About this opportunity

The Department of Agriculture Forest Service seeks construction of Phase 1 of a permanent helipad at the Ash Creek Guard Station within the Shasta-Trinity National Forest, with quotes due August 13, 2026, at 10:00 AM Pacific Time and RFI deadline of July 31, 2026. This is a Total Small Business Set Aside, restricting competition to small business concerns.

Place of performance is McCloud, California (coordinates 41.263417, -121.950764). Work spans 273 calendar days from September 1, 2026, through June 1, 2027, constrained to Monday–Friday, 0700–1900 hours, and must comply with California Building Code, Caltrans standards, and FP-14/24 specifications. The contractor must hold an active California Class A General Contractor license at quote submission and throughout performance.

The scope includes site clearing and grubbing (7 acres), over-excavation and fill placement (6,700 cubic yards combined), aggregate base surfacing (500 cubic yards base bid, 300 cubic yards optional), reinforced concrete helipad construction (19 cubic yards, 4000 psi), potable water system installation (492 linear feet of 3-inch Schedule 80 PVC pipe), fire hydrant laterals with Mueller valves, pressure testing and disinfection per ANSI/AWWA C651, and electrical/communications duct bank installation (260 linear feet optional). All materials, utilities, mobilization, permits (except Caltrans Right-of-Way), and site security remain contractor responsibility.

Technical evaluation weighs work plan/capability (5 pages), key personnel documentation (3 pages), performance schedule in CPM or Gantt format (2 pages), contractor's license, and past performance on three similar projects within three years (3 pages). A bid guarantee equal to 20 percent of bid price or $1,000,000, whichever is less, is required via Standard Form 24. Award will be firm fixed price to the highest technically rated offeror with fair and reasonable price and acceptable or neutral past performance, not necessarily lowest price. All utility specifications mandate domestic-sourced, NSF-certified materials; fire suppression equipment; prevailing wage compliance per California wage determination CA20260007; and commercial general liability, workers' compensation, and automobile liability insurance at $500,000 or more each. Amendment A00002 (issued August 4, 2026) incorporates RFI responses addressing scope clarifications, compaction standards (95% Modified Proctor ASTM D1557), contractor access to existing potable water, and option item availability.
