About this file

This document is a presentation from the Portland District's Industry Day held on January 22, 2026, providing an overview of the U.S. Army Corps of Engineers' operations and upcoming contract opportunities in the Pacific Northwest region.

The Portland District manages 22 dams and storage reservoirs, 14 harbors, 700 miles of maintained federal navigation channels, 4 high-lift locks, 4 visitor centers, and 132 recreation sites across Oregon and Washington. The District's mission encompasses navigation, water and flood risk management, hydropower, environmental stewardship, recreation, regulatory functions, emergency management, tribal coordination, and international support. Key expertise areas include the Hydroelectric Design Center, welding and metallurgy, coastal engineering, computational fluid dynamics, hydrographic surveys, aquatic ecosystem restoration, and fish passage. Major upcoming contract opportunities include the John Day Turbine Replacement Program (>$1 billion through 2051), Bonneville Lock and Dam projects ($1–100 million for powerhouse trash racks replacement, spillway rock removal, and headgate repairs in Q3FY26–Q4FY27), Columbia River Pile Dike repairs (Cottonwood $10–25 million Q3FY26; Miller-Rice $25–50 million Q3FY26; Skamokawa $10–25 million Q1FY27), navigation lock maintenance across three dams, maintenance dredging contracts ($5–100 million in Q2FY26–Q4FY26), and the Department of Veterans Affairs' White City Southern Oregon Rehab Center and Clinic Design-Build Contract ($250–500 million). The presentation also addresses the Revolutionary FAR Overhaul effective February 1, 2026, introducing significant procurement changes including increased micro-purchase thresholds ($15,000), simplified acquisition thresholds ($350,000), removal of mandatory acquisition plan elements, expanded simplified procedures for commercial services up to $9 million, increased subcontracting plan thresholds ($900,000), and discretionary pre-award site inspections. Contact information is provided for small business inquiries (Maura Timmermann, 402-370-0095) and contracting matters (Mitchell Johnson, 503-808-4600), with opportunities listed at www.sam.gov and the Portland District's known opportunities website.
