About this file
This is an Employment Works Program exemption letter from Maryland Works to the Maryland State Highway Administration (SHA) District 2 regarding a mini-split HVAC installation project at the MDOT Sylmar Satellite Facility. The project scope involves installing a new 42,000 BTU three-zone mini-split system at the Sylmar Shop located at 909 Telegraph Road, Rising Sun, Maryland 21911, with zones for an office (9K), meeting room (9K), and loader bay (24K). The work includes removal of an existing through-wall air conditioning unit in the meeting room and preparation of wood and drywall surfaces to seal the exterior wall opening. The reference equipment specified is the Mitsubishi HyperHeat M-Series H2i system with comparable substitute models and brands allowed upon pre-approval from SHA. Electrical work must be performed by a licensed electrician, with bidders having the option to subcontract this portion, preferably to another small business with fewer than 100 employees, though in-house completion is permitted if the bidder has licensed electrician staff.
Bidders must be licensed HVAC companies with three references demonstrating ductless mini-split installation experience, and licensing must be in the name of both the bidding company and the company performing the work. SHA will issue a single lump-sum payment to the bidder, requiring all electrical costs and permit fees to be factored into the bid price. The bidder is responsible for pulling electrical permits and ensuring compliance with quality control standards. Maryland Works CEO Mary Manzoni notified Kyle O'Donnell, District Financial Officer for SHA District 2, that the Employment Works Program will not pursue this contract at the current time but expressed interest in bidding future iterations of the project. Site inspections are available but optional for bidders; inquiries regarding scheduling can be directed to the Cecil County shop at 410-398-1565. SHA District 2 maintains a safety compliance employee who may conduct OSHA and MOSH compliance verification during installation.
