About this opportunity
The Department of the Army Maine Army National Guard seeks catered meal services for approximately 140 soldiers during a fifteen-day training event, with proposals due August 24, 2026, and questions due August 19. This procurement is a 100% small business set-aside, restricting competition to entities meeting SBA small business size standards.
Performance occurs October 18–29, 2026, at Cram Dining Facility, Ethan Allen Firing Range, 91 Barracks Loop, Jericho, Vermont. The contractor must provide all personnel, equipment, materials, supervision, and quality control to deliver approximately 1,540 breakfast meals (served by 06:30 AM EST, October 19–29) and approximately 1,540 dinner meals (served by 5:00 PM EST, October 18–28) in buffet style. Meals must follow seven-day rotating lunch and dinner menus and five-day rotating breakfast menus with no identical main entrees within those periods. Special dietary accommodations including Halal meals must be provided upon five calendar days' notice.
The contractor's food preparation facility must be located within 60 miles of the delivery location. All contractor employees require installation access clearance, completion of AT Level 1 security awareness training within 30 days of start, background checks, and identification badges. The contractor must hold current ANSI food protection certification and provide a Vermont Food Service Establishments Health Inspection report showing a minimum "B" grade with "Good Compliance" rating; all employees must hold state Food Handlers Certification.
The United States Property and Fiscal Office Contracting Office intends to award a firm-fixed-price purchase order to the lowest-priced technically acceptable quoter under FAR 12.205, evaluating on technical capability and price without discussions unless the Contracting Officer later determines discussions necessary. Evaluation criteria include current ANSI ServSafe certification or equivalent, Vermont health inspection report with "B" grade or equivalent and "Good Compliance" rating, capability to provide seven-day menu rotation, past performance within three years, and supplier performance risk scores (Red or Yellow ratings are unacceptable). NAICS code 722320, Food Service Contractors; PSC S203, Housekeeping-Food. Amendment 0002 issued August 6 clarified that FAR 52.219-14 does not apply due to estimated value below the Simplified Acquisition Threshold, and confirmed the contractor may perform final salad assembly at the facility using only contractor-furnished equipment and supplies.

Basis for Award & Discussions
The Government intends to award a single purchase order to a responsible vendor whose quote represents the Lowest Priced Technically Acceptable (LPTA) to the Government, IAW RFO 12.205.
Evaluation will be solely on the information included in the quotation; therefore, the offeror's initial offer should contain their best terms from a price and technical standpoint. The Government intends to evaluate offers and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary, and during the evaluation process, the Government may, solely at its discretion, communicate with interested contractors regarding quote elements.
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Interested contractors are cautioned that the award may not necessarily be made to the lowest priced quote. Furthermore, an unrealistically low price, as proposed initially or subsequently, may be grounds for eliminating a quote from consideration, either on the basis that the offeror does not understand the requirement, or they made an imprudent offer.
A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the quote, must result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
