About this opportunity

The Department of the Navy's Military Sealift Command (MSC) is conducting market research through a Request for Information on dry cargo time or voyage charter services, with responses due November 12, 2026 at 10:00 AM Eastern Time. MSC will use the responses to determine acquisition strategy and whether to solicit through existing government IDIQ vehicles on SAM.gov. The notice is not a solicitation, responses are not offers, and the government makes no commitment to pay costs or issue a solicitation. No set-aside is used.

The mission moves cargo from San Diego, California to Iwakuni, Japan, with layday commencing and cancelling January 31, 2027 and four days of laytime (SSHEX) for the entire mission. Vessels must be U.S. or foreign flag, CV-22 NAVAIR certified Roll-On/Roll-Off (RO/RO) vessels carrying a minimum of 17,000 square feet of military cargo, including helicopters, wheeled vehicles, and breakbulk items. A 20-foot door clearance for CV-22 aircraft is a critical requirement.

Responses must include vessel descriptions with stern ramp door and main deck height clearances, a proposed layday, and either time charter rates (daily hire rate, delivery/redelivery bonuses, and fuel consumption data) or voyage charter rates (lumpsum and demurrage). Respondents must also provide militarily useful deck space calculations coordinated with MARAD, supercargo accommodation capacity, unique entity identifier, CAGE code, and business size designation. The attached notice gives the NAICS 483111 small business size standard as 1,050 employees, and large businesses are asked to detail possible subcontracting opportunities.
