About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Air Force to Solicitation FA813726R0021, effective August 26, 2026. The amendment updates the solicitation for a single construction order under a Basic Ordering Agreement (BOA) at Tinker Air Force Base, Oklahoma. The response due date has been extended from September 1, 2026 to October 2, 2026, and the solicitation number has been revised to FA813726R00210001. Two specification attachments have been added: "250019_Spec Unedited UFGH 21 22 00.00 40" (dated November 1, 2023) and "Unedited Spec 28 31 76" (dated August 1, 2020).

The acquisition utilizes sealed bidding procedures with technical proposals under RFO 14.307(a)(3) for construction projects under $10 million. Award will be made to the lowest evaluated priced, technically acceptable, responsible offeror. Proposals are evaluated on three technical subfactors: Capability and Management, Schedule and Planning, and Key Personnel Certification, plus Price. Offerors must submit a Technical Volume (including project narrative with design methodology, schedule, and certifications), Price Volume (detailed cost breakdown per CSI Master Format with supporting documentation), and Order Volume (signed model order with bid guarantee of minimum 20 percent). All proposals must demonstrate compliance with mandatory completion dates, include at least two vendor quotes for subcontracted work, and address warranty support, site conditions, and design error handling. Proposals require specific formatting (Arial 12-point minimum, 1.5 line spacing, proper margins) and must be marked as "CUI SOURCE SELECTION INFORMATION."

1.1. The government plans to award a single construction order for the project described in the Order Proposal Request (OPR) in accordance with (IAW) the statement of work (SOW) drawings, and specifications. This ITO shall take precedence should there be any conflict between the Basic Ordering Agreement (BOA) and this ITO.

1.2. This acquisition will be awarded per RFO 14.307(a)(3) to the responsible whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. This ITO provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by this ITO.

Nonconformance with the instructions provided in this ITO may result in an offeror's proposal being determined ineligible for award. The offer shall be compliant with the requirements as stated in the OPR and its attachments for this construction project.

FA813726R00210001

1.3. The offeror's completed proposal shall consist of the completed and signed OPR, to include any amendments issued, with a cover letter delineating any exceptions taken to the OPR terms and conditions with accompanying rationale.

However, offerors are cautioned that any noncompliance with the terms and conditions of the OPR may cause their proposal to be determined ineligible for award.

1.4. Submit only one proposal for the project, if multiple proposals or proposal options are submitted, it may cause your submission to be technically unacceptable. Your proposal, to include work plan, price, and bid bond must be provided to this office not later than the response stated on the SF 1442, block 13a, or amendment if applicable.

1.5. The Procurement Contracting Officer (PCO) is the sole point of contact for this acquisition. Exchanges of information between government and offerors will be controlled by the PCO.

1.6. Email may be used to transmit the proposal and must include "Company Name, Source Selection Information - See RFO 2.101 and 3.104" in the subject line of the email. When submitting source selection information via email, file suppression utilities, to include but not limited to zip files, will not be accepted.

1.7. Do not provide any password protected files as part of the proposal. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2007, 2010, or 2013, MS Excel 2007, 2010 or 2013, MS-Power Point 2007, 2010, or 2013, and MS-Project 2013, and Adobe Acrobat Portable Document Format (PDF), as applicable. Do NOT submit any documents in PDF format that are copied as "images." When creating PDF files always create to enable textual search and copy functions.

1.8. The PCO will promptly notify offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing IAW RFO 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing.

However, offerors excluded from the competitive range are entitled to no more than one debriefing. The PCO will notify unsuccessful offerors in accordance with RFO 15.503. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request IAW the requirements of RFO 15.505 or 15.506, as applicable.

1.9. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the PCO in writing with supporting rationale as well as the remedies the offeror is asking the PCO to consider as related to the omission or error. The offeror is reminded that the government reserves the right to award this effort based on the initial proposal, as received, without discussions. This reservation includes matters of additional submittals of the initial proposal.

1.10. If this OPR is amended, all terms and conditions that are not amended remain unchanged and in full force and effect. Offerors shall acknowledge receipt of any amendment and provide confirmation upon submission of the offeror's proposal. Any unacknowledged amendments in the offeror's proposal will render the offeror ineligible for award.

Foldout pages shall fold entirely within the volume, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics, not for pages of text. The following limitation only applies to the Technical Volume. Text intended for evaluation within all figures, charts, tables, and graphs, to include imbedded images, shall be no less than Arial 8-pt. These limitations shall apply to both electronic and hard copy proposals. Any text within figures, charts, tables, and graphs which do not meet this requirement will not be considered in the evaluation. These limitations shall apply to both electronic and hard copy proposals.

2.0. Factor 1 - Technical

2.1. In the Technical Volume of the proposal, address your proposed approach to meeting the minimum performance or capability requirements of the technical requirements identified in the OPR. The technical proposal should be specific and complete. Legibility, clarity, and coherence are very important. Your responses will be evaluated against the technical subfactors defined in Section M - Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the technical subfactors. All the requirements specified in the OPR are mandatory. By your proposal submission, you are representing that your company will perform all the requirements specified in the OPR. Mere recitation of the OPR requirements, or phrases that refer to the government's SOW, without sufficient supporting information as to how work will be accomplished will not be accepted. Narratives shall provide detail of sufficient level to allow one skilled in engineering and the building trades to make a sound decision as to the technical viability of the proposal. The technical volume shall include: a)Technical Volume Cover Sheet. The technical order volume shall include a coversheet containing date, OPR number, project number and title, offeror contact information, and assertion the proposal meets the mandatory completion date stated in the OPR. b)Project Narrative. 2.2.4. Provide a Team List of the primary point of contacts IAW Section 1.3.2 Contractor Specific Requirements within the

SOW.

2.3. Technical Subfactor 2: Schedule and Planning.

2.3.1. The offeror shall include a proposed construction schedule that meets or improves the mandatory completion date stated in the OPR. The offeror's proposed schedule shall demonstrate a reasonable and realistic sequence of activities which represent all work to be performed throughout the entire order performance period, while considering the major work elements from the detailed price proposal, as well as submittal reviews, mobilization, material delivery times, anticipated weather delays, and final inspection/closeout IAW Section 3.3.1 of the SOW.

2.3.2. In developing the schedule, note that there will be submittals; milestones (such as final inspections); and construction-related permits/requests (such as Outage/Closure Requests or Excavation Permits) that will require longer lead times for Government coordination/approval listed in the of section 3.5.3 of the SOW.

2.3.3. Specific timelines for staging area approvals, airfield waivers, outage requests and other Government approvals are provided in the SOW Section 3.5.3 in table listed as "Delivery Schedule & Submittals".

3.0. Factor 2 - Price

3.1. In the price volume, the offeror shall provide a fully supported price proposal. Compliance with these instructions is mandatory and failure to provide all the required data may result in an offeror being determined ineligible for award. The offeror shall provide a detailed price proposal describing each element of the design and construction effort. Design and construction price shall be provided IAW the contract line item (CLIN) structure as requested in the OPR. The order proposal shall provide the following supporting documentation so that the government team can evaluate the reasonableness of your proposed price. All pricing information shall be addressed ONLY in the Price Proposal and Order Documentation volumes. Work hour estimates, and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale for alternatives or design and trade-off decisions.

3.2. The Pricing Volume shall include the following: a)Price Volume Cover Sheet. The price volume shall include a cover sheet containing date, OPR number, project number and title, offeror contact information, CLIN prices and the total price.

b)Detailed Price Proposal 1)Design Price proposals shall include proposed labor categories, labor hours per category, and labor rates per category. The design price shall be submitted as a total design price with a breakout of design and non-design price that demonstrates compliance with R-DFARS 236.606-70, Statutory Fee Limitation. 2)Construction price proposals shall be broken out/subtotaled per the divisions defined by the Construction Specifications Institute (CSI) Master Format System. The offeror shall submit construction price proposals utilizing AF Form 3052, Construction Price Estimate Breakdown, or a contractor generated equivalent that provides the same information. 3)Construction price proposals shall be detailed enough for government reviewers to determine the contractor's understanding of the work to be performed and that the proposal is complete (includes all work items included in the order). Price proposals shall be broken down to at least CSI Level IV. c)Price Supporting Documentation. Documentation the offeror shall submit are listed below. This includes but is not limited to: 1)Subcontractor quotes 2)Supplemental drawings/sketches 3)In-house design calculations 4)Estimating notes 5)Take-off calculations to justify quantities used in proposal (includes subcontractor calculations 6)Manufacturer supplied drawings/calculations 7)Catalog/ product technical information 8)The government reserves the right to ask for additional details during the evaluation of offeror's proposals for the purpose of clarification. Any request that would result in a proposal change will be accomplished through formal discussions. d)Price Assumptions e)Clarifications and Exceptions f)Subcontractor quotes. Pricing for subcontracted work shall comply with the following requirements: 1)Subcontractor quotes shall provide the same level of detail and include supporting documentation as described in section 3.2(b), "Detailed Price Proposal". 2)Subcontractor quotes should be based on the best value offered from at least two vendors. 3)Contractor shall provide a copy of the quotes as part of the proposal package. 4)In the event that the minimum of two (2) acceptable vendors cannot be obtained(only one supplier, potential suppliers/subcontractors are unresponsive or respond with 'no bid', etc.), a justification for the single quote shall be submitted as a part of the proposal package.

3.3. Offeror's pricing proposal will be evaluated for reasonableness, balance, and realism. Unreasonable and/or unrealistic proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition. Additionally, unbalanced pricing may pose an unacceptable risk to the government and may render an offeror's proposal ineligible for award. The offers should be sufficiently detailed to demonstrate their price reasonableness and balance, if appropriate.

The burden of proof for credibility of proposed prices rests with the offeror.

3.4. The Government will evaluate proposals for price realism to determine whether proposed prices are based on an adequate understanding of contract requirements and to ensure the proposed price does not pose an unacceptable risk to performance. Offerors shall provide sufficient rationale describing how prices were developed (such as assumptions, historical data, projections, expertise, management decisions, etc). All proposed prices shall be sufficient and adequately proposed to ensure performance is not at an unacceptable risk with prices proposed too low

3.5. The government will evaluate proposals for reasonableness to include completeness. For completeness, offerors must propose pricing for all CLINs except for those labeled as "not separately priced (NSP)". Normally, price reasonableness is established through adequate price competition, but may also be determined through proposal analysis techniques. The burden of proof for credibility of proposed prices rests with the offeror. Offerors shall provide sufficient rationale describing how prices were developed (such as assumptions, historical data, projections, expertise, management decisions, etc.).

3.6. The government will evaluate proposals for balance, if appropriate. The offeror is cautioned against submitting an offer that exhibits unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonable or unrealistic prices. An offer could be so grossly unbalanced that acceptance of the offer would be tantamount to allowing an advanced payment. For this acquisition, balanced pricing is determined with respect to CLIN pricing variance. Offerors shall provide rationale for any proposed CLIN price increase greater than 5% from one year to another, or any proposed CLIN price decrease from one year to another. Unexplained price variances from year-to-year could suggest unbalanced pricing. It is in the Offeror's best interest to provide explanations or supporting rationale for any significant annual CLIN price variances.

3.7. The government will evaluate the proposals for compliance with R-DFARS 236.606-70, Statutory Fee Limitation, as applicable, if design is part of the contract requirement. If applicable, the offeror shall clearly state the design and non-design fees in accordance with R-DFARS 236.606-70.

3.8. RFO Part 15 applies to this acquisition. IAW RFO 15.403-3-1(b), prices based on adequate price competition do not require submission of certified cost or pricing data. In accordance with RFO 15.403-3(a), however, information other than certified cost or pricing data may be required to support price reasonableness. RFO 15.403-3(a)(1) provides for obtaining information other than certified cost or pricing data if needed to determine price reasonableness. Therefore, the RFO does not preclude the requirement for obtaining other than certified cost or pricing data under certain circumstances and the government reserves the right to obtain data as appropriate. Should the PCO determine proposed prices to appear unreasonable or the possibility that an offeror does not fully understand the requirement, the offerors may be required to support price reasonableness via other than certified cost or pricing data. If, after receipt of proposals, the PCO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in RFO 15.403-1 apply, the offeror shall be required to submit certified cost or pricing data.

3.9. All dollar amounts shall be rounded to the nearest cent. All rates shall be rounded to four decimal places to the right of the decimal point.

3.10. Provide assumptions regarding usage of all government property as reflected in your pricing proposal.

4.0. Order Volume

4.1. The purpose of this volume is to provide information to the government for preparing the order document and supporting file. The offeror's proposal shall include a signed copy of the Model Order.

4.2. The offeror shall provide required information to complete clauses as required. Offerors shall ensure that all clauses and provisions that require "fill-in" information are appropriately completed, including the proposed prices associated with the contract line items in the Schedule of the OPR.

4.3. Bid Guarantee (Bond): A bid guarantee (minimum of 20% of proposal) is required IAW RFO 28.101-1. Failure to furnish a bid guarantee in the proper form and amount may be a cause for rejection of your bid.

4.4. The proposal acceptance period (validity) is specified on the SF 1442, block 13d of the model contract/solicitation.

The offeror shall make a clear statement in the proposal documentation that the proposal is valid until this date.

4.5. The offeror shall provide a statement the offeror has completed the annual representations and certification electronically via the SAM website at https:// www.sam.gov/SAM/. After reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically.

4.6. Provide the name, title, telephone number, and email address for the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the government. RFO Clauses Incorporated by Reference Number Title Effective Date Alternate/ Deviation Variation Effective Date

Section M - Evaluation Factors for Award

Header Miscellaneous Text (Modified):

1.0. Basis for Order Award

1.1. This acquisition will utilize Sealed Bidding procedures, with technical proposals, in accordance with RFO 14.307(a)(3) as supplemented. For construction projects with an estimated magnitude less than $10M the government will not use the mandatory procedures as prescribed in R-DFARS 215.3. Technical tradeoffs will not be made, and no additional credit will be given for exceeding the technical requirements. The government will only evaluate one proposal from each offeror.

Award will be made to the responsible offeror whose proposal is technically acceptable, conforms to all Order Proposal Request (OPR) requirements, to include terms and conditions, representations and certifications, technical requirements, and also provides the best value to the government based on the results of the evaluation. The government reserves the right to award without discussions or exchanges. Therefore, each initial offer should contain the offeror's best terms from both a price and technical standpoint. However, the government reserves the right to conduct discussions if determined necessary by the Procurement Contracting Officer (PCO). The responsible offeror shall meet requirement specification listed in the section 2.1(b) of section L and IAW the Scope of Section 1.2 within the SOW.

1.2. The Source Selection Authority (SSA) will base the source selection decision on an integrated assessment of proposals against all source selection criteria in the OPR. While the government evaluation team and the SSA will strive for maximum objectivity, the evaluation and selection process, by its nature, is subjective and, therefore, professional judgment is implicit throughout the entire process.

1.3. The government intends to select one contractor for this acquisition. However, the government reserves the right not to award an order at all, depending on the quality of the proposals, prices submitted, and the availability of funds.

1.4. The government will consider throughout the evaluation, the "correction potential" of any proposal aspect evaluated as "unacceptable". The judgment of such "correction potential" is within the sole discretion of the government. The correction potential is based on the amount and/or complexity of the correction(s) needed to meet government requirements.

1.5. If discussions are conducted, the government will establish a competitive range comprised of the most highly rated proposals. During the evaluation process multiple competitive range determinations may be made that eliminate offerors from the competition. The competitive range determination can be based on Technical, Price, or a combination of both factors. A competitive range determination may eliminate offerors based on their initial proposal evaluation results, after discussions (if necessary), prior to issuance of the Final Proposal Revision (FPR) request, or for efficiency at any other time prior to the award decision. If offerors are excluded from the competitive range, they may request a debriefing IAW RFO 15.505 or 15.506.

1.6. The government intends to award without discussions but reserves the right to conduct discussions if necessary.

Therefore, it is imperative that offerors submit their best terms initially. However, if during the evaluation period it is determined to be in the best interest of the government to hold discussions, the government will determine if responses to Evaluation Notices (ENs) received during discussions will be considered formal proposal revisions, or if offerors will be required to include EN responses in the FPR. The Request for FPR letter will include specific instructions on how offerors will submit FPRs. The government also reserves the right to request Draft FPRs during discussions.

1.7. Offerors are required to meet all OPR requirements, to include terms and conditions, representations and certifications, and Statement of Work (SOW) requirements, in addition to those identified as factors and subfactors. Failure to comply with the terms and conditions of the OPR may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the OPR terms and conditions and must provide complete supporting rationale. The government reserves the right to determine any such exceptions unacceptable, and therefore, the proposal ineligible for award.

1.8. Evaluation Methodology: The Government will evaluate all factors concurrently for all proposals. Initial ratings and evaluated price will be established for each offeror. Only those offerors determined to be technically acceptable, either initially, or as a result of discussions will be considered for award. Award will be made to the lowest evaluated priced proposal meeting the acceptability standards for Factor 1 Technical, who has been determined responsible IAW para 2.4 below, and whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation.

2.0. Technical Rating

2.1. The Technical evaluation will be based on each's offeror's approach for meeting the technical requirements listed below. The evaluation focuses on the technical approach as described in each offeror's technical volume. The technical evaluation does not consider price. Each subfactor within the technical factor will receive one of the ratings described below based on the criteria listed below. Individual subfactor ratings will be used to determine the overall technical acceptability of each offeror. To be determined technically acceptable at the factor level, the Offeror must be rated acceptable in each subfactor. A single deficiency within a subfactor will result in an unacceptable rating for that subfactor.

A final unacceptable subfactor assessment will determine an overall technical unacceptable rating, and therefore, un-awardable. Only those proposals determined to be technically acceptable, either initially, or as a result of discussions, will be considered for award. The technical evaluation will also consider risk in determining overall acceptability. Risk pertains to the potential for unsuccessful contract performance. Risk will not receive a separate rating, rather, it will be inherent within the subfactor ratings, and the overall Technical rating. Only Low Risk approaches will be deemed acceptable.

2.2. Technical Subfactor 1, Capability and Management: This subfactor is met when the offeror sufficiently demonstrates and describes how the offeror will meet the capability and management requirements to complete the construction and administrative requirements with little potential for disruption of schedule, increased price, or degradation of performance.

The evaluation will include the offeror's proposal to meet the following:

2.2.1. Sufficient description of commitment to support an on-site management team, including a sole source responsibility for both design and construction of this project. IAW Section 1.3.2 Contractor Personnel Requirements and 1.3.2.2 Design Project Manager within the SOW.

2.2.2. Sufficient approach to manage, supervise, and coordinate all subcontractor's work and state who in the organization is responsible for this management and coordination. IAW Section 1.3.2.

The evaluation will include the offeror's proposal to meet the following requirement specification IAW all of Section 3.6 of the

SOW.

2.3.1. Sufficient construction schedule that meets the mandatory completion date stated in the OPR. The schedule shall demonstrate a reasonable and realistic sequence of activities which represent all work to be performed throughout the entire order performance period, while considering the major work elements from the detailed price proposal, as well as submittal reviews, mobilization, material delivery times, anticipated weather delays, and final inspection/closeout. The responsible offeror shall meet requirement specification IAW Section 3.3.1 of the SOW.

One technical rating will be assigned to each technical subfactor. In order to be considered awardable, there must be an "acceptable" rating in every subfactor.

Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation. Unacceptable Proposal does not meet the requirements of the solicitation.

3.0. Price

3.1. Price proposals will be evaluated for (1) reasonableness, (2) balanced pricing, and (3) realism. Offerors whose price is determined to be unreasonable will not be considered for award. Additionally, an offeror's price may be rejected, if it contains unbalanced pricing to the extent, it poses an unacceptable risk to the government.

3.2. The proposed prices will be evaluated for reasonableness to include completeness. Analysis of price proposals will be performed using one or more of the techniques defined in RFO 15.404-1(b)(2) in order to determine price reasonableness.

Reasonableness must represent a price to the government believes a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in RFO 15.404-1(b)(2). The proposal will be evaluated for completeness to ensure the offeror has proposed pricing for all CLINs except for those labeled not separately priced

(NSP).

3.3. Offerors' proposals will be reviewed for balanced pricing. The government will evaluate any supporting information provided by the offeror explaining variances that appear unbalanced. Evaluated offers that are determined to be unbalanced may be deemed ineligible for award by the PCO if a determination is made that lack of balance poses an unacceptable risk to the government. Unbalanced pricing exists when, despite an acceptable total price, the price of one or more-line items is significantly over or understated as demonstrated by application of price analysis techniques, such that: a) There is reasonable doubt the offer would result in the lowest overall price to the government, even though it is the lowest priced offeror; or b) The offer is so grossly unbalanced; its acceptance would be tantamount to allowing an advanced payment.

3.4. Proposed prices will be evaluated for price realism. To be realistic, the proposed price must demonstrate an adequate understanding of and consistency with the requirement and must ensure the price does not pose an unacceptable risk to performance. All documentation submitted to support price realism will be considered in making a determination of price realism. To evaluate price realism, the Government intends to use one or more of the price analysis techniques described in RFO 15.404-1(b)(2). The Government may also use other evaluation techniques, as needed."

3.5. As applicable, the offeror's proposal will be evaluated for compliance with R-DFARS 236.606-70, Statutory Fee Limitation, if the contract includes architect engineer services for the preparation of designs, plans, drawings and specifications.

3.6. If requested by the PCO, data other than certified cost and pricing data shall be evaluated to support a determination of reasonable and balanced pricing. This information will only be requested if all other sources have been insufficient to support a determination of reasonable and/or balanced pricing.

3.7. All proposed dollar amounts shall be rounded to the nearest cent. All rates proposed as a percentage shall be rounded to four decimal places to the right of the decimal point. If any pricing proposal deviates from this format, the government will apply the specified format to determine the extended pricing and Total Evaluated Price (TEP).

Compliance with instructions regarding rounding will be verified during evaluation.

3.8. Pricing proposals will be reviewed for compliance with the ITO.

3.9. The TEP will be calculated as the sum of the offeror's proposed prices for all CLINs and all options (as applicable).

TEP will be used for evaluation purposes only. Evaluation of options shall not obligate the government to exercise such options.
