About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the USDA Forest Service Cone Peak Road Repairs project (Solicitation 127EAW26Q0041). The amendment, issued on August 13, 2026, by the Procurement Operations Construction and A-E Division West, incorporates RFI responses and updated project plans (dated March 2026) into the solicitation. All interested vendors must acknowledge receipt of this amendment prior to the deadline specified in the original solicitation or face potential rejection of their offer.

The RFI Log contains 44 questions and government responses addressing critical project requirements for the road repair work at seven sites. Key responses clarify that contractors must hire third-party geotechnical firms for compaction testing and soil sampling; water is available from Pacific Valley Fire Station (2,000 gallons/day maximum, with Forest Service demand taking precedence); work is limited to daylight hours with weekend work allowed only with written CO approval; staging is permitted at the service road entrance and Nacimiento station site; the contractor is responsible for developing and implementing a Stormwater Pollution Prevention Plan (SWPPP) and erosion control measures; clear and grub operations are required at all seven sites with 3.0 miles of brushing along the road; blasting is not permitted; native soil analysis must be performed by the contractor to determine suitability; the performance period is 180 days including options; and all work must follow the revised March 2026 project plans and specifications. Contractors are instructed that failure to use the revised documents will result in non-responsive proposals.

16 If it is neccesary to excavate the uphill side of the road to gain acess are there any special requirements to be taken

Current site conditions need no excavation for access.

17 Will crews be provided additional work days beyond the 180 days if the alternative bid items are awarded

Period of performance is 180 days, including options. The contractor may propose an extension, if needed for CO review but not guarenteed.

18 What are the quantities of loose debri/dirt/rock at each site that will need to be removed prior to backfilling

To be estimated and determined by the contractor.

19 Project specifications refrence blasting of rock, is this expected at this site , if so who is responsible.

Blasting will not be needed/allowed for this project.

20 Project plans and spec refrence backfill of native soils, has a soil analysis been performed and is there a geo technical report

Soil analyis has not been performed by the Forest Service. Soil analysis will need to be completed by the contractor to confirm if native soils are suitable.

21 Is use of native soil/stockpile or excavation is approved, how far is the material source

Soil analyis has not been performed by the Forest Service. Soil analysis will need to be completed by the contractor to confirm if native soils are suitable. Borrow pit not an option for this project.

Commercial sources required for any imported material.

22 What is the compaction percentage required Per drawings and specs

23 If the contractor elects to use a new service road not yet exsisting to acess the middle sites if elected, will there be additional cost paid for reimbursment to the GC

Due to the steep nature of this area, there is no possibly for a new service road.

24 Should the contractor include costing for a SWPPS plan or will the department be providing one

SWPPP and associated SWPPP compliance, erosion control measures, thoughout the duration of the contract, will be the responsibility of the contractor. Long term erosion control measures(straw waddles, etc.) will become property of the

Government, at the completeion of the project.

"Erosion Control" line item included in the schedule of items. All

SWPPP and erosion control work to be captured in this line item.

PROJECT 127EAW26Q0041 - Cone Peak Road Repairs RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via https://sam.gov/

Telephone requests for information will not be accepted or returned. Information provided at the site visit shall not alter the terms and conditions of the solicitation and terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. Offerors are required to submit all questions in writing to the Contracting Officer following the site visit.

25 Please confirm if the Site #1-7 CAD files can be provided to the design team upon award.

Yes Note: This RFI question is from the prior solicitation.

26 Has there been any past geotechnical exploration or geologic mapping conducted at each of the site locations? If so, can you provide this information upon award?

A comprehensive geotechnical analysis was not performed at these sites. These sites failed due to erosion from significant concentrated flows. It is assumed that global stability is not an issue at these sites. The stability of the reinforced fill is the requirement of the contractor, but must meet the minimum dimensions shown on the drawings. The contractor is not required to provide a global stability analysis, but they are required to ensure that the base (bottom elevation) of the rienfoced fill is adaquate to ensure that the fill and reinforcement cannot be undermined due to erosion a tthe base of the wall.

Note: This RFI question is from the prior solicitation.

27 Has a slope stability analyses been performed for the proposed sites, specifically based on subsurface cross section profiles? Or are contractors expected to include in their design?

A comprehensive geotechnical analysis was not performed at these sites. These sites failed due to erosion from significant concentrated flows. It is assumed that global stability is not an issue at these sites related to deeper seated landslide activity. The stability of the reinforced fill is the requirement of the contractor, but must meet the minimum dimensions shown on the drawings. The contractor is not required to provide a global stability analysis related to deeper seated instability (see item 2 above).

Note: This RFI question is from the prior solicitation.

28 Please confirm if the culvert sizing is based on a hydrologic analysis of the upstream tributary area. If so, can you provide any sizing calculations upon award?

Culvert sizing was completed on the main channel only (site 1).

Streamstats was used for the hydrologic results. The sizing of the culvert was based on FHWA nomagraphs, assuming inlet control.

Those data can be provided.

Note: This RFI question is from the prior solicitation.

29 What is the largest vehicle anticipated on this roadway? Forest Service Fire Engine Note: This RFI question is from the prior solicitation.

30 Please confirm the source of the existing contour information on the plans and when this data was collected.

Source was Lidar from 2017_ Significant changes have occurred, but was the best dat aavailable at the time. Some attempt was made to incorporate known changes, but government recognizes that there are likely inaccuracies.

Note: This RFI question is from the prior solicitation.

31 Section 6 on page 7 of the Statement of work mentions "a water pollution prevention plan will be developed by the Forest Service or its contractors.."

Page 8 item 21 has similar mention of a Water Pollution Control Plan developed by the contractor. Please confirm the offeror shall include preparation of a Stormwater Pollution Prevention Plan (SWPPP) and any required construction monitoring as a line item in the bid (should the project's soil disturbance exceed 1 acre). Also, please confirm a SWPPP will address the items requested in Sections 6 and 21. Finally, will the government still require these items if the project disutrbs less than 1 acre and therefore does not require a SWPPP?

SWPPP and associated SWPPP compliance, erosion control measures, thoughout the duration of the contract, will be the responsibility of the contractor. Long term erosion control measures(straw waddles, etc.) will become property of the

Government, at the completeion of the project.

"Erosion Control" line item included in the schedule of items. All

SWPPP and erosion control work to be captured in this line item.

32 Page 7 of the Statement of Work mentions "Road maintenance activities will occur during the normal operating season from April 15 to October 15 unless otherwise approved by the CO or CO's Representative." However, Section 4.0 on PDF page 4 notes a performance duration that starts around

9/1/2026 and extends 180 days into the winter months. Please confirm that the project's anticipated start date and period of performance will be per

Section 4.0 of the Statement of Work.

It's possible that work may proceed outside the normal operating period (April 15 to October 15), but will require Forest Service surveys and District Ranger approval.

33 Referencing section 29, based on the existing property boundary, are there any state or county easements or right of way lines that could impact the project? Does the government anticipate the need for any State or County permits for the work associated with this project?

No state or county permits anticipated.

34 Can the design team provide a substantiated analysis justifying that a fewer number of culverts or outfalls are acceptable at particular sites?

No, quptes are to be per plans and solciitation documents.

35 Are RFI responses from the prior solicitation still considered valid and apart of the solicitation documents?

Prior RFI responses are valid.

36 Through the RFI process, the prior solicitation issued revised plans (from

March 2026) with some printing errors, label errors, and quantity inconsistencies corrected. However, these revised plans were not issued apart of the latest solicitation. Only the December 2025 plans were provided. Please clarify if the revised plans from March of 2026 will govern for bidding purposes.

The March plan revisions will govern and supercede previous plans.

37 Can onsite materials be reused if deemed suitable by the project geotechnical engineer?

Yes, if the contractor's geotech can confirm onsite materials meet project specifications.

38 Is there a water source for this project? Closest known water source is Fort Hunter Liggett. Contractor to confirm the availability of water source and secure agreements.

Forest Service water source (well or drafting) not available.

39 Is the use of onsite borrow material acceptable for use in lieu of import material?

Yes, if the contractor's geotech can confirm onsite materials meets project specifications.

40 How will excavation and fill qunaties of native be billed as it is unlikely the topo and RFI response from the first round is accurate? If a site is marked as

600 cy ecavation in RFI round one #17 and the actual quantity is closer to

1000 cy?

If there are discrepancies between bid quantities and actual quanties, we would explore the possibility of a change order, and process to verify quantity discrepancy.

41 Since there is no SWPPS plan or BMP qunatities, how can we price the erosion control so that all bidders are using the same quantities of silt fence and fiber rolls?

SWPPP and associated SWPPP compliance, erosion control measures, thoughout the duration of the contract, will be the responsibility of the contractor. Long term erosion control measures(straw waddles, etc.) will become property of the

Government, at the completeion of the project.

"Erosion Control" line item included in the schedule of items. All

SWPPP and erosion control work to be captured in this line item.

42 Does the department require a new tech narrative since the site work may be limited to 1,2, & 6 and the approach would be different?

Technical approach narrative to match the current breakdown of base bid and bid option items.

43 If road repairs are necessary to gain acess to site 6 (perfoming main bid only option) will the department be adding a pay item or would they prefer the costing combined in an exsisting pay item?

Road was graded/maintained four weeks ago, and was sufficient for all contractors that attended pre-bid site visit. No road repairs anticipated.

44 There does not appear to be a geocompisite under drain system in site 1 drawings. Please provide detail

Detail not included in Forest Service Geotech design
