About this opportunity
The Department of Agriculture Forest Service seeks repair of storm-damaged sections of Cone Peak Road (FS Road 20S05.3) in the Los Padres National Forest near Big Sur, California, with quotes due August 20, 2026, at 10 AM Pacific Time. This is a Total Small Business Set Aside; the RFI deadline is August 5, 2026, at 10 AM Pacific Time. A mandatory Forest Service-led site visit is scheduled for July 28, 2026, at 10 AM at the Intersection of Nacimiento Ferguson Road and Cone Peak Road.
Place of performance is Big Sur, CA 93920. The work spans seven repair sites along approximately one mile of road damaged in 2023 storm events. The base bid covers Sites 1, 2, and 6; two optional bid items cover the remaining sites. Work includes reinforced soil slope construction, culvert installation (ranging from 12 inches to 60 inches in diameter), drop inlet structures, drainage systems, riprap placement, erosion control, clearing and grubbing across 3.0 miles of brushing along the road, and road reconditioning. The NAICS code is 237310, Highway, Street, and Bridge Construction, with a small business size standard of $45 million.
The contractor must hold an active California Class A General Engineering Contractor license and commence work within 10 calendar days of Notice to Proceed, with completion required within 180 calendar days. An organized site visit is mandatory; failure to inspect the site does not constitute grounds for claims after award. The contract will be awarded on a Firm Fixed Price basis to the offeror providing the most technically advantageous solution. Evaluation prioritizes technical approach, key personnel, performance schedule, past performance, and price fairness and reasonableness; award will not necessarily go to the lowest-priced offeror. Offerors must submit technical approach (maximum 5 pages), key personnel qualifications (maximum 3 pages), performance schedule using Critical Path Method or Gantt chart (maximum 2 pages), past performance documentation listing three similar projects from the last three years (maximum 3 pages), completed SF 1442 with unit and total pricing, and scanned bid guarantee on Standard Form 24 with Power of Attorney. Performance and payment bonds are required within 10 calendar days of award. Davis-Bacon Act prevailing wage rates apply; the wage determination (CA20260018, Modification 6, effective July 14, 2026) covers Monterey County construction trades. All work must comply with updated project plans dated March 2026 (incorporated by Amendment A00002 posted August 13, 2026); failure to use revised documents will result in non-responsive proposals. Contractors must hire third-party geotechnical firms for compaction testing, develop and implement a Stormwater Pollution Prevention Plan, obtain all required state and county permits, register in SAM.gov, and hold prices firm for 60 calendar days from the offer due date. RFIs must be submitted using the RFI Form attachment and emailed to Contracting Officer Gregory Cunningham (Gregory.Cunningham@usda.gov); telephone requests will not be accepted. Quotes must be emailed to the same address.
