This is a Request for Quote (RFQ) for catered meal services for the 185th Engineer Company of the Maine Army National Guard.

The solicitation seeks breakfast and dinner meal services for approximately 140 soldiers during a fifteen-day training event at Cram Dining Facility, Ethan Allen Firing Range in Jericho, Vermont. Two line items are specified: Item 0001 for 1,540 breakfast meals (to be served by 06:30 AM EST, performance period October 19-29, 2026) and Item 0002 for 1,540 dinner meals (to be served by 5:00 PM EST, performance period October 18-28, 2026). Both items are priced on a firm fixed price basis using a "per job" unit of measure. As soon as a vendor is aware of any problems or ambiguities in interpreting the specifications, terms /conditions, instructions or evaluation criteria of this RFQ, the quoter should promptly notify the Contracting Officer. It is preferred that only one set of questions must be submitted by each vendor instead of multiple sets of questions. When submitting questions and comments, please refer to the specific text of the RFQ in the following format:

SUBJECT LINE: 185th Catered Meal Services - RFQ No: W912JD26QA022

(7) The Government is not obligated to provide responses to all questions submitted by vendors, but will consider the response, consolidate them, and submit response onto https: www.sam.gov. All information relating to the RFQ, including changes/amendments and information prior to the date set for receipt of quotes will be posted on https://www.sam.gov.

(8) The Service Contract Act: This contract requires the Contractor and/or subcontractor to pay the minimum locally prevailing wages and fringe benefits reflected in the applicable Service Contract Act. The following Service Contract Act has been incorporated and can be downloaded from Sam.gov

Wage Determination: 2015-4137. Rev No. 38. Dated 6-25-26

g. Multiple awards. The Government may select any item or group of items of a quote, unless the quoter qualifies the quote by specific limitations. Unless otherwise provided in the Schedule, quotes may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity quoted, at the unit prices quoted, unless the quoter specifies otherwise in the quote. The Government reserves the right to make more than one award (multiple awards) for different line items, if, considering the additional administrative cost to the Government of awarding and administering separate purchase orders, it is determined that the multiple awards will result in the best value to the Government. In the purpose of evaluating the cost of making multiple awards, it is assumed that the administrative cost of awarding and administering a purchase order is $500.

h. Debriefings. A quotation is not an offer, and this is not a request for proposals. While the debriefing procedures are required by statute, the Government may provide a brief explanation to unsuccessful quoters upon request, consistent with RFO Part 12.301(b).

National Guard Agency Protest Program

NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.

Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures.

To be timely, the protests must be filed within the periods specified in RFO 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:

Section M - Evaluation Factors for Award

Addendum to FAR 52.212-2 - Evaluation - Commercial Product and Commercial Services

Pursuant to FAR 12.205(a)(2) (DFARS CD 2026-O0028) the provision at FAR 52.212-2 is hereby tailored.

Basis of Award: The Government will award a firm-fixed price (FFP) purchase order resulting from this solicitation to the responsible quoter who provides the Lowest Price Technically Acceptable (LPTA) quote, that demonstrates understanding of the requirements and conformance with the solicitation utilizing RFO Part 12 procedures for commercial items. Quotes will be evaluated for technical acceptability (including past performance) but will not be ranked using the non-price factors. In order for a quoter to be considered for award the quote must receive a rating of "Acceptable" in every non-price factor. A proposal receiving a rating of "Unacceptable" in any non-price factor will not be eligible for award.

Technical Rating. The Government will evaluate the technical factor on a strictly acceptable /unacceptable basis to determine if the quoter will satisfy the Governments minimum requirements of the solicitation. Quoter must submit documentation that clearly demonstrates that they have the capability to provide the requirement within the timeline specified in the RFQ. If a quoter does not provide enough information for the Government to confirm that they can meet all the requirements of the solicitation, then their quote cannot be evaluated and will not be considered for award. The Government reserves the right to seek clarifications on the contents of the quote if determined necessary by the Contracting Officer. The Three Subfactors will be evaluated as follows:

Subfactor 1: Certifications

The Government will evaluate the extent to which the proposed certifications demonstrate a clear understanding of the requirement, including verification that the Serve Safe certification (or another accredited equivalent) is current, valid, and properly associated with the vendor.

Subfactor 2: Compliance

The Government will evaluate the extent to which the offeror demonstrates a clear understanding of the compliance requirement for maintaining a current Food Service Establishment Health Inspection Report, with the proper rating, which helps minimize the risk of foodborne illnesses and supports overall health and safety.

Subfactor 3: Capability

The Government will assess whether the quoter can successfully provide meals on a rotational basis in accordance with the standards outlined in Technical Exhibit (TE) 3 of the Performance Work Statement (PWS).

A quoter's technical proposal must receive a rating of "Acceptable" in Subfactor 1, Subfactor 2 and Subfactor 3 to receive an overall rating of "Acceptable" for the Technical Factor.

The Government will determine whether the offeror's quote is acceptable or unacceptable with the below adjectival definitions.

TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS

Rating Definition

Acceptable Quote meets the requirements of the solicitation

Unacceptable Quote does not meet the requirements of the solicitation

Past Performance Rating. The past performance assessment will assess the prime's (hereafter referred to as quoter's) ability to successfully accomplish the proposed effort based on the quoter's demonstrated present and past work record. The Government will evaluate the quoter's demonstrated record of contract compliance in supplying products and services that meet users' needs, including cost and schedule. The recency and relevancy of the information, the source of the information, context of the data and general trends in the contractor's performance will be considered.

Supplier Performance Risk System. A risk score of Red (lowest 5%) or Yellow (Next 10%) will be considered unacceptable. If no information is found, that will be treated as neutral, which is considered acceptable. An unacceptable risk rating will be grounds for exclusion from award consideration. Next, we will evaluate all quotes with acceptable Supplier Performance Risk Systems for recency.

1. The Government will evaluate the quoters' recent and relevant past performance record by reviewing sources such as the Contractor's Performance Assessment Reporting System (CPARS), and the Federal Awardee Performance and Integrity information System (FAPIIS), When available.

This information will be used to assess the quoter's probability of meeting the solicitations past performance requirements.

2. Recent: Past performance must have occurred within three (3) years of the solicitation release date.

3. Relevancy: Past performance must be similar in scope, magnitude, complexity to the requirements of this solicitation.

4. Unknown Past performance: If the quoter has no recent/relevant past performance, they will be rated "unknown", which is evaluated as "Acceptable"

The Government will use the rating descriptions outlined below.

Past Performance Evaluation Ratings

Rating Definition

Acceptable Based on the quoter's performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoters performance record is unknown.

Unacceptable Based on the quoter's performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.

Price. The Government will evaluate the quoter's total evaluated price for reasonableness and check for unbalanced pricing across all line items in the schedule of prices. Quotes may be rejected if they are materially unbalanced, unreasonably high or unrealistically low. Pricing that is extremely low or high may indicate a lack of technical competence, a failure to understand program risks, or an inability to perform, which will be factored into the responsibility determination.

To ensure a quote reflects fair market value, the Government will compare proposed prices against current market rates, previous procurement history, and the Independent Government Estimate (if applicable) for similar items.
