Summary of Statement of Work/Task Order: BLM CFO Accredited Lab Water Sample Analysis

This Statement of Work is a task order issued by the Bureau of Land Management (BLM) Carlsbad Field Office for accredited laboratory services to analyze water and soil samples for contamination. The BLM administers over 2 million acres of surface estate and 3 million acres of mineral estate in southeastern New Mexico within the Permian Basin. Due to heavy industrialization and illegal dumping of commercial and industrial wastes in the region, the CFO requires baseline water and sediment analysis to ensure surface and groundwater quality does not pose public health threats or environmental degradation. The contractor must provide an accredited laboratory facility located within 80 driving miles of Carlsbad, New Mexico, with National Environmental Laboratory Accreditation Program (NELAP) accreditation. The contractor will supply sterile sample bottles with appropriate preservatives, maintain chain of custody documentation, provide accurate sample tracking, and deliver detailed analytical reports in clear, readable formats. BLM personnel will collect all field samples from six anticipated sites across Eddy, Lea, and Chavez counties.

The contractor must analyze water, soil, and sediment samples using specified standard analytical methods for an extensive list of contaminants including pathogens (E. coli), water quality parameters (pH, salinity, hardness), total petroleum hydrocarbons (TPH), volatile organic compounds (BTEX), semi-volatile organic compounds (SVOC), polycyclic aromatic hydrocarbons (PAH), heavy metals (RCRA 8), cations, anions, radionuclides, pesticides/herbicides, and environmentally persistent synthetic chemicals (BPA, PCB, PFOS, PFAS). The period of performance runs from September 1, 2026, through March 31, 2027, with standard laboratory turnaround times required, though 24-hour emergency turnaround may be necessary for public safety threats. The contractor must submit accurate cost quotes valid for 18 months on an attached spreadsheet; payment is based on contractor performance in providing sample bottles, maintaining an accredited facility within the specified distance, and delivering high-quality scientific analysis. Key project contacts include Terry Gregston (Project Inspector, 575-361-2635) and Russell Fox (Contracting Officer's Representative, 575-420-3649).

Project Contact Information:

Introduction The Bureau of Land Management (BLM) Carlsbad Field Office (CFO) is seeking an accredited third-party lab to analyze water and soil samples for specific contaminants. The CFO administers over 2 million acres of surface estate and 3 million acres of mineral estate in the southeastern portion of New Mexico. The CFO is located within the extent of the

Permian Basin, a prolific oil basin in the United States.

Due to the heavy industrialization of the CFO region, the region has a growing problem with illegal dumping of commercial and industrial wastes from multiple sources that may contain different classes of contaminants and pollutants. Illegally dumped materials are transferred to surface water and underground aquifer recharge areas during rain events. Water and sediment baseline analysis is needed to ensure that surface and groundwater quality is not degraded to the extent that it creates a public health threat, negative impacts to recreationists or game animals, or environmental degradation of sensitive habitats. The CFO is seeking an accredited lab to analyze field collected water and sediment samples for a wide range of contaminants. All samples shall be field collected by BLM personnel.

Requested Services The following services shall be required:

- An accredited lab facility located within 80 driving miles of Carlsbad, New Mexico to facilitate in-person pick up of sample bottles and delivery of filled sample bottles by BLM Staff

- Provide sample bottles with required preservatives for contaminant analysis for soil and water sample collection.

o A spreadsheet is attached that lists the specific contaminants to be analyzed. One or all of the contaminants may be analyzed on a specific sampling project.

- Analyze water, soil, and sediment samples for specific contaminants using specified standard methods:

o A spreadsheet is attached that lists the analytical method to be used so that there is consistency in analytical data collected.

- Maintain chain of custody and accurate tracking of delivered samples

- Maintain delivered samples under required conditions until analyzed

- Provide a detailed, clear, and easy to read analytical report of analyzed constituents to the CFO point of contact

Sample Site Description BLM personnel will collect all field samples from the sample sites. Project sample sites may be located anywhere within the CFO jurisdictional boundary in southeast New Mexico (Eddy, Lea, Chavez counties). We anticipate water and soil sample analysis of six sites at the following locations:
