About this file
This is a Question and Answer document for a Blanket Purchase Agreement (BPA) for Circuit Card Assembly manufacturing. The Q&As clarify evaluation criteria and submission requirements for vendors responding to the 14860 Circuit Card Assembly BPA, which is a five-year agreement established to provide Printed Circuit Board Assemblies (PCBAs) and Circuit Card Assemblies (CCAs) for the 516th CAPRE and associated missions under the Department of the Air Force Materiel Command Air Force Sustainment Center. The solicitation seeks to support design, prototyping, and operational requirements while addressing Department of War electronic obsolescence and modernization needs.
The document addresses two primary areas of vendor inquiry. First, regarding manufacturing capability classifications, qualified vendors with Class 2 manufacturing capabilities will be considered for Class 2 boards, while only vendors with proven Class 3 capabilities are eligible to bid on task orders specifically soliciting IPC Class 3 PCBs, with vendors evaluated and routed according to their verified capability tier. Second, the Government clarifies that technical data files including Gerber files, ODB++ files, and Bills of Materials are not available during the initial solicitation phase but will be provided to the awardee upon issuance of individual task orders. The initial submission requirements do not include pricing; vendors must submit only Technical (Factor 1) and Past Performance (Factor 2) volumes limited to five and three pages respectively, demonstrating their capabilities against the Performance Work Statement requirements.

14860 Circuit Card Assembly Blanket Purchase Agreement (BPA)
Q&As
1. Question: Do all vendors require the capability of Class 3 boards, or will qualified vendors with Class 2 capability be considered for Class 2 boards solicited under this BPA?
Answer: The Government will consider proposals from qualified vendors possessing Class 2 manufacturing capabilities. However, because the Government anticipates occasional requirements for IPC Class 3 boards over the life of this Blanket Purchase Agreement (BPA), only those vendors holding proven Class 3 capabilities will be eligible to bid on task orders specifically soliciting Class 3 PCBs. Vendors will be evaluated and qualified based on their demonstrated capability tier, and subsequent task orders will be routed in accordance with those verified capabilities.
2. The supplier has requested the following technical data to prepare a quotation:
* Gerber Files
* ODB++ Files
* Bill of Materials (BOM)
Could you please advise whether these files are available and can be provided?
Technical data files (including Gerber files, ODB++ files, and Bills of Materials) are not currently available. These technical packages will only be provided to the awardee upon the issuance of individual task orders.
Answer: Please note that this solicitation does not currently require pricing or a financial quotation. Per the Instructions to Offerors, vendors are only required to submit Technical (Factor 1) and Past Performance (Factor 2) volumes to demonstrate their capabilities to meet the requirements of the Performance Work Statement (PWS).
Evaluations will be conducted as follows:
Factor 1: Technical capability to meet requirements (a) through (f) (limited to a combined total of 5 pages).
Factor 2: Past Performance relevancy and recency within the last three years (limited to a combined total of 3 pages).
