About this file

This is an Exhibit A Standards and Regulations document for a Window Cleaning Services contract opportunity with Pinellas County, Florida. The contract requires exterior window cleaning services across approximately 75 County-owned and County-leased facilities statewide, including administrative offices, judicial facilities, emergency response buildings, public safety campuses, courthouses, public service centers, cultural facilities, and operational structures. Services must encompass cleaning all vertical and horizontal exterior surfaces including glass, windowsills, frames, and metal panels, with all surfaces delivered streak-free and uniform in appearance. The facilities range from single-story to ten-story buildings, requiring contractors to utilize appropriate lift equipment, safety systems, and trained personnel. The contract will support recurring annual window cleaning services with the potential for additional services outside the regular schedule to support operational needs, special events, or site-specific conditions. Work must be performed during approved working hours with no disruption to daily facility operations.

Contractors must provide all materials and equipment necessary for service delivery, including water-fed poles, lifts, scaffolding, high-reach poles, squeegees, towels, and biodegradable cleaning agents that comply with EPA standards. All contractor personnel must be identifiable by clothing displaying the contractor name or logo and must maintain training and certification in OSHA fall protection requirements, hazard recognition, proper equipment selection and use, and rescue procedures. Contractors bear full responsibility for property damage resulting from operations, including tire tracks or equipment-induced impressions, and must implement comprehensive fall protection plans aligned with OSHA standards and ANSI/IWCA I-14 requirements. All cleaning products must be environmentally friendly with Safety Data Sheets provided, and fall protection equipment must be inspected regularly before each use, at scheduled intervals, and after any incident. The contractor must demonstrate capability to coordinate work across multiple sites, respond to County requests, and maintain documented before-and-after inspection procedures to ensure service continuity and consistent cleaning standards throughout the County's facility portfolio.
