DIVISION 01
GENERAL REQUIREMENTS
DIVISION 01 – GENERAL REQUIREMENTS
01 00 00 GENERAL REQUIREMENTS (AIRFIELDS)
Project is located at Westover Air Reserve Base, Chicopee, Massachusetts. The Contractor shall conduct all work so as to cause the least interference possible with the normal activities of the neighboring facilities and surrounding areas.
A. Period of Performance: The performance period for this Statement of Work is (60) calendar days from Notice to Proceed. The Contractor shall begin work as described in the Scope of Work within (10) calendar days of Notice to Proceed (NTP). No construction shall begin prior to government approval of the Plans & Submittals. All on site work must be completed within (30) calendar days.
B. A final inspection shall be conducted once all work has been completed in accordance with the Statement of Work prior to contract completion date. All punch list of items shall be corrected within (10) calendar days or as approved by the Contracting Officer.
C. The warranty shall be issued in accordance with FAR 52.246-21. Extended warranties offered by the Contractor and its subcontractors or suppliers may be accepted by the Government at its discretion.
01 10 00 SUMMARY
A. Project drawings indicate basic painting requirements for this project. Contractor is to bid the quantities of materials as indicated in the Bid Schedule. Work shall conform to AFI 32-1042 and Engineering Technical Letter (ETL) 04-2. (UFC 3-260-04, dated 16 May 2018 shall apply.) General requirements are listed below.
01 11 00 Summary of Work
A. Runway 05/23 (Precision Instrument)
(1) Runway friction test on Runway 05/23 at Westover ARB, MA. Services shall be performed in accordance with (IAW) the specifications herein, as well as all local, state and Federal laws and regulations.
(2) Paint all markings on concrete and asphalt runway surfaces.
(3) Paint runway markings, white with retro-reflective glass beads, to include Centerlines, Edge lines, Thresholds, Runway Designation markings (numbers), Fixed Distance markings, Touchdown Zone markings, and Runway Hold markings at all
YTPM 25-3001 Maintain Pavement Markings Page 4 of 25 intersections. White markings on concrete will be boxed with black markings per the UFC. (Do not paint the two 7-degree pucks located at each over run per T.O. 31Z3-822-2)
B. Runway 15/33 (Non-Precision Instrument)
(1) Runway friction test on Runway 15/33 not required.
(2) Paint runway markings, white with retro-reflective glass beads, to include Centerlines, Edge lines, Thresholds, Runway Designation markings (numbers), Fixed Distance markings, Touchdown Zone markings, and Runway Hold markings at all intersections. White markings on concrete will be boxed with black markings per the ETL. Paint landing zone markings nonreflective.
(3) Blackout, or remove by water-blasting, old ghost markings as required. Water blasting methods need to be continually monitored to ensure protection of pavement surfaces.
(4) Paint all yellow reflective and non-reflective surfaces. (Deceptive shoulder markings are not to be painted)
C. Taxiways (T/W’s F, G, L, N, P, R, S, T, & Y) (Follow UFC 3-260-04)
(1) Paint taxiway markings (centerline, hold positions) yellow with retro-reflective glass beads. Paint other markings (edge lines, shoulder markings) yellow non-reflective.
(2) Blackout, or remove by water-blasting, old ghost markings as required. Water blasting methods need to be continually monitored to ensure minimal damage to pavement surface.
(3) Paint new non-movement markings on Taxiway Lima and November per
UFC 3-260-04
D. Aprons, Pads and Ramps (Aprons: Base Hangar & K; Pads 05, 19 & 23; North Ramp and East) (Follow UFC 3-260-04)
(1) Paint ramps/pads markings including but not limited to aircraft taxi lines, hold positions, parking spot designations, equipment boxes (w/ AGE lettering), edge lines, shoulder markings, nose gear boxes, vehicle roadway markings, parking boxes, extinguisher boxes, static ground points, etc. as directed.
a) All fuel pit paint markings shall be removed by water blasting and repainted.

(2) Repaint red Restricted Area Line (red non-reflective) on the East/North ramps and adjacent to hangars.
(3) Repaint entry control points to follow UFC 3-260-04. Old ghost markings on asphalt to be blacked out.
(4) Repaint Restricted Area Warning Signs on pavement, white with black and red lettering, up to 153 on the two ramps and adjacent to hangars.
(5) Static Ground Points shall be repainted according to UFC 3-575-01. (Ground test dates are not required under this contract)
(6) Black out or remove by water blasting the old static ground markings that do not conform to UFC 3-575-01 guidelines.
(7) Other miscellaneous painting (identified on drawings).
01 12 16 Work Sequence
A. The Contractor's Work Plan shall show work completed in the following order of priorities:
(1) Painting Airfield Pavements and Roadways.
(a.) Runways 05/23 and 15/33 (b.) Taxiways (c.) Airfield Pads (d.) Airfield Aprons (e.) Airfield Parking Ramps (f.) All other work areas
01 12 19 Contract Interface
A. It is important that the contractor adhere to the scheduled runway closure(s), weather permitting, as runway closures must be coordinated in advance. In the event that the contractors schedule should be delayed because of weather or mechanical equipment breakdown, the Contracting Officer shall be notified by the contractor and a new runway closure schedule will be established. The Contracting Officer shall be responsible for coordinating the runway schedule with Base Operations and Aircraft Maintenance.
B. Mobile (Cell) Phone: The contractor’s site representative (superintendent or foreman), throughout the execution of the project, shall be accessible via a mobile phone. The number to the phone shall be provided to the Contracting Officer prior to the start of work. The contractor is informed that mobile phone usage without a hands-free device while driving on base is prohibited. Personnel violating this regulation will be cited if observed using a phone while driving.

01 14 13 Access to Site
A. Site Availability: The normal working hours for contractors are between 7:30 am (0730) and 4:15 pm (1615) Monday through Friday, excluding federal holidays. Contract work in the project area(s) will be available during this time, but may be interrupted by mission operations and requirements. The Contractor may desire or need to perform work during hours or days other than the hours or workdays stated, he shall submit a written request seven
(7) calendar days prior to required start of work. The request shall include number of work hours, starting times, and dates of proposed work. The Airfield is closed from 2300 hours to 0700 hours each day. Painting of active runways and taxiways may be completed during these hours if site conditions are favorable and the contractor has appropriate equipment (i.e.
lighting). Work on the active airfield during other than these hours will be facilitated by the Airfield Manager or designed representative through the Contracting Officer as flying operations allow.
B. The work schedule will be dependent upon the weather, temperature, and moisture conditions during the performance period. Painting on the runway may be possible during the night hours if weather, temperature, and moisture conditions are favorable. The work schedule for all areas other than the runway (i.e., taxiways and aprons) shall be coordinated with the Contracting Officer and the Airfield Manager.
01 31 13 Project Coordination
A. The Contractor shall coordinate all parts of the work with the Contracting Officer. The Contractor's Work Plan (i.e., time line/CPM showing his plan to complete all tasks/work within contract performance period) shall be submitted within twenty (20) calendar days after receipt of the written Notice to Proceed, for approval by the Contracting Officer.
01 32 19 Submittals Schedule
A. The Contractor shall not begin any operations or perform any other physical work at the project sites until the required submittals identified in Section 01 33 00, are received and approved by the Contracting Officer.

01 33 00 SUBMITTAL PROCEDURES
PART 1 GENERAL
1.1. Submittal Procedures:
A. Provisions of this Section shall apply to those items specified in the Technical Sections under the paragraph entitled Submittals. All submittals, except warranties and operating instructions, or as otherwise noted, shall be made not later than (20) calendar days after receipt of the Notice to Proceed or as specified by the Contracting Officer.
B. Contractor shall provide submittals as indicated in the “Schedule of Contractor’s Submittals” listed at the end of this section and as detailed in individual technical sections.
C. Contractor shall furnish to the Contracting Officer, using AF Form 3000, for approval, electronic copies of all plans, test results, manufacturer’s product data, Materials Safety Data Sheets, catalog cuts, and equipment lists, furnished under this Contract, prior to purchase, manufacture, or construction. These items will be examined by the Contracting Officer and returned to the Contractor indicating approval or for correction, if necessary. Hard samples shall accompany the submittal if required by contract.
D. Materials Safety Data Sheets used on this project shall be submitted to the Contracting Officer. Copies of all approved Materials Safety Data Sheets shall be obtained from the Contracting Officer prior to starting any work requiring submittals is started.
E. The Contracting Officer will return the submittals approved or disapproved within (10) work days after receipt, by AF Form 3000, unless noted otherwise. If submittals cannot be made within (20) calendar days after Notice to Proceed or as specified by the Contracting Officer, the Contracting Officer shall be advised of the difficulty and an extension of time requested.
F. Approval of submittals does not relieve the Contractor from performance in strict accordance with the Technical Provisions and Drawings, nor does such approval constitute “acceptance” under other provisions of this Contract.
1.2. Substitutions:
A. Specific brand names mentioned shall establish standards of quality and performance.
The phrase “or approved equal by the Contracting Officer” shall be implied unless otherwise noted as a sole source.
B. Substitute materials and equipment shall be equal in quality and performance to those specified. Any substitute materials and equipment installed without the approval of the Contracting Officer shall be removed and replaced with approved materials and equipment without cost to the Government.

C. A request for substitution shall be attached to AF Form 3000 and shall include complete data substantiating compliance with contract requirements. The request submittal shall indicate the Contractor:
(1). Has investigated the proposed product and determined that it meets or exceeds, in all respects, the specified product.
(2). Will provide the same warranty for the substitution as for the specified product.
(3). Will coordinate installation and make other changes which may be required for the work to be completed at no additional cost to the Government (such as different surface preparation, size of connections/connectors, support system or re-sizing of any interfacing systems).
(4). Waives claims for additional cost which may subsequently become apparent.
Substitution will not be considered when they are indicated or implied on shop drawings or product submittals without separate written request, or when acceptance will require revision of Contract Documents.
1.3. Types of Submittals:
A. Manufacturer’s Data’ (MD): shall consist of specifications, engineering data, and complete descriptive information of the specified item. MD shall be provided by and printed by the manufacturer.
B. Manufacturer's Installations Instructions (MII): shall consist of data describing complete installation instructions of the specified item. MII shall be provided by and printed by the manufacturer.
C. Schedules (SCH): Tabular lists showing location, features, or other pertinent information regarding products, materials, equipment, or components to be used in the project.
D. Samples (S): consist of the actual manufacturer’s product. Samples shall illustrate functional and aesthetic characteristics of the product, with integral parts and attachment devices. Coordinate sample submittals for interfacing work. Submit samples of finishes (from the full range of manufacturer’s standard colors) (in colors selected), textures, and patterns for selection by the Contracting Officer. Include identification for each sample, with full project information. Reviewed samples maybe used in the work area indicated in the individual specifications sections.
E. Certification (CERT): Shall state that the specified item, system, or individual meets the requirements of the relevant technical specification section. Cert.’s shall’ be evidenced by the statement and signature of the authority so certifying.
F. Certificate of Compliance (COC): Shall be evidenced by a signed affidavit from the manufacturer indicating compliance with the applicable technical specification.

G. Plans (P): Shall describe a procedure for doing a specified sequence or operation of work and requires approval prior to starting the work.
1.4. Material Safety Data Sheets (MSDS)
A. Submit MSDS for all paints, cleaners, solvents, thinners, and other potentially hazardous chemicals used on this project. Hazardous material is defined in the Code of Federal Regulations (CFR) 29 CFR 1910.1200.
B. MSDS shall be provided for material installed in the construction and material used at the construction site.
C. MSDS for items to be installed in the construction shall be attached to submittal data required by other sections of this specification. Where submittal data is not required by other sections of this specification then submittal of MSDS shall be made under this section.
1.5. Schedule of Contractor's Submittals:
PRIOR TO ANY WORK BEING PERFORMED ON BASE PAVEMENTS.
1. Contractor's Submittals: Must be submitted to contracting, reviewed, approved and returned. Contracting sends submittals to the Civil Engineers for review and recommendations it can take up to (10) calendar days to approve or disapprove.

a. Contractor's Work Plan: will need to show the order of work, when and how it will be performed (what times, equipment, etc.). The equipment used needs to meet or exceed the specifications and SOW requirements.
b. Personnel used on this contract will have to be vetted by base security personnel prior to getting base access. The process takes (15) calendar days and personnel will not be allowed on base unless they have been screened and approved.
c. Equipment used on this contract must meet the requirements as spelled out in the specifications and will have to be physically inspected prior to access and use on base pavements.

WHEN WORK IS BEING PERFORMED ON BASE PAVEMENTS.
1. Work in the controlled zones of the airfield:
(a.) All access to or through the airfield area shall be coordinated on a daily basis with the Contracting Officer and with the Airfield Management section.
(b.) The Contractor, while on the airfield, shall be in radio and visual contact with the Control Tower. Any Contractor personnel operating equipment on the Airfield surfaces must be qualified to communicate with the Control Tower and monitoring the Control Tower (ATC) frequency at all times. Contractor vehicles must have operational radios capable of communicating with the Control Tower.
(c.) The Control Tower and the Airfield Manager shall be verbally informed when the work is complete and all equipment, labor, and materials have been removed from the airfield by the Contractor on a daily basis.
2. All work shall conform to AFI 32-1042, ETL 04-2 and UFC 3-260-04.
3. Removal of built-up paint in miscellaneous areas shall be performed IAW ETL 97-17.
4. White markings on concrete will be boxed with black markings per ETL.
5. Paint on runway overruns’ chevrons will be non-reflective yellow.
6. Paint on Restricted Area Lines is red.
(a.) all red painted areas are non-reflective
7. Airfield Pavements are closed from 2300 hours to 0700 hrs each day.
(a.) Painting of Airfield Pavements may be completed during these hours if desired.
(b.) Painting of Airfield Parking Ramps must be coordinated with the Chief, Airfield Maintenance and Airfield Management.
(c.) Painting of Airfield Parking Ramps and restricted areas must be accomplished during duty hours as escorts are limited and only available during these hours. The contractor needs to plan accordingly.
8. Interruptions of the work may occur to provide access for aircraft which have an emergency or when a special mission aircraft is assigned. In this event, the Contractor shall remove all equipment off the operational surfaces of the airfield and beyond the hold position within ten minutes of being notified to clear the work location.
9. A scheduled landing or departure which has been identified to the contractor prior to the contractor beginning work for that work shift shall not be considered an interruption.
10. All routes and access areas shall be continuously cleaned with a vacuum truck to ensure safe airfield operations outside the limits of work.

11. The contractor shall adhere to the scheduled closure(s) as runway closures must be coordinated in advance.
01 35 26 Governmental Safety Requirements
A. An escort may be with the contractor at any time while on the airfield.
(1). The escort may travel in the contractors’ vehicle if it is safe to do so and is convenient for all concerned.
(2). There shall be an escort with the contractor at any time while in restricted areas on the airfield.
B. Safety Precautions
(1). The Contractor shall comply with all applicable Federal, State and local legal requirements regarding workers health and safety. The requirements include but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to his activities, and Contractor must ensure safe and healthful working conditions for its employees.
(2). Contractor shall assume the responsibility to guard against causing fires and/or explosions and to protect Government Property.
(3). Contractor shall keep his personnel and equipment at least 250 feet from centerline of any runway during takeoff/landing of any aircraft: at least 100 feet from edge of taxiway and aprons/ramps for aircraft movements. All employees shall be equipped with orange reflective vests and hearing protection at all times.
(4). The contractor and any escorts shall have constant radio contact with the Air Traffic Control Tower at all times during all phases of the work.
(5). The Contractor shall perform the work in a manner consistent with the area security and fire safety regulations and shall comply with the Base Fire Regulations as set forth in 439 AW Instruction 32-2001. Temporary closures shall not compromise security or fire safety.
(6). Provide proper fire prevention and extinguishing equipment in the immediate area of cutting torch or welding activity and immediate area of work involving use of flammable liquids.
(7). The Contractor shall receive from the fire protection branch a permit for all cutting, welding, and soldering. All permits shall be prominently displayed during all construction.

01 35 43 Environmental Procedures
A. Environmental Protection: The Contractor shall comply with all applicable provisions of the Corps of Engineers' Manual EM 385-1-1, "General Safety Requirements" as well as the specific requirements stated elsewhere in the Contract Documents.
01 35 43.13 Environmental Procedures for Hazardous Materials
A. Chlorofluorocarbons (CFCs): Not to be used in this project.
01 35 53 SECURITY PROCEDURES
PART 1 - GENERAL
1.1. All project work will take place in a Controlled or Restricted Area (i.e., active aircraft runways, taxiways, pads, and aprons).
1.2. All work will be coordinated on a daily basis with the Airfield Manager or designed representative to allow normal aircraft operations and activities to continue during project.
1.3. SUBMITTAL. The contractor shall provide at the pre construction conference a complete list of names of all employees that are to be included in the execution of this contract.
PART 2 - PRODUCTS (Not Used)
PART 3 - EXECUTION
3.1. EXECUTION
A. The Contractor shall provide a responsible Managing Employee to control access to the work area.
B. Restrict all activities and movement of workmen, supplies, and equipment to the designated project area and access routes.
C. The Contractor shall enter the project site only at a location approved by the Contracting Officer. Location of daily work sites will be coordinated with the Airfield Manager or designed representative, Building 1610, and each day, at a time not later than that approved by the Contracting Officer. The purpose is to maximize safety and security, as the Contractor will be working in the vicinity of active runways/taxiways and other flight operations.
D. The Contractor shall comply with airfield driving procedures and restrictions briefed by Airfield Management.

E. Contractor shall obtain vehicle passes from Airfield Management for all vehicles operating on the airfield.
3.2. IDENTIFICATION BADGES
A. A. All project work and conduct of construction activity must comply with all base security regulations and policies.
B. B. Arrange for personnel identification badges, vehicle passes and/or entry permits with fourteen (14) calendar days or more of advance written notification. Further instructions for base access will be provided by the Contracting Officer. All base visitors requiring a base access pass must present a REAL ID-compliant identification card or approved alternative documents. Badges shall be worn at all times while on Base and shall be visible at all times.
3.3. SECURITY ESCORTS
A. The Government requires Contractor personnel including subcontractor personnel to be escorted by a Government representative while working in restricted areas of the Base.
3.4. RESTRICTIONS
A. The Contractor shall not allow cameras on the project site nor photographs to be taken without written permission of the Contracting Officer.

1.04 DEFINITIONS:
A. Sediment: Soil and other debris that has eroded and has been transported by runoff water or wind.
B. Solid Wastes: Rubbish, debris, and other discarded solid materials, except hazardous waste as defined in paragraph entitled, "Hazardous Waste," resulting from industrial, commercial, and agricultural operations and from community activities.
C. Rubbish: Combustible and noncombustible wastes including paper, boxes, glass, crockery, metal, lumber, cans, and bones.

E. Chemical Wastes: Waste consisting of salts, acids, alkalies, herbicides, pesticides, and organic chemicals.

1.05 QUALITY ASSURANCE
A. Provide and maintain, during the life of the contract, environmental protection as defined.
B. Plan for and provide environmental protective measures to control pollution that develops during normal construction practice.
C. Plan for and provide environmental protective measures required to correct conditions that develop during the construction of permanent or temporary environmental features associated with the project.
D. Comply with Federal, state, and local regulations pertaining to the environment, including water, air, solid waste, hazardous waste and substances, oily substances and noise pollution.

PART 3 - EXECUTION
3.01 NATURAL RESOURCES
A. Preserve the natural resources within the project boundaries and outside the limits of permanent work. Restore to an equivalent or improved condition upon completion of work.
B. Confine construction activities to within the limits of the work indicated or specified.
Landscape Features: Except in areas to be cleared, do not remove, cut, deface, injure, or destroy existing landscape features without the Contracting Officer’s permission.
C. Do not fasten or attach ropes, cables, or guys to existing trees, unless authorized by the Contracting Officer or representative. Where authorized the Contractor shall be responsible for damage to trees.
D. Protect existing landscape features, which are to remain, and which may be injured, bruised, defaced, or otherwise damaged by construction operations. By approved excavation, remove trees with 30 percent or more of their root systems destroyed. Remove existing landscape features scarred or damaged by equipment operations, and replace with equivalent, undamaged features. Obtain the Contracting Officer's approval before replacement.
3.02 SOLID AND SANITARY WASTES
A. Pick up solid wastes, and place in containers which are regularly emptied. Prevent contamination of the site and other areas when handling and disposing wastes. On completion, leave the areas clean. Control and dispose of wastes.

B. Dispose of solid wastes in accordance with the requirements specified. Remove solid wastes from Government property in accordance with all Federal, State and local regulations.
Place garbage in approved containers, and move to a pickup point or disposal area, where directed.
C. Dispose of sewage by using chemical toilets. Utilize chemical toilets for all sanitary sewage. Dispose of sewage in accordance with all Federal, State and local regulations.
Convenience for the use of persons employed on the work in accordance with the General Paragraphs entitled, "Sanitation." Provide pest control and elimination of odors. Do not dispose of substances, which will interfere with treatment plant operations in accordance with 40 CFR 403.
D. All waste that is a hazardous waste, as defined in 40 CFR 261 or the State of Massachusetts Department of Environmental Protection solid waste regulations must be disposed of in accordance with these regulations.
1. All hazardous waste will be transported and disposed of by the Contractor.
2. All hazardous waste manifests will utilize Westover’s EPA generator identification number (MA0570024026) and be signed by a representative of the 439th Civil Engineer Environmental Flight (439MSG/CEV). Prior to CEV signing the manifest, proper characterization of the waste must be accomplished by the contractor. This characterization will be accomplished in accordance with 40 CFR 261.
3. A Land Disposal Restriction Form (if applicable) must also be presented with the manifest for signature. A completed certificate of disposal from the licensed disposal facility that accepted the waste must be sent to the 439MSG/CEV after the waste has been disposed of.
4. The contractor will provide the EPA I.D. number of the disposal TSDF accepting the waste shipment to The Base Environmental Flight at least 48 hours prior to shipment.
3.03 STORMWATER MANAGEMENT
A. The contractor shall use proper control and management techniques to ensure storm water criteria are met in accordance with Federal, State and local storm water regulations. Best management practices should be used during and after construction to limit water pollutants.
3.04 MATERIAL STORAGE
A. Provide secondary containment for all liquid hazardous material or oil (fuel) products temporarily stored on site.

B. Unless otherwise specified, the Contractor will ensure the removal of all residual paints, solvents, adhesive, etc. from WARB upon completion of individual projects.
3.05 DUST
A. Keep dust down at all times, including during non-working periods.
B. Sprinkle or treat the soil at the site, haul roads, and other areas disturbed by operations with dust suppressants.
C. Do not use dry power brooming. Vacuuming, wet mopping, wet sweeping, or wet power brooming is acceptable.
D. Air blowing will be permitted only for cleaning non-particulate debris such as steel reinforcing bars.
E. Only wet cutting will be permitted for cutting concrete blocks, concrete, and bituminous concrete.
F. Do not shake bags of cement, concrete mortar, or plaster.
3.06 NOISE
A. Make the maximum use of low-noise emission products, as certified by the EPA.
3.07 EROSION PROTECTION
A. Use Best Management Practices to minimize erosion during construction. Employ silt screens or other appropriate measures to insure compliance with Massachusetts water quality laws.
3.08 TEMPORARY CONSTRUCTION
A. Remove temporary construction facilities including haul roads, work areas, structures, foundations of temporary structures, and stockpiles of excess or waste materials.
B. Grade temporary roads, parking areas, and temporarily used areas to conform to surrounding contours.
3.09 PROTECTION OF ENVIRONMENT RESOURCES
A. PRESERVATION & RECOVERY OF HISTORICAL, ARCHEOLOGICAL &
CULTURAL RESOURCES. Existing historical, archeological and cultural resources within the Contractor's work area, which are shown on the plans or designated by the Contracting Officer, shall be preserved in their original condition. The Contractor shall install all protection for these resources and shall be responsible for their preservation during this

All items having any apparent historical or archeological interest, which are discovered in the course of any construction activities, shall be carefully preserved. The Contractor shall leave the archeological find undisturbed and shall immediately report the find to the Contracting Officer so that the proper authorities can be notified.
B. PROTECTION OF WATER RESOURCES. The Contractor shall keep construction activities under surveillance, management and control to avoid pollution of surface and ground waters. Special management techniques should be implemented to ensure that Federal, State and local waters pollution standards are met.
C. PROTECTION OF FISH & WILDLIFE RESOURCES. The Contractor shall keep construction activities under surveillance, management and control to minimize interference with, disturbance to and damage of fish and wildlife. The Contractor prior to the beginning of construction will list species that require specific attention along with measures for their protection.
D. PROTECTION OF AIR RESOURCES. The Contractor shall keep construction activities under management and control to minimize pollution of air resources. All activities, equipment and work operations shall be in compliance with Federal, State and local air regulations.
E. PROTECTION OF HAZARDOUS WASTE/IRP SITES. The Contractor shall have written approval prior to working within 1/4-mile radius of a known area of concern (AOC) or Installation Restoration Program (IRP) site. If unexpected waste (solid, chemical, hazardous, etc.) is encountered, work in the immediate area should cease and Contracting Officer should be notified.
F. TRAINING of CONTRACTOR PERSONNEL in POLLUTION CONTROL. The contractor shall train his personnel in all phases of environmental protection. The training should include method of avoiding and detecting pollution and familiarization with Federal, State and local pollution standards.
01 43 00 Quality Assurance
A. All items of work not addressed in these specifications shall be completed in strict accordance with the manufacturer's specifications.
B. The contents of the specifications shall govern in all situations, except where they conflict with the manufacturer's warranty requirements. All procedures necessary to obtain the specified manufacturer's warranty shall be followed.
C. The quality assurance procedures of this Section are a minimum. Provide additional quality control as required by the Contracting Officer. Additional quality control shall not constitute a change in the contract.

D. The Government is not obligated to inspect the Contractor's work nor protect the Contractor from the consequences of such work. The Government inspection is a general examination of the Contractor's conduct and workmanship and is solely for the purpose of the Government. Government inspectors do not have the authority to accept work, nor is the Government inspection to be construed as conclusive.
E. Governments personnel, including inspectors, engineers, and quality assurance evaluators are not authorized to change the Contract without the written approval of the Contracting Officer. This lack of authority extends to all situations in which the actions of these personnel could be considered as constituting a change to the Contract.
F. The quality of workmanship is subject to audit by the Government or Government designated inspectors at any time during the Contract. The Contractor shall cooperate fully and provide all information necessary for this audit.
G. The Contracting Officer shall be notified prior to all tests which shall be conducted in a timely manner so as not to impede the progress of the work. The Contractor shall conduct all tests as required by the Contract documents and the Contracting Officer.
H. The Contractor shall institute immediate action to correct all variances from the Contract and employ all procedures necessary to ensure future work conforms to the requirements of the Contract.
I. Submit all requests for changes in writing to the Contracting Officer. Do not proceed with changes without possession of written authorization of the Contracting Officer.
01 45 16.13 Contractor Quality Control
A. The Contractor shall appoint or hire one person to act as "Quality Controller" whose responsibility shall be to ensure that the work proceeds according to the Contract. The Quality Controller shall have experience in all operations associated with the scope of work.
B. The Contractor shall notify the Contracting Officer when paint removal operations are complete. The Contracting Officer shall approve all such work prior to the commencement of paint marking operations.
01 45 23 Testing and Inspecting Services
A. The Contractor shall furnish one accurate Fahrenheit thermometer and install it to measure exterior site temperatures. High and low temperature shall be recorded each day.
Temperature readings from each day’s high and low will be provided to the inspector or government representative at the end of each day.
01 50 00 TEMPORARY FACILITIES AND CONTROLS

A. Water will be furnished to the contractor at no cost to the contractor. The water supply shall be a fire hydrant located within a reasonable proximity to the work that shall be designated by the Contracting Officer. The contractor shall install a back-flow prevention device on the fire hydrant. The contractor shall furnish all equipment, material, and labor which is necessary to obtain and deliver water from the designated fire hydrant to the area(s) of work.
01 52 19 Sanitary Facilities
A. Contractor shall provide their own chemical sanitary toilet(s). Location will be determined by the Contracting Officer. Chemical toilets will be subject to Government inspection by the Base Medical Officer. All sanitary deficiencies shall be corrected within 24 hours of the inspection.
01 54 00 Construction Aids
A. Mechanical Equipment: All self propelled equipment operated on the project, whether moving alone or in combination, shall be equipped with an automatic signal alarm which sounds off while the equipment moves in reverse. Alarm may be continuous or intermittent and shall be audible for a distance of 200 feet, irrespective of the conditions and circumstances under which the equipment is being operated. Alarms shall operate under initial backward movement, and if intermittent, shall sound at intervals not to exceed three
(3) seconds.
01 55 19 Temporary Parking Areas
A. No equipment or vehicles shall be left on the streets or blocking sidewalks during off work time. No parking will be allowed on grass areas.
01 55 26 Traffic Control
A. Contractor shall provide all necessary barriers and barricades at and around all work areas.
B. All barricades on the airfield shall be provided with a flashing light (amber yellow, 5 candelas effective intensity, 55-75 flashes per minute). Flashing lights shall be maintained to operate nightly during construction. Contractor shall check each flashing light for operation every night.
C. Traffic cones and other control devices shall be used when marking base roads to prevent damage to freshly painted surfaces.

A. At the end of each workday the Contractor shall protect all entrances and/or exterior openings to the work/staging/storage areas.

A. Dust Control: Dust Control Plan: Submit proposed plan in writing to the Contracting Officer within twenty (20) calendar days after issuance of the Notice to Proceed. Plan will describe proposed method to be used in the prevention of dust and paint fumes due to operations in the project site/area, along haul routes, and in equipment parking/staging areas.
01 60 00 PRODUCT REQUIREMENTS
01 65 00 Product Delivery Requirements
A. All materials shall be transported, delivered, handled and stored in a manner recommended by the manufacturer so as to prevent their damage or contamination. Materials shall be stored at a location as directed by the Base Civil Engineers, Construction Inspection Section. All materials shall be delivered in their original unopened containers with their descriptive labels clearly visible and legible. All materials susceptible to aging or curing shall be stored with the descriptive labels, including manufacturing date and shelf life shall be clearly visible and legible. All materials that have exceeded their shelf life shall be rejected by the Quality Controller.

01 66 13 Product Storage and Handling Requirements for Hazardous Materials
A. Hazardous Material Reporting:
(1) The Contractor shall maintain hazardous material inventories and material safety data sheets (MSDS) for all hazardous materials (as defined in CFR 1910.120, 40 CFR's 355, 370, & 372) to be stored and used on this installation. Hazardous materials must be inventoried when received and at the project’s completion. The amounts used shall be maintained for the project’s duration, and for the calendar year (ending 31 December).
(2) Hazardous Materials Inventories, Material Safety Data Sheets and material quantities used shall be submitted to the Contracting Officer for approval.
(3) In the event of a spill, Contractor shall immediately notify the Base Fire Department at number provided at the pre-construction conference, as well as the Contracting Officer.
The Contractor shall be solely responsible for the expense of any cleanup of such spill, and the cleanup shall be in accordance with the applicable provisions of 40 CFR Part 761.

A. The contractor shall clean debris from the runway surface as he proceeds with the work.
The "clean as you go" concept is necessary to ensure a clean surface is available if there is an aircraft emergency.

A. Contractor shall provide to the Contracting Officer, upon completion of the project, a complete set of project documents consisting of accurate quantities for each line item.

01 89 29 Other Site Construction Performance Requirements
A. Interruptions/Utility Shutdowns:
(1) Interruptions shall be defined as any Contractor operation which interferes with access through, or use of facilities or areas including utilities, parking lots, roads, or airfield surfaces.
(2) Request for an interruption shall be submitted in writing at least 48 Hours in advance of the date desired and include at least one alternate date. Include the following information: Location(s) of interruption(s); hours and dates of interruption(s); which services are affected. Contractor is cautioned that outages may not be granted on the date(s) requested. Contractor shall notify the Contracting Officer at least 24 Hours in advance of any cancellation of any scheduled interruption. Services shall not be interrupted until receipt of approval of proposed hours and dates is received from the Contracting Officer.
(3) Where fire protection routes of access or egress are affected, written approval from the Chief, Fire Technical Services shall be obtained through the Contracting Officer.
B. Removal and Replacement Responsibility: Replace or repair all existing finished surfaces, utilities, equipment, products, vegetation, and structures or parts thereof that have been damaged, or have to be removed, or cut into by the Contractor in order to perform work specified in this project.
C. Contractor shall take necessary care to ensure inclement weather does not damage government property and schedule work so as to minimize its impact on progress of the work.
