vials per hour over a 7.5-hour shift) with a maximum 2.1% reject rate. The facility requires a minimum of 350 automated dispensers supporting 350 unique National Drug Codes, integrated replenishment stations, conveyance equipment, labeling systems, weighing scales, and pharmacist verification stations. Installation follows a two-phase staged approach: loop sortation completion by June 30, 2027, followed by low/medium-volume TCA hardware and software installation by June 30, 2028.
The eight line items span Final Design and Phased Testing Plan, Installation of Sorting Loops and Software, Installation of Low to Medium Volume TCA and Software, Functional Testing, Integration Testing, Certification and Accreditation Testing, Final Acceptance, and Warranty. All deliverables are quoted as job-level units with FOB Destination to the Lancaster facility. Payment occurs on a milestone basis following completion and acceptance of each contract line item. The contractor must achieve full integration with existing Pharmacy Operating System, VA Central Database, and national CMOP infrastructure using Microsoft SQL Server 2019/2022 and VA-approved Microsoft.Net technology on Windows Server platforms.
Contractors must comply with FISMA and HIPAA, implement FIPS 140-2 minimum encryption standards, maintain Business Associate Agreements for protected health information handling, and comply with VA Directive 0710 personnel vetting. The RFP incorporates liquidated damages of $37.50 per affected individual for data breaches. All vendors must be registered in SAM.gov at proposal submission and maintain registration through contract completion. A mandatory site visit occurred July 7, 2026, at 2962 South Longhorn Drive, Lancaster, Texas, limited to four individuals per company. NAICS code is 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing); PSC code is 3650 (Chemical and Pharmaceutical Products Manufacturing Machinery).

RFP Updated and extended until August 20, 2026.
The Dallas Consolidated Mail Outpatient Pharmacy (CMOP), located in Lancaster, Texas, is one of seven CMOP facilities operating nationwide under the Department of Veterans Affairs (VA). The CMOP program provides centralized prescription fulfillment and mailing services for Veteran patients. This high-throughput environment relies on advanced automation, robotics, and integrated equipment systems to process prescription orders originating from VA Medical Centers (VAMCs) and Community Based Outpatient Clinics (CBOC) across the United States. The Dallas CMOP currently maintains production levels of approximately 90,000 prescriptions per day, with anticipated increases in workload based on agency growth and potential interagency partnerships. To support this demand, the facility depends on reliable, efficient, and modern automated systems that ensure accuracy, safety, timeliness, and scalability. Maintaining and upgrading this automation infrastructure is critical to sustaining operational performance and meeting future production goals.
