About this opportunity
The 355th Contracting Squadron of the 12th Air Force, under Air Combat Command, is seeking to procure the installation, integration, programming, and testing of Honeywell-Vindicator Integrated Access Control components that will serve as an electronic card access subsystem to the Vindicator Intrusion Detection System at Davis-Monthan Air Force Base. Contractors must be certified installers of Honeywell-Vindicator products with familiarity of DMAFB's communication infrastructure operations and must comply with all applicable federal regulations, OSHA requirements, Air Force security and safety directives, and base antiterrorism-integrated defense plan requirements. The work will be performed during standard 8-hour business days, Monday through Friday from 7:00 AM to 4:00 PM local time, though off-duty hours and weekend work may be required for special requirements. No specific evaluation criteria are detailed in the Pre-solicitation Notice, which is designated as a market research sources sought announcement rather than a formal solicitation. Interested contractors must submit responses electronically to Mr. Jeffrey Dreyer at jeffrey.dreyer@us.af.mil no later than March 10, 2026 at 1:00 PM Mountain Daylight Time.
This procurement is set aside exclusively for Women-Owned Small Businesses under NAICS 561621 (Security Systems Services, except Locksmiths), and the government has justified this as a single-source requirement based on technical constraints and compatibility requirements with existing Honeywell-Vindicator equipment at the base. No incumbent contractor or award value is specified in the available documentation, as this is a sources sought announcement intended to determine if an adequate number of qualified contractors exists to meet the requirement rather than a binding solicitation. The contractor will be responsible for all labor, transportation, materials, and equipment necessary to complete the installation and integration work, and must arrange certification testing with 355 Wing Security Forces Electronic Systems Security upon completion. Applicable prevailing wage rates for Pima County, Arizona service contracts range from $13.71 to $58.27 per hour depending on occupational classification, with mandatory fringe benefits including health and welfare coverage, vacation accrual, and paid sick leave. The contractor will be held liable for any property damage caused by contractor activity and must coordinate with Base Defense Operations Center and 355 Wing Electronic Systems Security 48 hours prior to service commencement.
