The contractor must visually inspect runways prior to testing for rubber accumulation, aggregate polishing, or groove deterioration; conduct friction tests in the predominant aircraft wheel path at both 40 mph and 60 mph; test on the outer runway edge for comparison to uncontaminated pavement; and ensure equipment is calibrated within manufacturer tolerances before conducting surveys. All work must be coordinated with the Contracting Officer and Airfield Manager, with the contractor maintaining continuous verbal and visual contact with the control tower while in radio-controlled airfield areas. The contractor must deliver a clear, concise report including graphical friction traces, average Mu values calculated for 500-foot segments, identification of areas not meeting minimum or maintenance planning levels, and recommendations for improving deficient friction areas, all within the contract performance period. Payment is based on each runway tested with report prepared, completed, and accepted.

AIRFIELD RUNWAY FRICTION TESTING
DESCRIPTION
A-1.1 This item consists of furnishing all labor, materials, and equipment required for the complete testing of runway surfaces for friction characteristics. All testing and analysis shall be accomplished in accordance with FAA Advisory Circular 150/5320-12C MEASUREMENT, CONSTRUCTION, AND MAINTENANCE OF SKID-RESISTANT AIRPORT PAVEMENT
SURFACES and Engineering Technical Letter (ETL) 04-10 (Change 1): Determining the Need for Runway Rubber Removal, except as modified below.
MATERIALS AND EQUIPMENT
A-2.1 The Contractor shall only use self-wetting Certified Friction Measuring Equipment (CFME) that appears on the FAA Qualified Product List in Appendix 4 of AC 150/5320-12C.
The list below represents the FAA Qualified Product list from Change 8 of AC 150/5320-12C and does not necessarily represent the most current change to the Advisory Circular.

A-2.2 STORAGE. The Contractor shall store equipment and materials only in areas approved by the Contracting Officer (CO) or Contracting Officers Representative (COR).
A-2.3 GOVERNMENT FURNISHED MATERIALS AND EQUIPMENT.
EXECUTION
A-3.1 OPERATIONS ON THE AIRFIELD.
A-3.1.1 Airfield Access. Work will be performed in the controlled zones of the base or the airfield. All access to or through the base shall be coordinated with the CO. All access to or through the airfield shall be coordinated with CO and/or the Airfield Manager.
A-3.1.1.1 When within the radio-controlled areas of the airfield, the Contractor shall maintain continuous verbal and visual contact with the control tower. The Contractor shall verbally inform the control tower and the Airfield Manager when the work has been completed and all equipment, labor and materials have been removed from the airfield.
A-3.2 EQUIPMENT CALIBRATION.
A-3.2.1 All CFME should be checked for calibration within tolerances given by the manufacturer before conducting friction surveys. CFME furnished with self-wetting systems should be calibrated periodically to assure that the water flow rate is correct and that the amount of water produced for the required water depth is consistent and applied evenly in front of the friction measuring wheel(s) for all test speeds.
A-3.3 CONDUCTING FRICTION EVALUATIONS.
A-3.3.1 Contractor shall visually inspect the runway prior to testing to check for evidence of rubber accumulation, aggregate polishing or groove deterioration. All observations shall be included in the test report.
A-3.3.2 On runways with paved overruns and semi-flush approach light fixtures and where practical, the contractor shall use the overruns to accelerate and decelerate, allowing for testing at 40 mph or 60 mph for nearly the full length of the runway.
A-3.3.3 Conduct friction tests in the predominant aircraft wheel path, where rubber accumulation is heaviest at both 40 mph and 60 mph. Unless there is a noticeable difference between the left and right side of centerline, only one side of centerline needs to be tested.
A-3.3.4 For a comparison to uncontaminated/untrafficked pavement, conduct friction tests on the outer edge of the runway at both 40 mph and 60 mph.
A-3.4 REPORT.
A-3.4.1 The Contractor shall provide a clear, concise report of the test results. The report shall include graphical traces of the measured friction for all tests completed. Analysis shall calculate
Engineering Appendix A Airfield Runway Friction Testing P a g e 3 the average Mu value for all tests in 500-ft segments and highlight areas of the pavement that do not meet the minimum or maintenance planning levels as defined in AC 150/5320-12C.
Contractor shall include recommendations for improving friction characteristics in any areas that are found to be deficient. Contractor shall provide the report within the contract performance period.
METHOD OF MEASUREMENT
A-4.1 The quantity of Runway Friction Testing to be paid for under this item shall be each runway tested in accordance with this specification, report prepared, completed and accepted.
