About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center seeks to establish a five-year Blanket Purchase Agreement for Printed Circuit Board Assemblies and Circuit Card Assemblies supporting the 516th CAPRE and associated Department of War programs, with proposals due June 24, 2026, at 10:00 AM Mountain Time. This is a total small business set-aside under NAICS 334418 (750-employee size standard).
Place of performance is Hill Air Force Base, Utah. The procurement requires in-house capability for either PCB fabrication or assembly, or both. Technical acceptability mandates documented competency in multi-layer and multi-sided PCBs (6–25 layers), complex via handling, high-density component assembly, fine-pitch components (BGAs, BTCs), miniscule passive components (0201, 01005 and smaller), IPC Class 2 or Class 3 assembly as specified, IPC-A-600 and IPC-A-610 quality control inspections, X-ray and flying-probe testing, rapid component procurement from authorized distributors within 30 days of task order award, OEM verification and authenticity screening, and ITAR compliance. Offerors with proven Class 3 manufacturing capabilities are eligible to bid on task orders specifically soliciting IPC Class 3 PCBs. PCB assembly must use J-STD-001 soldering standards and Tin-Lead solder unless otherwise specified. Subcontracting of PCB fabrication is acceptable with Government approval. Government will furnish electronic components and equipment via a Government Furnished Material list.
The five-year period comprises one base year plus four one-year option periods. Individual call/order dollar limitations do not exceed $350,000 each; no minimum quantity is guaranteed. Funds are obligated only through individual task orders, not at BPA award. No pricing is required at proposal stage; pricing will be determined when individual orders are placed using fair and reasonable pricing principles.
Evaluation uses two factors: Technical capability on an acceptable/unacceptable basis, and past performance relevance with confidence assessment (Substantial, Satisfactory, Neutral, Limited, or No Confidence). Proposals limited to five pages for technical volume and three pages for past performance. Government may weight offerors demonstrating experience in both PCBA and PCBF more favorably. Past performance must be from government or commercial contracts completed or substantially accomplished within the last three years. Prices must remain firm for 60 calendar days from offer receipt. Government will conduct annual BPA reviews to assess continued need, pricing reasonableness, procedural compliance, and market conditions.
Amendment 2 (posted June 15) added Q&A clarifications; all other terms unchanged.
