About this opportunity
The Department of the Air Force seeks development and delivery of digital pilot indoctrination training for the 1st Airlift Squadron at Joint Base Andrews, Maryland, under firm-fixed-price contract with proposals due September 21, 2026 at 12:00 PM EST and questions due September 15. This is full and open competition; however, the Conformed Copy filed September 17 indicates the acquisition is set aside for small business concerns (WOSB, HUBZone, SDVOSB, EDWOSB, or 8(a)), creating potential ambiguity resolved only by reference to the most recent authoritative file.
Place of performance is Joint Base Andrews, MD. The contractor shall design, develop, and deliver customized digital training products including instructor-led video lessons, interactive computer-based training (CBT) modules, assessments, and job aids for newly assigned pilots transitioning to the C-40B (B737NG) and C-32A (B757) aircraft. All deliverables must be SCORM-conformant, mobile-optimized for iPad, compatible with CrewPad App or Box.com, and produced to DoD Interactive Multimedia Instruction Level III or higher standards using Adobe Captivate 13.0 or government-approved equivalent. Work is structured in three phases with storyboards due within 30 days of award, first-cut video/CBT for Lesson 1 within 60 days of storyboard approval, and finalized lessons within 120 days of storyboard approval. Performance period runs from September 30, 2026 through September 29, 2027, with four option periods extending through September 29, 2031 and a 6-month extension option evaluated at 50 percent of the final option period price.
Key personnel must include a Project Manager holding PMP or DAWIA PM Level II/III certification with 7–10 years experience (minimum 3 in aviation/training); a Technical Lead with IT or Communications degree and 5–7 years videography/CBT experience (minimum 2 in aviation training); and two Subject Matter Experts each holding active or expired FAA Certified Flight Instructor certificates with Type Ratings covering both B737 and B757 aircraft (or equivalent military instructor pilot credentials), minimum 1,000 total flight instructor hours per SME. Valid flight credentials are mandatory for technical acceptability. The Government will evaluate technical merit as significantly more important than price and reserves the right to award to a higher-priced offeror based on superior technical qualifications. NAICS 611430, PSC U099, size standard $15 million. Quotations submitted via email to jamahl.tyson@us.af.mil and archie.warren@us.af.mil. Contracting officer Jamahl Tyson, 240-612-5200. Amendment 0002 (September 17) removed CLINs 5001–5002 and adjusted option period pricing; Service Contract Labor Standards (FAR 52.222-41) were removed; FAR clauses 52.217-8 and 52.217-9 were added. Offerors must hold prices firm for 90 calendar days and acknowledge all solicitation amendments.
