About this file

This is a Request for Information (RFI) Report documenting contractor questions and government responses for solicitation FA6606-26-B-0001, titled "Maintain Pavement Markings" (YTPM 25-3001). The RFI was requested on 26 March 2026 and contains ten questions with responses from WARB (likely Warren Air Force Base).

Key clarifications provided address taxation, permitting, hazardous materials, staffing requirements, and operational logistics. Federal purchases are exempt from state and local taxation per RFO 29.302(a), with Form ST-5C to be provided upon contract award. No state, local, or federal permits are required. While no known hazardous materials exist, contractors must provide Material Safety Data Sheets (MSDS) for paint. Staffing requirements mandate a company representative authorized to speak for and obligate the company, with flexibility allowing one individual to fulfill multiple roles (Superintendent, Safety and Health Official, Quality Control Manager). No special access requirements, barriers, or barricades are needed beyond normal airfield operations. The government will provide a designated lay-down area upon contract award and will furnish government escorts for contractor and subcontractor personnel at no cost, with multiple escorts available upon request based on availability. The RFI note emphasizes that responses do not authorize additional work and that contractors considering responses as changed conditions must notify the Contracting Officer's Representative in writing per contract provisions.
