Place of performance is the contractor's own accredited laboratory facility located within 80 driving miles of Carlsbad, New Mexico, with administrative oversight at the BLM Carlsbad Field Office, 620 E Greene Street, Carlsbad, NM 88220. The Statement of Work requires analysis of water, soil, and sediment samples for a comprehensive analyte suite including pathogens (E. coli), water quality parameters (pH, salinity, hardness), total petroleum hydrocarbons, volatile organic compounds, semi-volatile organic compounds, polycyclic aromatic hydrocarbons, heavy metals (RCRA 8), cations, anions, radionuclides, pesticides and herbicides, and environmentally persistent synthetic chemicals (BPA, PCB, PFOS, PFAS). BLM personnel will collect all field samples; the contractor performs laboratory analysis only. The government requires a minimum of one sample per site for both water and soil testing, with all five samples submitted separately at least one week or more apart and each sample set tested for specific analytes one time.
The period of performance runs October 1, 2026 through September 30, 2027. Contract type is firm-fixed-unit-price with pricing per analyte, FOB Destination. Delivery is due by December 31, 2026. Quotations must remain valid for 120 days minimum. Service Contract Labor Standards WG Determination 2015-5455 rev32 apply. Evaluation considers price reasonableness and past performance per FAR 9.104-1. The RFQ is issued under FAR Part 12 commercial item acquisition procedures. Questions are due within seven calendar days of the original September 11 issuance. Contracting Officer is Scott Voigt (scott_voigt@ios.doi.gov, 309-714-5645).
