Optional pre-commercial thinning work covers 89 additional acres. Period of performance runs from June 10, 2026, through November 30, 2027, with seasonal restrictions: Work Items 4, 6, and 7 must complete by August 1, 2026; Work Item 1 is prohibited until July 1, 2026.
This is a Total Small Business set-aside. NAICS code is 115310, Support Activities for Forestry; PSC code is F099, Natural Resources/Conservation—Other.
Technical evaluation weighs Technical Approach and Relevant Past Performance as significantly more important than price; Benefit to Local Community (utilizing labor and materials from Pend Oreille, Stevens, Ferry, and Spokane counties) is also evaluated. Combined technical factors are weighted approximately equal to price. Contractors must submit separate technical and price proposals electronically, price all mandatory line items, and provide a Quality Control Plan, crew size with daily production rates, equipment specifications, key personnel assignments, and work sequence timeline. Unit prices govern payment. A post-award conference is required within 10 days of award. Contractors must comply with Washington State Farm/Forest Labor Contractor licensing, Migrant and Seasonal Agricultural Workers Protection Act certifications, and specified fire precautions and cultural resource protection measures. Prevailing wage rates per Washington Wage Determination No. 1977-0209 (Revision 82, dated December 3, 2025) apply.
