About this opportunity

The General Services Administration Federal Acquisition Service is procuring heavy-duty, low-floor transit buses through the 2022 Transit Bus Program under solicitation 47QMCA21R0013. The procurement seeks various bus configurations including 40-foot and 60-foot models powered by diesel, compressed natural gas (CNG), hybrid diesel-electric, battery electric, and hydrogen fuel cell-battery electric propulsion systems, with passenger capacities ranging from 22 to 46 seats depending on configuration. All buses must comply with Americans with Disabilities Act requirements, Federal Motor Vehicle Safety Standards, and have a minimum expected life of 12 years or 500,000 miles. Offerors must be original equipment manufacturers or authorized dealers with demonstrated experience manufacturing complex low-floor transit buses and must submit proposals through FedConnect with pricing through AutoBid. The evaluation will be based on technical acceptability and price, with contracts structured as indefinite-delivery, indefinite-quantity agreements over a 60-month base period from October 2021 through September 2026. The solicitation has undergone multiple amendments and includes open season periods for model year updates and new proposals.

This procurement does not utilize any set-aside designations and is open to all qualified offerors. Current contractors mentioned in the documentation include New Flyer of America, NOVA-Volvo, BYD Coach and Bus LLC, El Dorado National Company, Gillig, and Proterra, with schedules established for each manufacturer. The contract includes estimated quantities for specific applications such as buses for Zion National Park (requiring specialized configurations for shuttle operations), Grand Canyon National Park (12 buses total), and Yosemite National Park (10 buses total) over the five-year period. Performance will occur throughout the United States with buses delivered to various consignees as specified by ordering agencies. The solicitation includes provisions for optional equipment such as electric vehicle charging infrastructure, maintenance training, and specialized configurations, with contractors required to submit weekly status reports and maintain on-time delivery performance metrics throughout the contract period.
