About this file

This is an Internal Air Transport Certification document issued by AFLCMC/EZFC (ATTLA) dated 17 February 2026, certifying the airworthiness of a 40-foot patrol boat mounted on a four-axle ReconCraft trailer for transport via USAF C-17 and C-5 aircraft.

The item measures approximately 610" L x 143" W x 162" H (155" H reduced) with a gross weight of 36,000 lbs and GVWR of 40,000 lbs. For air transport, the maximum certified gross vehicle weight is 37,280 lbs, with all axles limited to 10,000 lbs each (sleeper shoring required). Item preparation requires removal of SATCOM, EPIRB, LIGHTBAR, and MORAD/SHAKESPEARE antennas; removal or lowering of the shade canopy; opening and securing cabin windows and bow hatch for rapid decompression; and shipper-provided shoring materials. All hazardous materials including fuel and batteries must be certified per TM 38-250/AFMAN 24-604, with authorization from AFMC/A4RT. The boat and trailer must be backed into the aircraft and require approach shoring, floor protection shoring under landing gear, sleeper shoring, and support shoring. For C-17 operations, the trailer disconnects from the prime mover for flight, with support shoring placed under the frame and tongue support plate pivoted aside to allow ramp closure. The boat has six tiedown provisions rated at 25,000 lbs each direction; the trailer has ten tiedown provisions rated at 9,120 lbs all directions. Restraint must meet 3G forward, 1.5G aft and lateral, 2G up, and 4.5G down loads. Specific shoring dimensions are provided for both C-5 and C-17 operations. The certification requires shipper distribution to the ATOC representative, AMC/A3V, AMC/A4T, and ARTRANS TEA, with point of contact MSgt Joshua Herrier.

Date: 17 February 2026 Item Nomenclature: 40 ft Patrol Boat on ReconCraft Trailer File Number: 2026.01.01

Item Description: The subject item is identified to be a 40ft Patrol Boat on a four axle ReconCraft Trailer. Approximate dimensions are 610” L x 143” W x 162” H (155” H reduced). Gross weight is 36,000 lbs with a gross vehicle weight rating (GVWR) of 40,000 lbs (boat weight is 28,000 lbs and trailer has weight of 8,000 lbs). All four axles are reported to weigh 8,675 lbs with ratings of 10,000 lbs.

The tongue is reported to weigh 1,300 lbs.

NOTE: The listed dimensions are approximations. Actual dimensions can vary as long as aircraft limitations published in applicable cargo loading manuals and the conditions of certification listed below are not violated. Adjustments to approach shoring and/or loading methods shall be reported to ATTLA.

Figure 1: 40ft PB

Certified Aircraft: USAF C-17 and C-5

Conditions of Certification:

1. Maximum Weight for Air Transport:

a. Gross Vehicle Weight: 37,280 lbs

File Number 2026.01.01

b. Axle Limits: All axles – 10,000 lbs (sleeper shoring required)

2. Item Preparation:

a. Remove the SATCOM, EPIRB, LIGHTBAR and MORAD/SHAKESPEARE Antennas to reduce the height.

b. Remove or lower the Shade Canopy to reduce the height at the back of the boat.

c. Open and secure a sliding window of the main cabin, and the small hatch on the bow (front) for rapid decompression mitigation.

d. Shipper is responsible for providing all shoring materials. See paragraph 5 for specifications.

e. All hazardous materials (to include fuel level, batteries, etc.) must be prepared and certified for airlift in accordance with TM 38-250/AFMAN 24-604. Do not consider this air transport certification as approval for hazardous materials. Authorization for airlifting hazardous material is the responsibility of AFMC/A4RT email: AFMC.A4RT.Workflow@us.af.mil.

3. Loading Instructions:

a. The 40ft PB can be loaded using general loading procedures as listed in the respective aircraft cargo loading manual.

b. 40ft PB must be backed into the aircraft.

c. Approach shoring is required. See paragraph 5 for specifications.

d. Floor protection shoring shall be placed under the trailer landing gear. See paragraph 5 for specifications.

e. Sleeper shoring is required. See paragraph 5 for specifications.

f. Support shoring is required. See paragraph 5 for specifications.

g. C-17: The trailer will be disconnected from the prime mover for flight.

h. Over-the-road straps will be removed once in position and restraint will be applied to the aircraft floor for transport.

i. C-17: Prior to raising the ramp, place the Support Shoring under the frame and release the tension on the tongue by adjusting the landing gear, unbolt the Trailer Tongue Support Plate and locking pin and pivot to the side to allow for the ramp to close. Place additional support shoring under the hinged portion of the tongue. See Figure 2.

Figure 2: Additional Support Shoring

NOTE: If able to position the 40ft PB further forward in the C-17 step 3i may be omitted and the trailer will be restrained on the level cargo floor.

4. Restraint Requirements: Restrain boat and trailer to the aircraft separately. The 40ft PB is equipped with six (6) tiedown provisions (three each side) all rated for 25,000 lbs in each direction. The trailer is equipped with ten (10) tiedown provisions (five each side) all rated for 9,120 lbs in all directions. See Figure 3 for tiedown provision locations. Restraint may be applied to axles up to the axle ratings in longitudinal and lateral directions as listed in the Item Description paragraph. Do not apply more than 50% of required restraint to vehicle/trailer axles for longitudinal and lateral directions.

Spring mounted axles provide zero vertical restraint. The 40ft PB and all accompanying cargo must be restrained to meet air transport requirements of 3G forward, 1.5G aft and lateral, and 2G up. In addition, stored or installed equipment must meet these requirements and be capable of withstanding a 4.5G down load.

(C-5) CAUTION: Width of approach shoring “C” in the area under the toe must be as wide as the ramp toe it is placed under. The remaining approach shoring extending away from the ramp toe extension contact point must be a minimum of 30 inches wide.

C-17 Shoring Ramp Pedestal Shoring “A” 18” L x 30” W x 13” H Approach Shoring “B” 194” L x 30” W x 24” H (2 required) (Length (L) includes 11” to support the ramp toe)

b. Support Shoring: 16” L x 16” W (2 stacks). The support shoring will be placed under the tongue area near the landing gear at a height sufficient to make the trailer level.

c. Additional Support Shoring: 16” L x 16” W (1 stack). Place shoring as depicted in Figure 2.

d. Floor Protection Shoring: 10” L x 10” W x ½” H or sufficient size placed under the landing gear foot to prevent metal to metal contact while disconnecting and connecting the trailer to the prime mover.

e. Sleeper Shoring: 16” L x 16” W (4 stacks). The sleeper shoring will be built up so that it is snug against the underside of the trailer.

Required Distribution:
