Part 9.2.2 – Site Description:
9.2.2.1 Brief description of nature of the construction activity:
Pavement preservation and rehabilitation project for approximately 21.2 miles of the Grand Loop Road, including some areas of deep patch excavation within existing roadbed, paving pullouts, cleaning and replacing culverts. An existing Recreational Vehicle (RV) camping area located at Grant Village will be expanded as part of this project to create additional space needed for an additional 47 RV camping sites that is required to provide housing for Contractors working on projects in the park.
9.2.2.2 Proposed sequence of major activities and an estimated date final stabilization (defined in Part 2.9) is expected to be achieved.
Mobilization estimated May 2022 Survey, staking, and installation of soil erosion control Subexcavation Remove and Replace Drainage Facilities Reconstruct Parking Areas Paving/Striping
Construction complete estimated November 2023
Final stabilization estimated November 2026
9.2.2.3 Estimate of total area of the site: 99 acres and Estimate of total area of the site expected to undergo disturbance related to the construction activity including clearing, excavation, and grading as well as offsite borrow areas, access roads, areas for support activities and staging/storage areas. 29 acres (approx. 14.8 acres associated with staging areas, 5.5 acres associated with roadway rehabilitation activities, and approximately 7 acres associated with the RV expansion area)
9.2.2.4 A description of storm water discharges from support activities dedicated to the construction site including, but not limited to, off-site materials borrow areas, concrete or asphalt batch plants, equipment staging yards, material storage areas and access roads constructed for the project.
Stormwater from the roadway is currently carried via sheet flow away from the roadway, or in some areas is directed along asphalt curbing or down roadside ditches to paved waterway outfalls where it is then allowed to flow overland and infiltrate into soils.
Future conditions would remain similar to existing, but reconstructed outfalls would be treated with riprap energy dissipators to minimize erosion relation to overland flow.
Off-site staging and materials areas are located on flat ground, away from surface waters. All sites would be treated with perimeter BMPs to prevent turbid stormwater from leaving the area.
The RV expansion area is located in a relatively flat area. The location is currently vegetated and stormwater infiltrates on site.
9.2.2.5 Brief description of existing vegetation across the portion of the site to be disturbed. For vegetated areas also provide an estimate of the percent of the ground within that area that is covered by the leaf “canopy” of the existing plants (percent vegetative ground cover). (Pre-disturbance photos are helpful.):
Vegetation in the adjacent areas of the project (i.e., either side of the roadway prism) is dominated by conifers including ponderosa pine, spruce, and fir (vegetated areas have a range of 70 to 80% coverage). Some communities of cottonwood and aspen also thrive in the cool park temperatures.
Other vegetative ground cover and grass types vary throughout the project corridor. The proposed RV expansion area currently has a vegetative cover of 85 to 95%.
The project area consists primarily of the roadway surface and prism and/or previously disturbed areas (e.g., existing staging areas/pits) where vegetative coverage is zero within the proposed work areas.
9.2.2.6 List the location and description of any other potential pollution sources including, but not limited to vehicle fueling, equipment maintenance, fertilizer storage, chemicals, or paint:
All vehicle fueling and maintenance would occur at least 150 feet from surface waters. Proposed staging areas would be used for storage of any materials and for vehicle fueling and maintenance. These include Mesa Pit, Madison Landfill Pit, and Pumice Point Pit. All of these sites are existing pit locations that are disturbed and not located close to waterbodies. These areas will be covered as part of the overall project and included with the WYPDES coverage.
Other potential pollution sources include sanitary waste and associated chemicals, and trash/litter.
Contractor will be required to remove trash and litter from site on a daily basis.
9.2.2.7a Name of the drainage or water body (surface water(s) of the state) that may receive a storm water discharge from the construction activity and the size, type, and location of any outfall. Note: Where discharges are to unnamed drainages, provide the name of the first named drainage that will receive that discharge if the first named drainage is within 1000 feet of the discharge:
Firehole River. The roadway crosses or runs adjacent to the Firehole River for several miles within the project area, and there is potential to have a stormwater discharge into the river at these locations if the project’s BMPs fail during larger storm events.
9.2.2.7b If the storm water discharge is to a separate storm sewer, indicate the name of the municipal owner of that system, the location of the storm sewer outfall, and the name of the drainage or water body that will receive the storm water discharges from the municipal outfall:
N/A
9.2.2.8 Identify any water body listed as impaired under section 303(d) of the federal Clean Water Act due to sediment, suspended solids or turbidity or that has an approved TMDL for sediment, suspended solids or turbidity that is within 2000 feet of, and may receive storm water flow from the permitted construction activity. The state’s most recent 303(d) list can be found in the current Integrated 305(b) and 303(d) Report. The report can be found on the WDEQ Water Quality Division Watershed Management website under Water Quality Assessment at:
http://deq.wyoming.gov/wqd/water-quality-assessment/resources/reports/. Approved TMDLs can be found on another webpage at http://deq.wyoming.gov/wqd/tmdl/resources/completed-projects/ Name of impaired water body:
N/A
Part 9.2.3 -Site Maps.
Included Site Maps are found in Tab 5, ESCP Sheets in Tab 6, and Staging Area Sheets in Tab 13 of the WFLHD SWPPP. Sheets to be updated by Contractor.
One (or more) map(s) should be prepared that provide, at a minimum, the following information. The map(s) should be prepared so that all of the required information is clearly displayed and it is clear what BMPs will be installed in each major stage of construction, including the time between the cessation of active construction and final stabilization. Provide multiple maps as necessary to clearly describe BMP timing and placement. The scale of the map(s) must be sufficient to identify the location of all the items listed below:
9.2.3.1 Construction site boundaries.
9.2.3.2 All areas of soil disturbance and areas that are to remain undisturbed.
9.2.3.3 The location of surface waters of the state as defined in Part 2.21 of the Large
Construction General Permit (LCGP).
9.2.3.4 Areas used for storage of building materials, soils, wastes, fuel, and concrete washout.
9.2.3.5 Locations of all existing or planned temporary or permanent erosion and sedimentation controls.

9.2.3.7 Site topography or storm water drainage patterns including lines showing boundaries between different drainage areas in the project area(s).
9.2.3.8 Identify areas where disturbed soils may be highly erodible due to soil type and/or slope.
Such areas may be identified prior to construction or discovered and addressed during construction.
9.2.3.9 Areas where dedicated support activities (e.g. operations producing earthen materials such as sand and gravel, staging areas, portable asphalt or concrete batch plants) occur and are to be covered under the same general permit authorization as the construction activity. See Part 1.2.2 of the LCGP for more information on what can be covered under an authorization. Activities covered under another WYPDES storm water authorization (such as a mineral mine with separate coverage) do not need to be included.
9.2.3.10 Storm water discharge locations. Show all points or areas where storm water will discharge from the site. Also include storm drain inlets where storm water entering the storm drain system may leave the construction site and any points where storm water will discharge directly to a surface water of the state within the construction site. Include discharge locations for offsite operations covered under this permit.
9.2.3.11 Also note all locations where storm water will run on to the construction site from areas outside the site boundaries.
9.2.3.12 Show the locations of any dewatering discharge points and all BMPs associated with dewatering.
9.2.3.13 North Arrow. Include a legend where needed for clarity.
Part 9.2.4 – Best Management Practices (BMPs) Please note: Storm water structural best management practices are expected to withstand and function properly during precipitation events up to a 2-year, 24-hour storm event. Visible and measurable erosion (see Part 7.5 of the LCGP) that leaves the construction site from such storm events should be minimal. The 2-year, 24-hour storm event in Wyoming ranges from 0.8 to 2.6 inches. An isopluvial map of the 2-year, 24-hour storm depth (for your location) is available on the DEQ storm water website. Permittees may substitute equivalent data published by the local municipality or regulatory agency.
9.2.4.1 Erosion and sediment controls.
9.2.4.1a Erosion prevention BMPs. Clearly describe in detail the storm water erosion control BMPs that will be used for erosion control during construction related earthwork activities. Indicate the location of these measures on the site map required above, or a similar separate map. Examples of BMPs for erosion prevention include, but are not limited to preserving existing vegetation, scheduling (e.g., minimizing site disturbance at a given time), surface roughening, permanent or temporary seeding and planting, mulches, soil binders or tackifiers, erosion control blankets and mats, wind erosion control, storm water diversion practices upslope of a construction site, pipe slope drains, and outlet protection.
Erosion prevention BMPs narrative:
Measure: Mulching Implementation: During active construction and within 14 days of last disturbance.
Maintenance: Maintain thickness of cover. Any areas showing signs of rilling or other erosive circumstances will be retreated and/or protected by a blanket or net.
9.2.4.1b Sedimentation Control BMPs. Clearly describe in detail the storm water sedimentation control BMPs that will be used for sediment control during construction related earthwork activities. Indicate the location of these measures on the site map required above, or a similar separate map. Examples of BMPs for sedimentation control include, but are not limited to sediment barriers such as straw bales, gravel berms, silt fences, fiber rolls, wattles; sediment traps and basins, storm drain inlet protection, entrance/exit tracking controls, undercut lots where curb and gutter are installed, vegetated buffer strips, grassed waterways, water bars, and water wings.
Sedimentation Control BMPs narrative:
Measure: Silt Fence Implementation: The silt fence shall be functional before other land disturbing activities take place. Silt fence should be functional throughout the duration of construction and for a long enough duration following construction to allow disturbed areas to stabilize following revegetation and seeding. Please also refer to Erosion Control plan sheets.
Maintenance: Silt fences should be inspected periodically for damage (such as tearing by wind, animals, or equipment) and for sediment that has accumulated. Remove the sediment when it reaches one-third the height of the silt fence.
Measure: Fiber rolls Implementation: All fiber rolls will be installed prior to any ground disturbing activities. Please also refer to Erosion Control plan sheets.
Maintenance: Sediment will be removed from fiber roll perimeter controls before deposits reach one third of the above ground height. It is the Contractor’s responsibility to upgrade erosion control measures as necessary if the sediment controls are ineffective and turbid water is observed discharging from the site. Fiber rolls will not be removed until vegetation is satisfactorily established.
Measure: Filter Berm Implementation: Installation of aggregate filter berm shall be completed according to the standard detail provided in the plan set.
Maintenance: Sediment will be removed from the aggregate filter berm before deposits reach one third of the above ground height. The aggregate filter berm will be maintained as-needed until construction in that area of the roadway has been completed.
Measure: Inlet Protection Implementation: Installation of inlet protection shall be completed according to the standard details provided in the plan set. Type of inlet protection will be selected based on field conditions.
Maintenance: Clean, or remove and replace the protection measures as sediment accumulates, the filter becomes clogged, and/or performance is compromised. Where there is evidence of sediment accumulation adjacent to the inlet protection measure, remove the deposited sediment by the end of the same business day in which it is found or by the end of the following business day if removal by the same business day is not feasible.
Measure: Check Dams Implementation: Installation of check dams shall be completed according to the standard details provided in the plan set. Type of check dam will be selected based on field conditions and application.
Maintenance: Check dams will be inspected periodically for damage and for accumulation of sediment.
Remove the sediment when it reaches one-third the height of the check dam.
9.2.4.1c Stabilization Measures. Describe temporary and permanent stabilization measures such as the BMPs listed in the previous Erosion Prevention and Sediment Control sections for exposed soil areas where activities have temporarily or permanently ceased. Refer to Part 7.12 for additional information on stabilization requirements and timing. Please note: temporary or permanent stabilization measures are required in areas where further work is not expected for 14 days or more Temporary and permanent stabilization narrative:
Temporary measures Measure: Mulching Implementation: During active construction and within 14 days of last disturbance.
Maintenance: Maintain thickness of cover. Any areas showing signs of rilling or other erosive circumstances will be retreated and/or protected by a blanket or net.
Permanent measures Measure: Revegetation with Park-approved seed mix (with Tackifier as needed) Implementation: In disturbed areas where permanent, long-lived vegetative cover is needed to stabilize the soil. To be completed by NPS Staff.
Maintenance: Frequent inspections until proper vegetative establishment has been made, then self-sustaining. Any long-term maintenance of vegetation will be completed by NPS Staff.
Measure: Lined Ditch Implementation: Installed during construction per plans.
Maintenance: Periodic inspections to ensure lined ditch is performing.
Measure: Paved Waterways Implementation: Paved waterways will be installed per plans and specifications Maintenance: Long-term maintenance of paved waterways will be conducted by NPS staff.
9.2.4.2 Construction Site Dewatering. Clearly describe the specific BMPs that will be used for discharges from construction site dewatering. Discharges must meet the conditions specified in Part 7.11 of the LCGP including the use of settling or filtration techniques as appropriate and the use of velocity dissipation devices at the outlet.
Construction Site Dewatering narrative:
The culvert cleanings and replacements are anticipated to be dry during construction and not require any dewatering. If water is present, it will be retained and pumped to an upland area where all pumped water can infiltrate. Ditch construction near a geothermal spring will require diversion activities, but it is not anticipated that pumping will be required as the flow will be very minimal during construction.
9.2.4.3 Operational Controls.
9.2.4.3a Good Housekeeping BMPs. Describe in detail the good housekeeping BMPs that will be implemented to maintain a clean and orderly facility. At a minimum, this plan shall address litter, debris, chemicals, fertilizers and sanitary waste. Include measures to remove sediment that has left the site:
Good Housekeeping narrative:
Provide proper containers for waste and garbage at the site. Store hazardous materials and chemicals so that they are not exposed to stormwater, and create a Hazardous Spill Plan or Spill Prevention, Control, and Countermeasure Plan (SPCC), whichever is applicable. (SPCC should be included in Tab 15 of the WFLHD SWPPP when required). Additional BMPs to be determined by Contractor, depending on materials anticipated to be on site.
9.2.4.3b Bulk Storage of Petroleum Products. Describe in detail the specific practices for bulk storage of petroleum products at the site. (See Part 9.2.4.3.b of the LCGP for more information). An SPCC plan may also be referenced.
[SPCC is included in Tab 15 of the WFLHD SWPPP when required]
TBD by construction contractor. An SPCC plan will be required per the contract.
