About this file
This is a presolicitation briefing presentation for a Design-Build federal construction contract for seismic upgrade projects at the Southern Oregon Rehabilitation Center and Clinics (SORCC) in White City, Oregon, managed by the U.S. Army Corps of Engineers (USACE) Portland District on behalf of the Department of Veterans Affairs (VA).
Package 1, the current opportunity, involves construction of two new buildings—a 190,300 gross square foot administrative support building (B300) and primary/specialty care medical building (B301)—along with demolition of approximately 62,100 gross square feet of existing structures and parking facilities, and construction of a new 188-space surface parking lot. The project employs a two-phase Design-Build acquisition process with full and open competition, firm-fixed-price contract terms, and best value trade-off source selection. Phase 1 evaluation focuses on designer of record/design approach and past performance; Phase 2 evaluation includes concept design narrative and drawings, concept schedule, small business commitment, project labor agreement, and price. The target ceiling for contract award is $260 million. Phase 1 is anticipated to be advertised in 2Q FY26 with a down select in 3Q FY26, Phase 2 request for proposals (120 calendar days) in 3Q FY26, and contract award projected for 2Q FY27 with a 45-month period of performance and estimated construction completion by 1Q FY31. Unsuccessful Phase 2 offerors are eligible for a $400,000 stipend payment. Solicitation access requires Procurement Integrated Enterprise Environment (PIEE) registration with active SAM.gov registration and CAGE code; contractors must achieve CMMC Level 2 certification with "Final Status" to view controlled unclassified information materials and "Conditional Status" for contract award. Full funding has been approved and transferred to USACE. Inquiries should be directed to Contracting Officer Nicole Adams at 503-808-4614 or nicole.a.adams@usace.army.mil, with all questions and government responses consolidated and posted to SAM.gov.
