About this opportunity

The Portsmouth Naval Shipyard (PNS) is seeking to rent three (3) mobile Tier 4 diesel generators for supporting maintenance and repair operations of a Virginia class submarine at Naval Submarine Base New London in Groton, Connecticut. The Department of the Navy Naval Sea Systems Command is soliciting proposals for generators with specific technical requirements, including a 1 MW/1.25 MVA capacity, three-phase power output between 450-480 VAC, and the ability to run for at least 20 continuous hours. Offerors must provide generators with built-in fuel tanks, external self-contained load banks, and EPA emissions compliance. The contract will be awarded to the lowest-priced technically acceptable offeror with acceptable past performance, with proposals due by May 16, 2025. Evaluation criteria will focus on technical specifications, pricing, and the contractor's demonstrated capability to meet the stringent generator performance requirements.

The solicitation is not set aside for any specific small business designation, despite an earlier draft indicating a Women-Owned Small Business (WOSB) opportunity. The contract performance period is scheduled from August 2025 to August 2026, with the generators to be deployed at Groton Naval Base in Connecticut. While specific award values are not explicitly stated, the procurement involves rental of industrial-grade mobile generators classified under NAICS category 532490 for Commercial and Industrial Machinery and Equipment Rental and Leasing. Contractors must also comply with strict Operations Security (OPSEC) requirements, including protecting Controlled Unclassified Information and adhering to specific security protocols for portable electronic devices. The generators must have features such as automatic start capability, emergency stop functions, and communication systems to meet the naval shipyard's precise operational needs.
