Project Ash Creek Helispot - Phase 1

General Information

1.0 Scope of Work

The contractor shall construct the Phase 1 elements of the Ash Creek Helispot located within the McCloud Ranger District, Shasta-McCloud Management Unit, Shasta-Trinity National Forest. Work includes clearing and grubbing, over-excavation, screening in-situ soils, re-compaction, borrow excavation, fill placement, grading, aggregate surfacing, construction of reinforced concrete helipad, water system modifications, potential electrical and telecom duct installation, and associated tasks described in the Project Plans.

Contractor shall provide all labor, materials, equipment, documentation, notifications, and transportation required for completing the work, including demolition, disposal, and installation unless specifically noted otherwise. Contractor shall comply with USFS-provided Caltrans Right-of-Way (ROW) permit for waterline construction. Electrical modifications may require coordination and a possible permit with Pacific Power. The Contractor is responsible for obtaining any additional permits that may be required during construction, although no additional permits have been identified for this project.

2.0 Background

The Forest Service is developing a permanent helipad at Ash Creek to support wildfire response operations and improve aviation safety. Phase 1 involves ground preparation, foundation construction, waterline upgrades, and initial utility placement needed prior to final build-out. Existing waterline infrastructure, Caltrans right-of-way requirements, and coordination with nearby campgrounds affect project planning and execution.

3.0 Location

From Redding, CA:

Take Interstate 5 north ~58 miles to the Hwy 89 exit toward McCloud. Continue ~25 miles east on Hwy 89. Project site is located just north of Hwy 89 at 41.263417, -121.950764, across from the Ash Creek Guard Station, and near Cattle Camp Campground. Please note that when searching Google Maps for the Ash Creek Guard Station, it will show in the McCloud townsite instead of the correct location east of town. The site is currently a field accessible from the highway as shown in the Google Street View image below.

Coordinates and specific layout shown on Project Plans (Attachments 1–2). The project site is subject to seasonal hazards, including wildfire activity and smoke in the spring and fall, and snow and freezing temperatures in the winter.

The soil conditions onsite are volcanic in nature.
