B. Substitutions: The Contract will be awarded based on the design, methods, materials and/or equipment as addressed in the Contract Drawings and/or described in the Contract Specifications.

Addressing, describing or naming an item is intended to establish the type, function, characteristics and quality required in order to establish a base for bidding.

1. The basis of design shall establish the minimum standard of quality.

2. Substitution requests during bidding are not allowed. Any substitution requested after contract award will be considered at the discretion of the Engineer and Owner.

1.4 SUBMITTALS

A. Substitution Request Submittal: Request for substitution will be considered if received within thirty (30) days after contract award. As long as this time allowance will not impact the construction schedule.
