About this file
The document is a Salient Characteristics specification for a Mobile Surveillance System issued by the Department of the Air Force United States Space Force Space Base Delta 1. The specification outlines ten critical requirements for a deployable surveillance system, including a hybrid power platform supporting 24/7 operation, remote dashboard management, modular rack-mount design, and comprehensive security features. Key technical specifications include compatibility with multiple payload types (PTZ and thermal cameras, ALPR systems, radar, motion sensors), DOT-compliant trailer deployment, GPS tracking, integrated alarm systems, and NVR video capabilities with multi-platform support.
The associated federal contract opportunity (Solicitation Number FA251725Q0082) is for two Mobile Surveillance Systems at Peterson Space Force Base, Colorado. It is a 100% small business set-aside with a firm-fixed price purchase order, classified under NAICS code 561621 with a $25.0 million small business size standard. Offerors must be actively registered in the System for Award Management (SAM). Critical dates include a question submission deadline of 11 July 2025 at 12:00 PM MDT and a quote submission deadline of 18 July 2025 at 2:00 PM MDT. The contract requires contractors to provide training and technical manuals for the system's operation.

SUBJECT: Salient Characteristics - Mobile Surveillance System
Objective: The purpose of this document is to outline the salient characteristics of the Mobile Surveillance System.
Salient Characteristics:
1. Hybrid Power and Energy Monitoring System The system shall support continuous 24/7 operation via a hybrid power platform, including solar, diesel/gas generator, and shore power. It must feature automated power switching
2. Remote Dashboard Management and Status Control The system must include a secure, web-based interface that allows remote monitoring and control of system components (e.g., generator, lighting, POE ports, inverter). Users must be able to receive SMS and email alerts on operational anomalies, including tamper alerts, GPS movement, and environmental data.
3. Modular Rack-Mount System All internal electronics must be housed in a rack system, supporting onboard NVR storage. Full rack should be accessible, labeled, and removable as a unit for servicing.
4. Modularity & Interoperability The system must support compatibility with a wide range of payloads including PTZ and thermal cameras, ALPR systems, radar, motion sensors, PA systems, and connectivity to a cellular network.
5. Environmental Protection & Winterization
The system must operate reliably in extreme conditions and include automated enclosure heating, and tamper-sealed, insulated electronics housing.
6. Alarm and Deterrent Integration The system shall include motion sensors and a fully integrated alarm system that can be remotely armed/disarmed and send real-time breach alerts via text or email.
7. Deployment and Transport The trailer must be DOT-compliant and be deployable with no tools required. Must be towable from a standard truck using a 2-inch ball hitch. Camera mast shall be telescopic.
8. Security Features Required features include, tamper-proof locking, GPS tracking with movement alerting, internal lighting on door open, and strike sensors that trigger visual and audible deterrents.
9. NVR & Video System Requirements The system should allow for live and recorded video viewing, full PTZ control, motion-based recording, and event-linking capabilities. Must support multiple VMS platforms, push video to external systems, and include audit trails.
10. Operation of Unit
Contractor shall provide training on the operation of the mobile surveillance system and provide any technical manuals.
