About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a project by the 439th Airlift Wing at Westover Air Reserve Base. The contract involves a firm-fixed price project to replace the existing roof of Hangar 3 and install a new Guardian CB-Hybrid Permanent Horizontal Lifeline Fall Protection System, with an estimated 365-day performance period in summer 2025. The solicitation is being offered as a Full and Open Competition with Subcontracting to Small Businesses, with brand name components representing approximately 3% of the overall construction project.

The J&A justifies sole-sourcing the fall protection system to Guardian Fall Protection based on the system's proven performance, compatibility with existing installations, and alignment with Air Force safety standards. Westover ARB has already installed the Guardian CB-Hybrid system on several facility rooftops and seeks to maintain consistent installation practices and system interoperability across the base. The contracting office expects to receive bids from multiple businesses and will post the solicitation on SAM.gov, with potential suppliers having the opportunity to propose compatible products for consideration.

II. Nature and/or description of the action being approved.

The 439th Airlift Wing Contracting Office intents to award a firm-fixed price contract in summer of 2025. Under this contract, the Government requires a sole-source Guardian CB-Hybrid Permanent Horizontal Lifeline Fall Protection System.

III. Description of supplies/services required to meet agency needs.

The Guardian CB-Hybrid Permanent Horizontal Lifelines System has been selected based on its proven performance, compatibility, and support for our operational safety requirements.

This project involves the replacement of the existing roof and installation of a new roof fall protection system with an estimated Period of Performance of 365 days and contract cost of $ The brand name components represent a small portion, approximately 3% of the overall construction project ( that is being completed .

Westover ARB has already installed the Guardian CB-Hybrid system on several facility rooftops. Continuing with this system across all remaining roofs ensures consistent installation practices, eliminates the need for custom engineering on each structure, and supports uniform system interoperability base-wide. Standardizing fall protection systems is a key element of a comprehensive safety strategy. The CB-Hybrid system provides a consistent and familiar interface for maintenance and operational personnel, significantly reducing the risk of fall-related incidents. Uniform equipment allows standardized training, ensuring personnel proficiency without the need for multiple system certifications.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.

To ensure mission continuity, personnel safety, and operational efficiency, it is in the best interest of Westover Air Reserve Base to sole-source the procurement and installation of fall protection systems to Guardian Fall Protection, utilizing their CB-Hybrid Permanent Horizontal Lifelines System. This approach supports a long-term, base-wide fall protection strategy aligned with Air Force safety standards and engineering best practices.
