Single Source Justification (Simplified Acquisition)

The contractor shall provide all labor, transportation, materials and equipment to install, program and test Honeywell-Vindicator Integrated Access Control components allowing electronic card access as a subsystem to the Vindicator Intrusion Detection System (IDS).
US Air Force IDS equipment is restricted to the purchase utilizing the CUI Non-Nuclear CMD Equipment List and also restricted to compatibility with Honeywell-Vindicator Technologies proprietary technology, which is utilized at DMAFB. Additionally, in accordance with the performance requirements in the PWS, the contractor is required to be a certified installer of Honeywell - Vindicator products. As a result of the foregoing information, utilization of Brand Name Only components is justified.
While, US Air Force IDS equipment is restricted to the purchase utilizing the CUI Non-Nuclear CMD Equipment List and also restricted to compatibility with Honeywell Vindicator technology, market research has indicated that adequate competition exists within the market for a solicitation to be posted in the GPE (SAM.gov) utilizing a Women Owned Small Business set-aside (NAICS 561621) with a Brand Name Only J&A.
355 CONS conducted follow-on market research in an effort to find the broadest opportunity for competition in the marketplace when factoring the submitted requirement. However, overall results indicate that this requirement should be limited to a Brand Named Only procurement action. When receiving future requirements of this nature, 355 CONS will again attempt to find the broadest competition opportunities factoring-in customer-submitted requirement(s), technical guidance notwithstanding.
