About this file

This document is a presentation for the GSA 2025 Fall Open Season Conference covering vehicle acquisition programs. The conference focuses on three specific procurement programs: Outside the Continental U.S. (OCONUS) Vehicle Program, Main Bus Program, and Transit Bus Program. The open season will run from September 22 to October 29, 2025, with bid submissions to be completed through GSAFleet.gov. Vendors can update pricing for new model years, propose new models, and enter bid data, with a lowest price technically acceptable evaluation method for models not currently awarded.

Key requirements include adhering to the Fiscal Year 2026 Federal Standards, maintaining a Statutory Price Limitation of $40,000 for sedans and $41,140 for passenger vans and station wagons, and following Trade Agreements Act (TAA) guidelines. New offerors must submit full proposal documents and go through a comprehensive evaluation. The process emphasizes competition, with incumbent vendors maintaining awards for previously approved makes and models, and the ability to lower prices but not increase them. Vendors are encouraged to use the GSAFleet.gov platform for all bid and proposal contract administration activities.
