About this opportunity

The Department of the Air Force Space Command through the 21st Contracting Squadron is procuring two Mobile Surveillance Systems for Peterson Space Force Base in Colorado. The systems must be fully equipped mobile surveillance trailers that include integrated IP cameras, Network Video Recorder (NVR), video management software, hybrid power platforms supporting 24/7 operation, GPS tracking, and comprehensive security features meeting all salient characteristics specified in the solicitation documents. The procurement will be awarded as a firm-fixed price purchase order using the Lowest Price Technically Acceptable (LPTA) evaluation methodology, where vendors must demonstrate technical acceptability through compliance with salient characteristics and provide guaranteed delivery lead times. The solicitation has been amended multiple times, with the current proposal submission deadline extended to August 8, 2025, after an August 5 amendment that reopened the solicitation and added option Contract Line Items (CLINs) for additional units. Vendors were required to submit questions by July 11, 2025, and the government has provided multiple rounds of answers to vendor inquiries throughout the solicitation period.

This acquisition is designated as a 100% total small business set-aside under NAICS code 561621 (Security Systems Services except Locksmiths) with a small business size standard of $25.0 million in annual receipts. No incumbent contractors are identified in the solicitation documents, suggesting this may be a new requirement or competitive recompete. While specific budget ranges are not disclosed, the procurement falls under the small business size standard threshold and involves the purchase of two primary surveillance systems with potential additional units through the recently added option CLINs. The systems must be capable of deployment as DOT-compliant trailers with modular rack-mount designs and compatibility with multiple payload types including PTZ cameras, thermal cameras, ALPR systems, radar, and motion sensors. Performance will occur at Peterson Space Force Base in Colorado, with vendors required to provide all necessary training and technical manuals for system operation, and offerors must maintain active registration in the System for Award Management (SAM) database throughout the procurement process.
