About this opportunity
The Department of the Navy Naval Supply Systems Command is requesting quotations for two kits of 36,000-pound Defense Airlift Modular Approach Shoring (DAMAS) systems with Air Transport Test Loading Activity (ATTLA) certification, with quotations due June 18 at 11:00 AM San Diego time. This is a Total Small Business Set-Aside procurement under NAICS 332999 (Fabricated Structural Metal Manufacturing, 750-employee size standard).
Place of performance is NOLF Imperial Beach, 1498 13th Street, Building 170, Imperial Beach, California 91932. Delivery is required on or before August 28, 2026.
The DAMAS kits must be rated for 36,000-pound axles with a 3.5-to-one safety factor and designed to load a 40-foot RECON Craft patrol boat on quad-axle trailer and a Freightliner M2112 6x6 stake-bed truck onto USAF C-17 and C-5 cargo aircraft. The system must be manufactured from high-grade aluminum with integrated protective materials such as PVC belting on all aircraft-contacting components to prevent metal-to-metal damage and comply with aircraft floor concentrated load limits. Construction must be modular, fully assembled by 2–3 personnel within approximately 30 minutes without specialized tools, and incorporate punched tread plate ramps capable of withstanding oil, dirt, and debris at a 7-degree angle per ATTLA specifications. Side-access loading containers must be transportable as palletized cargo on 463L USAF cargo pallets or secured on aircraft floors via standard cargo straps. All items must be manufactured in the United States or a DFARS Qualifying Country. Quoters must provide either a current ATTLA Certification letter or a detailed, realistic milestone plan demonstrating ATTLA certification achievement prior to August 28 with no additional cost to the government; quotes lacking either proof of certification or an acceptable plan are evaluated as unacceptable. Quotations must remain valid for 30 days from solicitation close. Award uses best-value evaluation, ranking offers by total evaluated price with the three lowest-priced offers forming an initial competitive pool; technical specification and price are weighted equally in importance. Amendment 0002, posted June 16, provides responses to industry questions regarding certification requirements and tread plate specifications.
