WMA Storage Building Project Manual Summary

This is a Project Manual for a Wildlife Management Area Storage Building project prepared for the West Virginia Division of Natural Resources, Wildlife Resources Section, located at White Horse WMA in Springfield, West Virginia. The project encompasses construction of a pre-engineered metal storage building including vehicle and equipment storage bays, office space, storage areas, and a toilet room, along with site development and incidental construction. The project is contracted as a single prime contract and will be constructed under the direction of the Architect/Engineer, Chapman Technical Group, located in St. Albans, West Virginia. The manual contains comprehensive technical specifications organized by CSI divisions, including structural steel framing, metal roof and wall panels, thermal insulation, personnel doors and windows, concrete work, carpentry, painting, mechanical systems, electrical systems, and site improvements. Contract documents include standard AIA forms (A201-2017 General Conditions and WV Supplementary Conditions), with specific submittal, payment, and quality control requirements detailed throughout.

Pricing is to be determined through competitive bidding, with contractors required to submit schedules of values and applications for payment in accordance with AIA Document G702/G703 formats. Payment procedures require submission of design mix certificates for concrete, product data for all specified materials, shop drawings with seal stamps from professional engineers, and compliance documentation from manufacturers and testing agencies. A preconstruction conference will be conducted before work commences, and contractors must provide comprehensive project management including daily construction reports, material location reports, and coordination drawings. Quality assurance requirements mandate that structural steel work comply with AISC 360, concrete work with ACI 318-11, and all work with applicable state and federal standards. The contractor assumes responsibility for backfill settlement maintenance for one year after final payment and must obtain and maintain specified insurance coverage, performance bonds, and lien waivers throughout the construction period and during closeout procedures.

1.3 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.

1. Critical Activity: An activity on the critical path that must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. Cost Loading: The allocation of the schedule of values for the completion of an activity as scheduled. The sum of costs for all activities must equal the total Contract Sum unless otherwise approved by Architect.

C. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships.

Network calculations determine when activities can be performed and the critical path of Project.

013200 - 2

D. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.

E. Event: The starting or ending point of an activity.

F. Float: The measure of leeway in starting and completing an activity.

1. Float time is not for the exclusive use or benefit of either Owner or Contractor, but is a jointly owned, expiring Project resource available to both parties as needed to meet schedule milestones and Contract completion date.

2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.

3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.

G. Resource Loading: The allocation of manpower and equipment necessary for the completion of an activity as scheduled.

1.4 INFORMATIONAL SUBMITTALS
