About this opportunity
The 12th Air Force is procuring the commodity purchase, installation, programming, and testing of Honeywell-Vindicator Integrated Access Control components to enable electronic card access as a subsystem to the existing Vindicator Intrusion Detection System at Davis-Monthan Air Force Base. The procurement is structured as a firm-fixed-price Request for Quotation with two contract line items covering materials and labor. The contractor must be a certified installer of Honeywell-Vindicator products and must demonstrate technical acceptability, evidence of Vindicator certification, and the capability to complete the project on schedule. Evaluation will be based on evidence of Vindicator certification, technical acceptability, project completion timeline, and price. The deadline for submission of questions was March 18, 2026; the quote deadline was extended multiple times and is now April 14, 2026 at 1:00 PM Pacific Daylight Time. A mandatory first site visit was held on March 17, 2026, and a second site visit was scheduled for April 2, 2026. The Request for Information deadline was April 8, 2026 at 1:00 PM PDT.
This procurement is set aside exclusively for Women-Owned Small Businesses under NAICS code 561621 (Security Systems Services). The work involves the installation of access control systems in three buildings (Buildings 70, 74, and 75) at Davis-Monthan Air Force Base in Tucson, Arizona. The contractor must coordinate work scheduling through AFSOUTH A2S's Special Security Office and perform work during standard business hours (Monday-Friday, 7:00 AM to 4:00 PM local time), with flexibility for off-hours work as needed. All contractor personnel must meet rigorous security requirements including LEADS background checks, REAL ID Act compliance, appropriate security clearances, and compliance with Air Force security directives. Upon project completion, the contractor must arrange certification testing with 355 Wing Security Forces Electronic Systems Security before final closeout. The primary point of contact is Jeffrey Dreyer (jeffrey.dreyer@us.af.mil, 520-228-4190).
