Compliance
WSMR - HAZMART RESPONSIBILITIES
HazMart will provide logistical support to WSHM customers when ordering, purchasing and/or using specific hazardous material. The main focus of the HazMart program is to follow the guidelines established through
HMMP. The HMMP is established to provide standard Army practices for the centralized control and management of HM. Our goals are to reduce costs, reduce waste, support the pollution prevention program and provide support without interfering an organization’s mission.
HazMart will use the Enterprise Environmental, Safety & Occupational Health (EESOH-MIS) to provide centralized tracking and organize the movement of hazardous material used on WSMR. The EESOH-MIS system allows us to generate tracking labels, monitor inventories for use in the Free Issue Program and remain within EPA guidelines, obtain Manufacturer SDSs and generate reports or hazardous material usage.
The HazMart team will work hand in hand with SSA utilizing the Standard Army Retail Supply System-
Objective (SARSS-O), to perform the formal stock accounting functions and management of hazardous material. The HazMart will process all hazardous material, except for the products identified on the bottom of this page, using SARSS and EESOH-MIS.
Cost avoidance originates from reducing the amount of excess hazardous material purchased (installation wide); thus reducing the amount of hazardous waste pollution. HazMart will use the Free Issue Program (FIP) to redistribute excess hazardous material on WSMR using HazMart as the central storage point. The recycling of excess material will assist in generating less waste, and the need for smaller inventories per location;
therefore, decrease the potential for spills and personnel exposure throughout WSMR. Upon request, the
HazMart will provide the customer with feedback on hazardous material issued and the total costs avoided to date.
The largest categories of hazardous material that will be handled by HazMart consist of cleaning solvents, adhesives, paint, and lubricants. Any Federal Supply Class (FSC) item that includes ingredients that are hazardous material are subject to being tracked through HazMart. Ignitable, corrosive, reactive, toxic and potential environmental pollutant materials used in maintenance or industrial processes will be monitored.
The following categories of materials are currently excluded from processing and tracking through the
HazMart and will continue to use current established supply procedures.
* Weapons and ammunition
* Medical material/products
* Explosives.
* Bulk Fuel
* Nuclear, Biological and Chemical (NBC) products
* Batteries
ORGANIZATION PARTICIPATION
Initial Unit Participation
WSMR Garrison Command requires that all organizations and individuals participate in HMMP. Initial participation in the HMMP requires that the organization participate in the following:
* Each organization needing to purchase HM is required to provide the HazMart with all requested information on the WSMR HazMart Label Request Form and Chemical/Hazardous Material Request
Authorization Form (WSMR Form 725-2 and AF IMT 3952 - obtained through HazMart). An induction inventory of hazardous material on hand and keep the HazMart up to date on all future procurement of hazardous material. It is essential each organization keep the HazMart informed on when materials are depleted or transferred out of their control. These actions facilitate the cradle to grave tracking efforts.
* HazMart will assist organizations in gathering SDSs for all hazardous materials they have on hand.
The organization must then post and maintain these SDSs within their work areas accessible to all personnel at the 'Right to Know’ Station. All hazardous material shipped from a manufacturer should have a SDS. If a SDS is not sent with the product in the initial order/s then, a SDS needs to be requested for future orders from the supplier.
* HazMart will provide, as needed, each organization and Environmental Compliance Officer with a briefing on HazMart procedures/SOP.
* The organization shall comply with all federal and state hazardous waste regulations regarding the management of satellite accumulation points.
REQUISITIONING PROCEDURES
Requisitioning Hazardous Material
All hazardous material requisitioned through the Army Supply System via Directorate or Logistics (DOL), will be delivered to Building 1870 using same guidelines already in place. All hazardous material arriving at
Building 1870 will be processed in EESOH-MIS by a HazMart team member and supplied with a yellow barcode label prior to the customer receiving the material. All HazMart barcode labels will be accompanied by a DA200 form for signature by the customer. If hazardous material is received without HazMart barcode labels, it is the organization’s responsibility to contact the HazMart so EESOH-MIS tracking can be established and barcode labels provided.
Credit Cards, Purchase Orders, Etc… (I.e. locally purchased)
Credit card managers/personnel must monitor credit card use and ensure proper purchasing procedures are being followed when purchasing hazardous materials.
For locally purchased material, all organizations are to contact HazMart prior to the purchase of hazardous material to ensure compliance with the Authorized Usage List (AUL) and EPA guidelines. All locally purchased hazardous material must be processed in EESOH-MIS prior to use by HazMart for hazardous material on the WSMR installation.
Once hazardous material have been locally purchased, a completed copy of the WSMR HazMart Label Request
Form (form obtained through HazMart), along with the Manufacturer (OEM) SDS, are to be brought to
HazMart for processing into EESOH-MIS. The material will be processed on a walk-in basis with minimal delay. Large orders can be left for processing and picked up later. HazMart will assign and print barcode labels for that material and the labels will then be applied to the material, thereby acknowledging that the material has been processed for tracking purposes.
On all local purchases of hazardous material, it is the responsibility of the organization/s to obtain the OEM SDS from the local vendors and bring them along with the material to the HazMart
Center for data processing in EESOH-MIS.
HAZARDOUS MATERIAL TURN-IN PROCEDURES
Depleted Hazardous Material
Once material has been completely depleted, use the WSMR HazMart Hazardous Material Turn-In/Free Issue
Form (WSMR Form 725-1), to record the information on the barcode label (Serial #, qty., issued to, and reason) for final tracking of the barcode, completing the cradle to grave concept. The Turn-In form can be returned to HazMart in person or by email. HazMart/BLDG 1870 (please see Contact Information page 9).
Non-depleted Hazardous Waste
Non-depleted to partial depleted hazardous material is to be brought to the HazMart for evaluation for reusability/re-issue. If it is determined by HazMart personnel that the HM is not re-useable the HM is to be taken to White Sands Directorate of Public Works (DPW) at BLDG 1870 (Eastside) for disposal, by the original issued organization. An OEM SDS must be accompanied with each container of HM for proper disposal. If no SDS exists, contact the HazMart and we will attempt to provide an SDS. Customers are requested to provide the original bar-coded label information on the container/s or provide a used disposal log to HazMart when turning in generated waste which was issued by the HazMart. Hazardous waste must be clearly labeled in accordance with applicable regulations.
Expired Materials
If an organization has hazardous material that has exceeded the manufacturer’s expiration date please contact
HazMart or bring the material to the HazMart. The HazMart personnel will screen expired HM to inquire from manufacturer if the material can be extended for further use on the installation. Extended shelf life will then be determined upon HazMart receiving an authorized letter from the manufacturer stating further use and the guidelines within DOD 4140.27M Shelf Life Management Manual.
If it is determined that the shelf-life of expired materials cannot be extended or the material cannot be reused on the installation, these materials will be handled as waste and the organization will contact DPW for pick up and/or disposal.
Excess Material
Hazardous Material being turned in will he inspected using the following criteria:
* Serviceability
* Original container, with a readily identifiable label
* Good condition (not leaking, excessively rust), or badly dented
* Not expired (check the expiration date to ensure material is still usable). The shelf-life expiration date may be extended as governed by DOD 4140.27M.
Excess Material (continued)
Serviceable material will be placed into the Free Issue Program to be utilized by another organization on
WSMR; thereby avoiding disposal cost. Currently HazMart only issues FIP items to Military and Government employees. There may be instances where a product (hazardous material) is turned into for Free Issue and not re-issued to another organization; in this event the hazardous material will be taken to DPW for disposal. Every effort will be made to avoid the wasting of any useable hazardous material. As of April 26, 2010 the HazMart has a limited ability for HM storage of excess material. Until further notice some HM may be directed directly to DPW for waste.
Any hazardous material needing to be disposed of through DPW whether partially used, unused, and expired, etc… will be charged to the original issued customer. Every attempt will be made by HazMart to avoid wasting and disposing of hazardous material through the Free Issue Program.
SDS MANAGEMENT
SDSs provide accurate and complete information regarding the proper procedures for handling, storing and disposing of hazardous material by helping to identify the hazards associated with a product. The
Manufacturer’s SDS is the ideal and recommended version to use and maintain in the workplace.
The HazMart can be utilized as the central repository for all SDSs.
However, the management of SDSs will be a WSMR installation-wide joint effort involving all WSHM personnel (Environmental, Safety, Logistics, etc...). The more proficient WSHM personnel become regarding the tracking of hazardous materials and the associated SDSs; the wider the distribution of information on protective measures against potential and harmful dangers from exposure of hazardous substance.
A critical part of managing hazardous material/s is reading and understanding the SDS associated with the material and becoming familiar with its purpose and format. Pay particular attention to the preparation date or expiration date to ensure the most recent and up to date SDS is being used.
A strong emphasis should be placed on reading the SDS before handling any hazardous material.
It is easier to prevent an accident than it is to recover from one.
DOL
The WSMR Chief Supply and Transportation Division - DOL is the government department accountable for the operation of the HazMart - Red River Science & Technology, LLC - and coordinating supply requirements for the DOL and tenant activities. These responsibilities include receiving hazardous material on the installation, distributing hazardous material to tenant activities, accepting customer turnins of hazardous material for re-distribution.
