About this opportunity
The Department of the Navy Military Sealift Command seeks a 365-day dry cargo time charter for one U.S. flag, Jones Act-compliant offshore support vessel, with proposals due July 9, 2026 at 1100 Eastern Time. The procurement is a Total Small Business Set-Aside under NAICS code 483111 (Deep Sea Freight Transportation). The RFP was reopened via Amendment 0001 posted July 6, and all previous offerors must reaffirm or resubmit by the new deadline.
Place of performance is Hawaii; delivery and redelivery points are Pearl Harbor. The vessel must carry a minimum of 3,500 square feet of unobstructed cargo deck space with 1,000 pounds per square foot strength capacity, a permanent 20-ton crane at 30-foot outreach capable of handling dynamic loads during pier-to-vessel cargo operations (crane need not be man-rated or subsea-capable), maximum laden draft of 6 meters, minimum laden speed of 10 knots, ability to carry HazClass 1 cargo, and minimum four reefer plugs. Laydays commence between September 1–30, 2026, with offerors required to identify a five-day availability window and provide an itinerary demonstrating layday capability. The vessel must be fully bunkered and accommodate a minimum of twelve supercargo.
Pricing is firm fixed price for charter hire with all fees included. Fuel costs are calculated separately at $1,188.66 per metric ton for Marine Gas Oil based on 270 days underway laden and 95 days in-port idle. Contractors operating in the Red Sea, Bab al-Mandeb Straits, and Gulf of Aden receive imminent danger pay of $225 monthly or $7.50 per day. Offerors must submit all vessel safety and compliance certifications, USCG deficiency records, VISA status, Shipyard Data Information Spreadsheets for all owned or controlled Jones Act vessels, and SAM registration evidence. Payment is made by ERP DFAS-CL through Wide Area Work Flow. Evaluation will be conducted without discussions.
