About this opportunity
The Department of Agriculture Forest Service seeks fuels treatment and stewardship contracting services on the Kaniksku National Forest in Newport and Sullivan Lake Ranger Districts, Washington, with proposals due May 26, 2026. This procurement is restricted to companies pre-approved under the R6 Pacific Northwest Stewardship Blanket Purchase Agreement; only eligible contractors may submit proposals, and the government will not provide feedback or evaluations to ineligible firms. The award will be issued as a BPA call order to one or multiple vendors from the existing approved contractor pool.
Place of performance is Newport, Washington, spanning multiple geographic areas across the Colville National Forest including Boulder Park, Ione, Limestone, Eastside, Little Tacoma, Rankin, Swamp Creek, Kalispel Moon, and Kings Lake subdivisions.
Mandatory work comprises approximately 3,368 acres of mechanical treatments (3,333 acres of mechanical piling, 30 acres of mastication) plus 3,808 linear feet of road decommissioning, and approximately 2,141 acres of whip felling across five contract areas. Additional manual treatments total approximately 2,200 acres including pre-commercial thinning, post-harvest thinning, hand piling, and slash removal. Optional work includes 89 acres of additional pre-commercial thinning. Most work items extend from award through November 30, 2027, with specific items due by August 1, 2026.
The NAICS code is 115310 (Support Activities for Forestry) with a $34 million small business size standard. This is an unrestricted acquisition permitting multiple awards.
Technical proposals must include work activity plans, quality control plans, crew size and production rates, equipment specifications, key personnel assignments, and scheduling. Evaluation weighs technical approach (Work Activity Plan, Method, Equipment, Key Personnel, Timing) as significantly more important than relevant past performance, which is significantly more important than benefit to local community; these three factors combined approximate cost/price weight. Contractors must hold valid Washington State Farm/Forest Labor Contractor licenses and comply with extensive fire precaution requirements, resource protection measures, and streamcourse protection protocols. All pay items on the Schedule of Items must be priced. Service Contract Act prevailing wage rates apply.
