About this opportunity
The Department of the Army National Guard's 282d Combat Communications Squadron seeks a complete closed-circuit television system for the North Smithfield, Rhode Island facility, with quotations due September 17, 2026, at 5:00 PM EST. The procurement is a total small business set-aside under NAICS 561621 (Security Systems Services except Locksmiths), with a $25 million size standard.
Place of performance is 274 Old Oxford Road, North Smithfield, RI 02896-9322. The system must be NDAA-compliant, firm-fixed-price, new items only (no refurbished, remanufactured, or gray market equipment), with delivery required within 90 days after receipt of order, FOB Destination.
The requirement calls for approximately 10 to 12 total IP cameras with minimum 1080p resolution, day/night capability, and outdoor-rated construction suitable for Rhode Island climate. Front gate coverage is a priority requiring continuous 24/7 recording with four specific views; a 360-degree camera on a centered pole at the front gate is the preferred option if feasible. Other cameras record on motion, schedule, or combination basis. The contractor must furnish all equipment, terminations, switching, power support, PoE infrastructure, cabling, mounting hardware, and labor; provide minimum 20TB local storage with 30-day retention; and install the NVR/headend in Building 102's Main Distribution Frame using existing fiber backbone infrastructure. The contractor is responsible for obtaining all required Rhode Island trade licenses (low-voltage, telecommunications/data cabling, electrical, and security systems licensing).
Delivery includes on-site training for up to 10 employees, user and administrator credentials, warranty documentation, testing, and commissioning. A minimum one-year warranty covering all parts, labor, and on-site service is mandatory, with defects corrected within five business days at no cost. Offerors must provide at least three contract references from the past five years of similar size, scope, and complexity. Any subcontractors performing installation must also qualify as small businesses under the primary NAICS. Technical questions are due September 4, 2026, by 1:00 PM EST via email only; the question period will not be extended. An optional site visit was held September 2, 2026. Funds are not presently available; government obligation is contingent upon appropriated funds availability. Payment will be made through Wide Area Work Flow (WAWF). Award will be made to the lowest-priced, eligible, responsive offeror whose quote meets or exceeds all stated requirements.
