About this file
This is a Question and Answer document for federal contract opportunity N0024426Q0043, posted on June 16, 2026, concerning the procurement of 2 kits of 36K Defense Airlift Modular Approach Shoring (DAMAS) systems with Air Transport Test Loading Activity (ATTLA) certification.
The document addresses critical technical requirements and evaluation criteria for offerors. Question 1 clarifies axle capacity specifications, noting that the definitive target requirements and axle weight limits are governed by ATTLA certification specifications and should be confirmed directly with ATTLA. The government emphasizes that to be considered for award, offerors must submit either a current, approved ATTLA Certification letter for the proposed system or a detailed, realistic milestone plan demonstrating successful navigation of the Air Force ATTLA certification process with required certification obtained prior to the August 28, 2026 delivery date at no additional cost to the government. Quotes lacking either a valid current certification letter or a realistic, actionable plan will be evaluated as unacceptable. Question 2 specifies that punched tread plate is the standard configuration for ramps and must be fully capable of withstanding oil, dirt, and debris to ensure traction for heavy wheeled cargo climbing or descending at a 7-degree angle in strict accordance with ATTLA specifications.

ATTLA Certified Question and Answer
Posted on: June 16, 2026 June 12, 2026
1. The heaviest axle on the Freightliner M2112 6X6 Stake-Bed Truck is 20,000 lbs. The entire Patrol Boat weighs 37,280 lbs. The certification states “All four axles are reported to weigh 8,675 lbs. with ratings of 10,000 lbs.” The solicitation requests 36,000-lb (36K) Axles, with a 3.5-to-one safety factor.
a. Does the target requirement specify a maximum axle capacity of 126,000 lbs.
(36,000 lbs. x 3.5 safety factor)? If not, please provide the correct maximum axle rating after applying the mandatory safety margin.
i. Answer: The definitive target requirements and axle weight limits are governed by the Air Transport Test Loading Activity (ATTLA) certification specifications. Please coordinate directly with ATTLA to confirm the officially approved maximum axle ratings and applicable safety factors for this specific configuration.
b. Please note that unless DAMAS™ has fielded a new ATTLA-certified system, their standard legacy equipment is incapable of meeting this capacity rating.
i. Answer: To be considered for award, offerors must submit one of the following with their quote: (1) a copy of the current, approved ATTLA Certification letter for the proposed system, or (2) a detailed, realistic milestone plan demonstrating how the quoter will successfully navigate the Air Force ATTLA certification process and obtain the required certification prior to the August 28, 2026, delivery date with no additional cost to the government. Quotes that failed to provide either a (1) valid, current certification letter or (2) a realistic, actionable plan to obtain it will be evaluated as unacceptable.
2. Please specify the acceptable surface type for the ramps (e.g., punched/tread plate versus heavy-duty cleat).
a. Answer: Punched tread plate is the standard configuration. The surface plating must be fully capable of withstanding oil, dirt, and debris to ensure traction for heavy wheeled cargo climbing or descending at a 7-degree angle, in strict accordance with the ATTLA.
