About this file

This document is an addendum to FAR clauses 52.212-1 and 52.212-2 for a commercial solicitation issued by the U.S. Air Force (316 CONS) for aviation training content development. The Government seeks to award one firm-fixed-price contract for the development of Computer-Based Training (CBT) and video content focused on Electronic Flight Bag (EFB) instruction, specifically for B737 (C-40) and B757 (C-32) aircraft used in executive military airlift and Distinguished Visitor (DV) passenger transport missions.

Offerors must submit a complete two-part response by 12:00 PM EST on September 21, 2026, via email to jamahl.tyson@us.af.mil and archie.warren@us.af.mil. Part I (Technical Quotation) must include a maximum 10-page narrative with 11-point font and 1-inch margins, a Lesson 1 detailed storyboard (submitted as a separate PDF), key personnel resumes (maximum 2 pages per individual), and a hyperlink to a 2-5 minute digital video portfolio demonstrating professional aviation videography and instructional design capabilities. Part II (Price Quotation) requires completion of the SF 1449 with unit prices for the Base Period (CLINs 0001-0004) and four Option Periods (1000-series through 4000-series CLINs). The Government will evaluate the Total Evaluated Price (TEP) inclusive of all option periods and a 6-month extension period calculated at 50% of the final option period price.

Key personnel requirements mandate one Project Manager with PMP or DAWIA PM Level II/III certification and 7-10 years of PM experience (minimum 3 years in aviation/training); one Technical Lead with an IT or Communications degree and 5-7 years of videography/CBT experience (minimum 2 years in aviation training); and two Subject Matter Experts collectively holding FAA Certified Flight Instructor (CFI) certificates with Type Ratings covering both B737 and B757 aircraft (or equivalent military instructor pilot credentials) and a minimum of 1,000 total flight instructor hours per SME. Submission of valid flight credentials is mandatory for technical acceptability. The Government will conduct a comparative evaluation with the Technical factor deemed significantly more important than Price, reserving the right to award to a higher-priced offeror if superior technical merit justifies the premium. Questions must be submitted by 12:00 PM EST on September 15, 2026, with responses posted on SAM.gov. Offerors must acknowledge all solicitation amendments and hold prices firm for 90 calendar days from the offer receipt date.

C. Specific Instructions:

PART I – TECHNICAL QUOTATION

The Technical Quotation shall demonstrate a clear understanding of and ability to perform the required services stated in the Performance Work Statement (PWS). The quote should not merely re-state the PWS but should include company-specific approaches that will be most advantageous to the Government. The Technical Quotation shall consist of the following:

(1) Technical Capability (Visual Approach & Instructional Design): To demonstrate the proposed technical and visual approach to meeting the realism, technical accuracy, and quality requirements of the PWS, offerors shall submit:

(a) Lesson 1 Detailed Storyboard: A complete storyboard (single PDF file attachment) covering the instructional workflow and topics detailed in PWS Section 2.4.1 (Lesson 1 — Introduction to EFB), illustrating visual layout, on-screen text, audio script, and interactive elements.

(b) Digital Video Portfolio: Offerors shall submit a hyperlink (URL) within their technical quotation to a 2 - 5 minute sample video reel or demo reel demonstrating capability in professional aviation video editing, lighting, sound design, and instructional presentation.

Offerors are solely responsible for ensuring hyperlinks are publicly accessible (without requiring special account creation) and viewable on standard Government networks.

Broken, inaccessible, or missing links will be evaluated unfavorably and may render the quote technically unacceptable.

(2) Expertise & Qualifications (Key Personnel Resumes & Certifications): Offerors shall submit resumes for the designated Key Personnel positions in accordance with PWS Section 2.2: one

(1) Project Manager, one (1) Technical Lead, and two (2) Subject Matter Experts (SMEs).

Resumes shall not exceed two (2) pages per individual and must provide the following information:

(a) Project Manager (1): Documentation of Project Management Professional (PMP) or equivalent certification (e.g., DAWIA PM Level II/III) and 7–10 years of Project Management (PM) experience (with at least 3 years in aviation/training).

(b) Technical Lead (1): Documentation of an applicable degree in IT or Communications and 5–7 years of videography/CBT experience (with 2 years in aviation training).

(c) Subject Matter Experts (2): A copy of active or expired FAA Certified Flight Instructor (CFI) certificates with FAA Type Ratings in the B737 (C-40) and/or B757 (C-32) aircraft (the proposed 2-SME team must collectively provide type-rated coverage for both the B737 and B757 airframes), OR equivalent military instructor pilot qualifications. Must document a minimum of 1,000 total flight instructor hours per SME, along with experience in Crew Resource Management (CRM), Human Factors, and missions, such as executive military airlift, Special Air Missions, or Distinguished Visitor (DV) passenger transport. Submission of valid flight credentials under this paragraph is mandatory for the quote to be considered technically acceptable.

The information provided under this section will be evaluated to determine the technical merit of the quotation and will be considered in determining which quote represents the best value to the Government.

B. PART II – PRICE QUOTATION

(1) The Government intends to award one (1) firm-fixed-price contract. All interested parties must offer on all contract line items (CLINs); any offer that fails to provide a price for each item may be rejected as nonconforming.

(2) Offerors shall complete blocks 12, 17a, 26, and 30a, b, and c of the SF 1449.

(3) CLIN Pricing & TEP: Offerors shall insert proposed unit prices for the Base Period (CLINs 0001–0004) and all subsequent Option Periods (1000-series through 4000-series CLINs). The CLIN structure is defined as follows for the Base Period (with corresponding numbering for each subsequent Option Period).

The Government will evaluate the Total Evaluated Price (TEP) for completeness and price reasonableness. The TEP will be calculated as the sum of the Base Period (CLINs 0001–0004), all Option Periods (inclusive of corresponding Option Period CLINs 1001 through 4004), and the 6-month extension period. As part of the price evaluation, the Government will evaluate its option to extend services under RFO 52.217-8 by adding one-half (50%) of the Offeror's final Option Period price (CLINs 4001–4004) to the Offeror's total price. The evaluation of option periods and the RFO 52.217-8 extension shall not obligate the Government to exercise those options or the extension.

(4) Prices will be evaluated for completeness and price reasonableness in accordance with commercial practices. Quotes containing prices that are significantly unbalanced across CLINs may be rejected as nonconforming. In accordance with RFO 12.204(a), price analysis will be conducted to determine price reasonableness; proposed pricing may also be evaluated under RFO 12.203 to assess the offeror's understanding of the PWS technical requirements and risk.

III. SUBMISSION AND CONTACT INFORMATION

A. Submission Deadline: Offers must be received no later than 12:00 PM EST on 21 Sep 2026.

B. Submission E-mail: Offers must be emailed to both jamahl.tyson@us.af.mil and archie.warren@us.af.mil.

C. Questions Deadline: Questions must be submitted in writing to the emails above no later than 12:00 PM EST, 15 Sep 2026. Responses to questions will be posted under the corresponding solicitation number on SAM.gov.

ADDENDUM TO FAR 52.212-2: EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

I. BASIS FOR CONTRACT AWARD

The Government will award a task order resulting from this solicitation to the responsible offeror whose quote is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Technical and Price. The Technical factor is significantly more important than Price. The Government will consider tradeoffs among factors and reserves the right to award to a higher-priced offeror, if their superior technical quotation is deemed to be worth the price premium. The award decision will be made by the Contracting Officer.

A. Evaluation Approach & Tradeoff Process

Following receipt of quotes, the Government will perform an evaluation using a comparative evaluation of the services quoted in accordance with RFO 12.203 (Evaluation). The Government will compare quotes to one another to select the quote that best benefits the Government by fulfilling the requirement. The Government will perform a comparative assessment and reserves the right to select a higher-priced quote if the added technical benefits are determined to be worth the additional cost.

B. Communications & Award Without Negotiations

The Government intends to evaluate quotes and make award based on initial submissions received, without conducting negotiations or seeking revisions. However, consistent with commercial practices, the Government reserves the right to seek clarifications or communicate with only that offeror determined to be the most advantageous (best suited) to resolve any remaining technical or price issues prior to award.

II. EVALUATION FACTORS

A. FACTOR 1: TECHNICAL QUOTATION

The Government will evaluate the technical merit of the quote based on how well the proposed services and key personnel fulfill the requirements of the PWS.

Technical Rating Table

(1) Evaluation Details & Criteria - Mandatory Eligibility Criterion (Acceptable/Unacceptable):

The Offeror must provide valid documentation of FAA CFI certificates for the Subject Matter Experts (with collective B737 and B757 Type Ratings covering both airframes) or military instructor pilot credentials, showing a minimum of 1,000 flight instructor hours per SME.

Quotes failing to meet this mandatory credential threshold will be rated Unacceptable and removed from award consideration.

(2) Comparative Technical Evaluation - For quotes rated Acceptable, the Government will perform a comparative evaluation of:

a. Visual Realism & Instructional Design: The quality and technical accuracy of the Lesson 1 Storyboard (covering all PWS 2.4. topics) and the Digital Video Portfolio (a 2 - 5 minute sample video reel or demo reel demonstrating professional videography, sound clarity, and UI/UX motion graphics). Both elements must be submitted to be rated acceptable. A quote demonstrating exceptional instructional realism and visual fidelity may be evaluated more favorably.

b. Key Personnel Depth: The breadth of experience across the proposed team (Project Manager, Technical Lead, and SMEs), with specific emphasis on flight instruction in B737 and B757 airframes, Crew Resource Management (CRM), Human Factors, advanced CBT/video production, and executive/DV passenger transport missions.

Rating Definition

Acceptable Quote meets all mandatory requirements, including the submission of a complete Lesson 1 Storyboard, an accessible Video Portfolio link, and verifiable flight credentials for Key Personnel (for full details, see below). The quote clearly demonstrates the capability to fulfill the PWS requirements.

Unacceptable Quote fails to meet one or more mandatory requirements, fails to provide required credentials/deliverables, or fails to demonstrate a basic understanding of the PWS (for full details, see below). Quotes rated Unacceptable are ineligible for award.

B. FACTOR 2: PRICE QUOTATION

The Government will evaluate the Total Evaluated Price (TEP) for completeness and price reasonableness. The TEP will be calculated as the sum of the Base Period (CLIN 0001 - 0005) and all Option Periods (Inclusive of Option Period CLINs 1001 - 4002).

Evaluation of the Option to Extend Services (RFO 52.217-8): As part of the price evaluation, the Government will evaluate its option to extend services under RFO 52.217-8 by adding one-half (50%) of the Offeror's final Option Period price (CLIN 4001) to the Offeror's total price.

Therefore, the TEP for evaluation purposes will consist of the Base Period, all four (4) Option Periods, and the 6-month extension period. Evaluation of Option Periods and the RFO 52.217-8 extension shall not obligate the Government to exercise those periods or the extension.
