About this file
This is a Statement of Work (SOW) from Maritime Expeditionary Security Group ONE (MESG-1) dated June 5, 2026, for the procurement of two complete Defense Airlift Modular Approach Shoring (DAMAS) kits rated for 36,000-lb axles with a 3.5-to-one safety factor. The contractor must deliver a comprehensive, certified aircraft loading ramp system designed to safely and efficiently load and unload mission-critical assets, specifically a RECON Craft 40-foot Patrol Boat with quad axle trailer and a Freightliner M2112 6x6 prime mover vehicle onto Air Force C-17 and C-5 cargo aircraft. The legacy wood-based shoring system requires significant personnel and time to assemble, is prone to damage and customs delays, making the lightweight aluminum modular system necessary to reduce logistical footprint and improve operational efficiency.
The system must be manufactured from high-grade aluminum with protective integrated materials such as PVC belting on all aircraft-contacting components to prevent metal-to-metal damage and comply with aircraft floor concentrated load limitations. The aluminum construction must be exempt from agricultural customs restrictions associated with wood products. The entire system must be modular and fully assembled by 2-3 personnel within approximately 30 minutes without requiring specialized tools or material handling equipment. The contractor must obtain ATTLA (Air Transport Test Loading Activity) certifications meeting MIL-STD-1791 requirements for both ATTLA Certification 2026.01.01 (40 ft Patrol Boat on RECON Craft Trailer) and ATTLA Certification 2021.05.01 (Freightliner M2112 6x6 Stake-Bed Truck) at no additional cost to the government, with the processing or application status of certification not constituting grounds for schedule delay. The Side-Access Loading Containers must be transportable as palletized cargo on 463L USAF Cargo Pallets or placed directly on aircraft cargo floors and secured via standard cargo straps. Delivery is required on or before August 28, 2026, to NOLF Imperial Beach, 1498 13th Street, Building 170, Imperial Beach, CA 91932. The primary point of contact is Christopher DeMott at christopher.d.demott2.civ@us.navy.mil or (619) 437-9556.

STATEMENT OF WORK
FROM: Maritime Expeditionary Security Group ONE (MESG-1)
SUBJ: Statement of Work for one Two (2) Kits Air Transport Test Loading Activity (ATTLA) certified Defense Airlift Modular Approach Shoring (DAMAS) kit rated for 36,000-lb (36K) Axles, with a 3.5-to-one safety factor.
1. Background & Objective
1.1. Maritime Expeditionary Security Group ONE (MESG-1) requires a comprehensive, certified aircraft loading ramp system to ensure the safe and efficient loading and unloading of mission-critical assets. The legacy method of using heavy, wood-based shoring is logistically burdensome, requires significant personnel and time to assemble, and is prone to damage and customs delays.
1.2. This Statement of Work outlines the requirements for a modern, lightweight, aluminum modular approach shoring system. The system is designed to significantly reduce the ramp angle of approach, protect the aircraft floor, and drastically decrease the logistical footprint associated with asset deployment.
1.3. MESG-1 Command Personnel require two (2) kits of 36K ramp system for the safe and efficient loading and unloading of the RECON Craft 40-foot Patrol Boat with quad axle trailer and prime mover vehicle Freight Liner M2112 6x6 onto an Air Force C-17 and/or C-5 aircraft.
1.4. When moving Navy vehicles or wheeled rolling stock up an aircraft ramp from the ground, MESG-1 must satisfy strict clearance, projection, and loading criteria defined under MIL-STD- 1791 (Designing for Internal Aerial Delivery in Fixed Wing Aircraft) to achieve ATTLA certification.
2. General Requirements & Salient Characteristics
2.1. System Capability: The contractor shall provide a complete DAMAS ramp system rated at
36,000-lb (36K) axles with a 3.5-to-one safety factor. This system must be engineered to solve ground clearance, low approach angle, and overhang challenges when loading specified oversized or heavy assets onto Air Force C-17 and C-5 cargo aircraft.
2.2. Material Construction: The system shall be manufactured from high-grade aluminum. All components that make contact with the aircraft ramp must include protective integrated materials (e.g., PVC belting) to prevent metal-to-metal damage and comply strictly with aircraft floor concentrated load limitations. The non-porous metal construction must be completely exempt from agricultural customs restrictions associated with wood products.
2.3. Assembly & Deployment: The entire system must be modular, operable, and capable of being fully assembled by a team of 2-3 personnel within approximately 30 minutes. Assembly must not require specialized tools or material handling equipment (MHE).
3. Technical & Certification Requirements
3.1. Load Certifications: The ramp system must meet or exceed the requirements of the ATTLA certifications for loading the following specific assets:
3.1.1. ATTLA Certification 2026.01.01: 40 ft Patrol Boat on RECON Craft Trailer (quad axle).
3.1.2. ATTLA Certification 2021.05.01: Freightliner M2112 6x6 Stake-Bed Truck.

3.2. Transportability: The system’s Side-Access Loading Containers must be transportable as palletized cargo. The containers must be designed to be secured on a 463L USAF Cargo Pallet or placed directly on the aircraft cargo floor/ramp and secured via standard cargo straps.
3.3. If the vendor's product is not ATTLA certified, the vendor shall obtain certification at no additional cost to the government. The processing or application status of an ATTLA certification shall not constitute grounds for an excusable schedule delay.
4. Delivery Requirements
4.1. Delivery Date: The contractor must deliver the complete system on or before August 28, 2026.
5. Bill of Materials
5.1. The contractor shall provide a detailed list of components of the complete 36K DAMAS.
