About this file
This is a Questions and Answers document for a federal CCTV system procurement at 282CBCS.
The solicitation requires installation of a complete closed-circuit television system with approximately 10 to 12 total cameras, including fixed and panoramic/multi-sensor units rather than PTZ cameras as the preferred design basis. Front gate cameras must record continuously 24/7, while all other cameras record on motion, schedule, or a combination thereof. The system requires minimum 20TB local storage with 30 days retention; no cloud-based backup is required. Camera resolution must meet a minimum 1080p baseline, with higher resolution acceptable to achieve required operational views, particularly at the front gate. The contractor must provide all local network switches with PoE capability, media conversion equipment, and related distribution infrastructure necessary for a complete system.
Installation is classified as a supply requirement with installation incidental to purchase, therefore prevailing wage does not apply. The contractor is responsible for obtaining all required permits and must hold applicable Rhode Island trade licenses for low-voltage and telecom/data cabling work. Existing fiber between primary buildings shall be used as the primary backbone; however, the contractor must verify all pathways and include any new conduit or pathway work required. The NVR/headend equipment shall be installed in Building 102 Main Distribution Frame (MDF), with local switching and PoE support equipment in each building Intermediate Distribution Frame (IDF). Each switch location requires a small UPS sized for practical short-duration outages; a full 48-hour runtime is not required. Preferred work hours are 0700–1700, Tuesday through Friday. Contractors must submit relevant project references demonstrating installation experience and shall include testing, commissioning, training, and turnover documentation in their proposals.

# Question Answer
Does prevailing wage, Service Contract Labor Standards wage determination, or other wage determination apply?
No. This requirement is considered a Supply, with installation incidental to the purchase.
Recording requirements: The spec calls for a minimum of 20TB storage with at least 30 days of retention, but does not specify the intended recording mode. Could you confirm whether the system should record continuously (24/7), on motion/event trigger only, or a combination of both? Also, is any cloud-based backup expected in addition to local NVR storage?
Refer to Specifications Section 6; The system shall provide a minimum of 30 days of retention. Front gate cameras shall record 24/7. All other cameras shall record on motion, on schedule, or by a combination of both. No cloud-based backup is required. All storage shall be local.
PTZ camera behavior: Should the PTZ cameras run an auto-patrol/continuous rotation pattern, or remain fixed until manually controlled?
Refer to Specifications Sections 4 and 5; PTZ cameras are not the preferred design basis for this requirement. Contractors shall propose the camera types needed to meet the required views, with preference for fixed, multi-sensor, panoramic, or other reliable long-term solutions.
Licensing: Is the installing contractor/subcontractor required to hold a Rhode Island low-voltage license and a telecom/data cabling license to perform this work, or is this left to the offeror's discretion as long as the work meets code?
Refer to Specifications Section 13; Rhode Island licensing is required.
Permits: Who is responsible for obtaining any required electrical/building permits for this installation; the contractor, or the government/base civil engineering?
Refer to Specifications Section 13; contractor is responsible for required permits.
The site map appears to show cameras located on multiple buildings, with the head-end equipment located in Building 102. Is there existing network infrastructure between the buildings that may be used for the CCTV system, or should the contractor include the infrastructure required to connect each camera location back to Building 102?
Refer to Specifications Section 7; Existing fiber between the primary buildings is available for use and shall be used as the primary backbone for the CCTV system.
7 For the pole-mounted fixed camera, is existing 120VAC power available at the pole?
Refer to Specifications Sections 5 and 11; Existing 120VAC power may be available where an existing pole-mounted camera is already in place; new pole power shall not be assumed and must be addressed in the contractor’s proposal.
Is there existing conduit from the pole-mounted camera location to a nearby building or other network connection point?
Refer to Specifications Section 9; Existing conduit or pathways may exist in some areas, but the contractor shall verify all pathways in the field and include any new conduit or pathway work required for a complete system.
The specifications require a minimum 48-hour battery backup with outage notification capability. Please clarify which equipment is required to maintain operation for 48 hours.
Does this requirement apply to the cameras and associated PoE/network equipment, or is a standard UPS supporting the NVR and PoE switch acceptable?
Refer to Specifications Section 11; A 48-hour runtime is not required. A small UPS shall be provided at each switch location, and UPS support shall be sized for practical short-duration outages.
Are any indoor or outdoor photographs of the buildings and proposed camera mounting locations available?
Refer to Specifications Section 8; and Map Rev 1. Site photos are not available for release at this time.
The specification requires 6 to 8 PTZ cameras plus 2 fixed cameras. Will any quantity within the 6 to 8 PTZ range satisfy the requirement, or will the final required PTZ quantity be determined by the site conditions?
Refer to Specifications Sections 4 and 5; The planning range is approximately 10 to 12 cameras total. The contractor shall propose the camera mix needed to meet the required views as indicated on Map Rev 1.
Does the solicitation require the prime contractor or installation subcontractor to hold any specific Rhode Island security-system, low-voltage, electrical, trade, or contractor license as a condition of award, beyond compliance with applicable local codes and permit requirements?
Refer to Specifications Section 13; Rhode Island trade licenses applicable to the scope are required.
The solicitation requests three contracts of similar size, scope, and complexity from the previous five years. If the prime offeror identifies a qualified CCTV installation subcontractor, may the subcontractor's relevant project references also be provided to demonstrate installation experience?
Offerors must clearly identify any subcontractors in their proposal. If the offeror intends to use a subcontractor to perform the system installation, that subcontractor must be an established company regularly engaged in providing similar products/services. Relevant project references from the subcontractor demonstrating experience should be submitted with your offer.
14 What MP cameras are you looking for us to provide?
Refer to Specifications Sections 4 and 5; 1080p is the minimum acceptable baseline. Contractors may propose higher resolution where needed to achieve the required operational views, especially at the front gate.
15 Do you want continuous recording 24 hours a day or motion only?
Refer to Specifications Section 6; Front gate cameras shall record 24/7. All other cameras shall record on motion, on schedule, or by a combination of both.
16 Is the contractor to provide any network switches?
Refer to Specifications Section 12; Yes. The contractor shall provide all local switches, PoE capability, media conversion, and related distribution equipment required for a complete system.
