The contractor must notify the Base Defense Operations Center and 355 Wing Electronic Systems Security 48 hours before beginning service and arrange certification testing with 355 Wing Security Forces Electronic Systems Security upon completion. All contractor personnel must comply with OSHA regulations, Air Force security and safety directives, base regulations, LEADS background checks, REAL ID Act credentials for unescorted access, and Privacy Act requirements. Electronic devices capable of recording must be submitted to AFSOUTH/A2S Special Security Office at least 48 hours prior to use. The contractor is liable for any property damage and must remove all equipment and debris upon completion, leaving the work areas in acceptable condition. Scheduling must be coordinated with AFSOUTH A2S's Special Security Office through Mr. James Parks at 520-228-0721.

STATEMENT OF WORK
FOR
INSTALLATION, INTEGRATION AND CONFIGURATION
OF
HONEYWELL-VINDICATOR INTEGRATED
ACCESS CONTROL-SERVER ROOMS
ON
DAVIS-MONTHAN AFB (DMAFB)
1. DESCRIPTION OF WORK: The contractor shall provide all labor, transportation, materials and equipment to install, program and test Honeywell-Vindicator Integrated Access Control System (ACS) components allowing electronic card access as a subsystem to the Vindicator Intrusion Detection System (IDS). The expected outcome is to replicate current IDS/ACS communication path over base NIPRNet for this project. This path will need to reach back to 355 SFS head unit in Building 5137.
Components will be installed and configured in Building 74, Room 111c; Bldg. 75, Rooms 111 and 126; Bldg. 70, Room 109; and connect/integrate to existing IDS/ACS Badge Manager and Enrollment System(s) control units in Building 70, Room 104 and Bldg. 75, Room 139 on Davis-Monthan AFB.
Building 70 shall be able to read IDS/ACS data from both Building 74 and 75. Building 75 shall be able to program proximity badge for access to Building 74. There is a pre-existing Protected Distribution Systems (PDS/underground conduit) between all three buildings that may be used as an alternative option to complete this request. The length of the conduit will have to be measured on site.
Work shall be scheduled through AFSOUTH A2S’s Special Security Office (SSO), Mr. James Parks at 520-228-0721.
2. STANDARD WORKDAY/WEEK: Whenever possible, work shall be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 7:00 am and 4:00 pm local time, excluding Federal legal holidays and non-workdays resulting from holidays occurring on weekends. Work may be required during off-duty hours and weekends to meet special requirements.
3. USE OF EXISTING SERVICES: The contractor shall be permitted the use of services (Badge Management System, electrical, network). Use of government network infrastructure will be coordinated with 355 Wing Communication Squadron.
4. BASE AND SAFETY REGULATIONS: The contractor shall comply with the most stringent requirements of all applicable federal and state regulations. The contractor shall comply with all provisions of the Occupational Safety and Health Act (OSHA). The contractor shall conform to all Air Force regulations and directives pertaining to security, safety, fire, traffic, and personnel clearances in so far as they pertain to the contractor's activities while on Davis-Monthan AFB. The contractor shall brief his workers on safety and fire prevention regulations.
5. PERFORMANCE REQUIREMENTS: The contractor is required to be a certified installer of Honeywell-Vindicator products and familiar with existing communication infrastructure operations of Davis-Monthan AFB. The contractor shall provide all equipment, labor and materials to perform the following services in accordance with this project:
a. The Contractor will provide, install, program, integrate and test electronic card access components with Badge Manager and Enrollment connectivity to Building 70 Room 104 on Davis-Monthan AFB and Building 75, Room 139 on Davis- Monthan AFB. Building 74 SCIF will require new Honeywell-Vindicator (Windows 10) to be uniform with the other systems in Building 70 and 74.
System must communicate properly without fault over network infrastructure with Building 74, Building 75 and Building 70. IDS/ACS communication will utilize base unclassified network to communicate back and forward between the buildings.
b. Contractor shall notify the Base Defense Operations Center and 355 Wing Electronic Systems Security 48 hours prior to beginning service. Service shall be on the date acceptable to the government. Government personnel shall accompany contractors as required in secure areas.
c. Inspection Control: All material, equipment and personal belongings entering Davis-Monthan AFB are subject to search. All material, equipment and personal belongings entering United States Government Secure Facilities are subject to search. Electronic devices or any device that can record in electromatic, audio or visual mediums required to perform the work must be submitted to AFSOUTH/A2S SSO at least 48 hours prior to expected use for government evaluation. Some electronic devices may be prohibited from entering secure spaces at the discretion of the AFSOUTH/A2S SSO.
d. When installation is complete the contractor will arrange certification testing with 355 Wing Security Forces Electronic Systems Security. Certification criteria can be obtained by contacting 355 Wing Security Forces/Electronic System Security at (520) 228-3240.
Certification by 355 Wing Security Forces is required.
6. FINAL CLEANUP/MANIFEST: Upon completion of the work, all equipment and debris shall be removed from the site, and the area shall be left in a neat condition acceptable to the contracting officer’s representative.
7. PROTECTION OF GOVERNMENT PROPERTY: The contractor shall be held liable for any property damage caused because of contractor activity.
GENERAL INFORMATION:
1. NON‐PERSONAL SERVICES AND/OR INHERENTLY GOVERNMENTAL SERVICES:
The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Procuring Contracting Officer immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
2. CONTRACTOR CONSENT TO BACKGROUND CHECKS: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center.
LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractors and subcontractors must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to a LEADS check will be denied access to the installation. Information required to conduct a LEADS check includes Contractor’s full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.
a. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented, or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
b. To obtain unescorted access to the installation, all contractor’s credentials must be in accordance with (IAW) the REAL ID Act of 2005. Note: Although the title of the law has the term REAL ID in all capitals, it does not provide a meaning for REAL as an acronym.
On the other hand, ID is a common acronym for identification documents. If a contractor does not have credentials that are compliant with the REAL ID Act, they must always be escorted. For more information to determine what credentials are and are not compliant, go to https://www.dhs.gov/real-id- public-faqs.
3. BADGES: The contractor is required to provide identification badges for their employees. All contractor personnel wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. The size, color, style, etc. are to be mutually agreed to by contractors and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All Defense Biometric Identification System (DBIDS) cards/passes will be turned in to the Visitors Control Center upon expiration of pass and/or completion of contract.
4. CONTRACTOR REGISTRATION OF VEHICLES ON DAVIS-MONTHAN AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally, any pass shall be surrendered to 355 Wing Security Forces upon demand to positively identify a person who needs to be on Davis- Monthan AFB.
5. ACCESS TO INSTALLATION DURING FORCE PROTECTION CONDITIONS (FPCONs):
Contractors will be assigned a mission essential designation IAW requirements contained in Davis- Monthan Air Force Base Antiterrorism-Integrated Defense Plan (AT-IDP). Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
6. PROPERTY PROTECTION: Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative.
7. SAFEGUARDING CLASSIFIED OR UNCLASSIFIED INFORMATION: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems.
Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

8. NON-DISCLOSURE AGREEMENTS: To safeguard information, the contractor shall enter into inadvertent disclosure agreements with the responsible local security manager
AFSOUTH/A2S SSO.
9. PRIVACY ACT: Work on this project requires that personnel have access to Privacy information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
10. CONTRACTORS WORKING IN CONTROLLED OR RESTRICTED AREAS: The unit requesting contract support will always provide escort(s) for contractors when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas.
In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AT- IDP, and command/local directives.
11. ACCESS TO GOVERNMENT FACILITIES WITH CONTROLLED OR RESTRICTED
AREAS: The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in controlled or restricted areas on Davis-Monthan AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
12. CONTRACTORS RESPONSIBILITIES WHILE WORKING WITHIN CONTROLLED OR
RESTRICTED AREAS: Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements.
