About this file

The document is a Vendor Questions and Government Answers file for Solicitation FA251725Q0082, concerning a Mobile Surveillance System procurement for the 21st Space Force Squadron at Peterson Space Force Base, Colorado. The solicitation is for two mobile surveillance trailers, set aside exclusively for small businesses, with a firm-fixed price purchase order under NAICS code 561621. Key technical requirements include integrated video management software, IP cameras, strike detection functionality, heated and tamper-sealed enclosures, and winter operational capabilities.

The solicitation requires vendors to have active SAM registration and submit quotes via email to SrA Kyle Howard by Friday, 18 July 2025 at 2:00 PM MDT. Vendor questions revealed that the trailers must come pre-equipped with cameras, a compatible video management system, and backup power options. The government confirmed compliance requirements including NDAA Section 889(a)(1)(B), Trade Agreements Act (TAA) compliance, and Buy American Act (BAA) provisions. The contract specialist and contracting officer contact information is provided, with questions to be submitted no later than 11 July 2025 at 12:00 PM MDT.

Solicitation FA251725Q0082 - 21 SFS Mobile Surveillance System Vendor Questions and Government Answers

Overview: Vendor questions are listed in black text and the responses from the government are in red text.

1. Is there a specific VMS that you use and want integrated or can I say VMS Software and Licensing – Customer Supplied?

There is not a specific VMS required or preferred; just that the trailer is equipped with some sort of management software upon its arrival.

2. We've been contacted by a number of vendors regarding an opportunity to supply Qty. 2 Mobile Surveillance Trailers to Peterson AFB.

The provided specifications omit any specifics regarding camera equipment (instead just listing what the trailer *could* support). Are we to assume that the trailers will be outfitted once delivered as needed and the required trailers are to be delivered simply as a platform? If so, this would make the "NVR & Video System Requirements" difficult as no video system would support all types of cameras and hardware.

The intention with the NVR and video system requirements was that the trailer would come already outfitted with IP cameras featuring appropriate NVR and a compatible VMS integrated into the platform so that the unit can avoid having to source additional components upon the arrival of the trailer. 21SFS does not currently have the hardware to outfit a trailer lacking these components.

3. Is the customer adding the “payloads” after delivery and are not a part of this solicitation?

I believe the intent was for the mobile surveillance system to come equipped with cameras either already installed, or with the trailer during transportation and ready to be installed at Peterson upon arrival. 21 SFS has not procured cameras with the intent to install them on a mobile surveillance trailer.

4. Is the mobile unit to provide the web-based solution to monitor itself as well allow the “Customer Provided Payload” Assuming the payload is not included.

The intent was for the trailer to already come equipped with cameras and a compatible video management software integrated with the trailer/cameras.

5. Can the unit have LP fuel service instead of a diesel power generation?

Diesel power is not a strict requirement, just some form of backup switchover in the event solar is unavailable. However, a longer backup power supply would be preferred over shorter given that we’re located in Colorado and don’t always have consistent sunlight in the winter.

6. There are no specifications for cameras or a camera count as part of the solicitation so we're not really sure what the expectation is. Also, this sort of contradicts what Specification #4 is asking (Modularity).

We can propose some commonly used cameras if that makes the most sense (would probably go with an Axis 360 degree camera and a PTZ camera).

The expectation is that the trailer comes with cameras installed, or ready to be installed. We do not have specific requirements for what cameras are utilized, so the commonly used cameras suggested above would be fine. We are just trying to avoid receiving a trailer that has no camaras, or method to monitor the cameras, upon arrival.

1. Strike Detection Functionality The solicitation states:

“Must include strike detection capability.”

Could you kindly clarify whether:

1. The requirement refers to impact/vibration/tamper sensors, and

1. Whether local alerting alone is sufficient, or if the system must trigger a remote notification through the VMS or cellular/cloud interface?

The intention with this point was that if the system was tampered or damaged then it would automatically generate some sort of notification or alert. I’m unsure of what “local reporting” means in this context but the assumption with this point was that a notification for such an event would be done via cellular however this is not a strict requirement. If the VMS can generate notifications on the device it is being monitored from (phone/tablet), then this would also suffice.

2. Enclosure Heating Requirement The specification reads:

“Must have a heated enclosure and tamper-sealed system to ensure winter operability and security.”

We would like to confirm:

1. The expected temperature tolerance for the enclosure (e.g., lowest operating temperature),

1. Whether passive insulation plus active heating (battery/solar-powered) is sufficient, and

1. If the tamper protection must include real-time intrusion alerts or if physical locks alone are acceptable.

The tamper protection must include real time intrusion alerts. Regarding temperature tolerance, the intention here is to ensure the system will operate without problems in a winter climate. The specifics of how this is accomplished (passive insulation/active heating) are inconsequential so long as the system will operate without fail during winter. We are not specifying an exact temperature threshold; the only requirement is that the system must remain fully operational under typical winter conditions.

3. Regulatory Compliance Confirmation We noted that the solicitation does not explicitly reference TAA, BAA, or NDAA Section 889 clauses. However, given that this is a DoD (USSF) procurement, could you kindly confirm:

1. Whether NDAA Section 889(a)(1)(B) applies to any components (particularly VMS software and surveillance hardware),

1. Whether the equipment must be TAA-compliant or originate from designated countries only,

1. And whether Buy American Act (BAA) provisions are in force for this procurement.

Yes to all three.
