About this opportunity

The 60th Contracting Squadron at Travis Air Force Base is soliciting quotations for 4,000 gallons of 100 low-lead (100 LL) aviation fuel and associated transport vehicle services to support the 2026 Wings Over Solano Air Show. The Department of the Air Force Air Mobility Command is the procuring agency for this requirement, with the contract structured as a firm fixed-price award. Offerors must demonstrate technical capability to deliver and transport the fuel in accordance with the Statement of Work, which specifies operations during April 23-26, 2026, between 0800-1700 hours. Evaluation will be conducted on three factors: past performance (assessed within a five-year scope), technical capability (demonstrated through a Technical Capability Statement), and price (evaluated for fair and reasonable market value). Questions regarding the solicitation are due by April 3, 2026 at 4:30 PM PST, with quotations required by April 9, 2026 at 12:00 PM PST, and anticipated award scheduled for April 13, 2026.

This procurement is designated as a Total Small Business Set-Aside, restricting competition to small business entities. No incumbent or current contractor information is identified in the available documentation. While a specific budget or award value is not disclosed in the solicitation materials, the contract requires delivery of 4,000 gallons of new (not refurbished) aviation fuel along with a road-legal aircraft refueling vehicle equipped with a fuel motor, hose, and fill nozzle. The service provider must maintain on-call capability for additional fuel at Nut Tree Airport and guarantee full payment if on-site and ready to perform despite weather or circumstances beyond their control. Performance will take place at Travis Air Force Base, located at 690 Airmen Drive, Travis AFB, California 94535, with all contractor personnel required to comply with base security requirements, including identity proofing and background checks.
