About this opportunity

The General Services Administration (GSA) Federal Acquisition Service issued a presolicitation notice seeking pricing and technical specifications for representative transit bus makes and models to establish multiple award indefinite delivery, indefinite quantity contracts for its 2022 Transit Bus Program. GSA is procuring heavy-duty transit buses powered by diesel, alternative fuels, electric batteries, and fuel cells across nine Special Item Numbers, with requirements for seating capacity, engine type, dimensions, and ADA compliance. Offerors must provide vehicle data in GSA's AutoStandards portal by June 25, 2021 to be evaluated for contract eligibility, with the agency to finalize minimum standards prior to issuing a formal Request for Proposals.

There is no set-aside designation. The solicitation covers NAICS codes 336111 (Automobile Manufacturing), 336112 (Light Truck and Utility Vehicle Manufacturing), and 812112 (Public Transit Systems), as well as PSC codes QL10 (Buses, Motor Vehicles), QL11 (Buses, Trucks and Vans, Special Purpose), and QL12 (Buses, Trucks and Vans, Ambulances and Hearses). Potential contractors include New Flyer Industries, Proterra, and American Truck & Bus. The IDIQ contracts have a five-year base period of performance and could yield annual sales in the hundreds of millions of dollars to support federal, state, and local transit agency bus replacement programs.

***This is an addendum to the 47QMCA21R0013 Presolicitation Synopsis Notice posted in SAM.gov on June 14, 2021***

Thank you very much to all those participating in promptly loading your technical data in our Auto Vendor- AutoStandards portal.

Overall, you all did an exceptional job.  GSA Engineer Russ Miller reviewed all  of the data for each make and model and made some minor adjustments to the GSA minimums and options. Please refer to the following attachments:

1. Letter - Action Items with detailed instructions are provided.

2. The revised drafts Purchase Descriptions are based upon input/comments submitted. Engineer Miller made a few minor changes to these PDs; track changes are enabled for your convenience.

3. PDFs of the revised GSA minimums and options are provided; refer to the Action Item letter for the requested actions

Refer to the GSA Vehicle Standards Web Site for side by side comparison of makes/models in each SIN at: (select 2022 and a search for SINs from the applicable categories):  https://vehiclestd.fas.gsa.gov

GSA will reopen AutoStandards on Monday, June 21, 2021 at 8:00AM EDT and close on Friday, June 25, 2021 at 3:00PM EDT.

Please provide comprehensive and accurate data as possible; the opportunity to review and correct the data  is now. Once the Request for Proposals (RFP) is posted, any changes to the representative makes/models data including the GSA's minimums will be controlled under a much more restrictive process, using procedures called offerors' exceptions and amendments to the RFP. There are no guarantees that GSA will approve requested changes to data during the RFP phase. Please provide diligence with the additional time allowed during this re-opening of  AutoStandards (Round #2).

After AutoStandards (Round #2) closes, GSA Engineering will review all data and determine disposition of each make/model in each SIN.  The data in the GSA web site will remain open for viewing only. GSA reserves the rights to remove (or move) makes/models and/or revise GSA minimums. GSA will not change the data that you enter for the representative makes/models. The requirements will be finalized prior to the posting of the RFP.
