About this file

This is a presentation document from the U.S. Army Corps of Engineers (USACE) Portland District Construction Branch, delivered by Martha C. Brandl, P.E., PMP, Chief of Construction Branch on January 22, 2026. The presentation covers construction contract administration practices and recent updates within the Portland District. The district manages extensive waterway infrastructure across the Pacific Northwest, including 485 navigable river miles in the Columbia River Basin, 16 dams across multiple river systems, 3 locks, 10 deep draft ports, 12 shallow draft harbors, 12 large-scale jetty systems, and two hopper dredges. The Construction Branch employs over 50 personnel across three resident offices (Eugene, Bonneville, Vancouver) and provides construction services and cost engineering from the Portland office.

The presentation outlines the Construction Division's primary responsibilities: representing the owner on contractual matters, administering supply, service, and construction contracts, performing quality assurance and field oversight, ensuring safety oversight and reporting, and managing environmental compliance. Key contract administration activities include resolving engineering and design issues, preparing change orders and cost estimates, monitoring schedules, and managing fiscal operations through a Project Delivery Team structure. Contract administration roles include the Assistant Contracting Officer (ACO), Contracting Officer's Representative (COR), Quality Assurance Representative (QAR), and Government QAR (GQAR). Recent changes to contract administration include new security specification requirements (01 12 00.00 25) mandating background checks for contractor personnel working at NWP dams, implementation of the Cybersecurity Maturity Model Certification (CMMC) program for contractors handling Federal Controlled Information (FCI) and Controlled Unclassified Information (CUI), and FAR overhaul provisions affecting construction contract clauses. Quality assurance changes include mandatory use of the Resident Management System (RMS), transitioning to the Construction Management Platform (CMP) powered by Kahua beginning in November-December 2027, submittal register requirements, three-phase inspections, and completion inspections with daily reporting. Safety program updates include new mandatory forms (ENG Form 6293 for Accident Prevention Plan Worksheet, ENG Form 6282 for Site Safety and Health Officer Designation, ENG Form 6209 for Load Handling Equipment Certificate of Compliance) and references to updated EM 385-1-1 (March 2024) and NWP SAF 385-1 supplement documents. Additionally, Partnering Meetings and Red Zone Meetings are now required for civil works projects, with Red Zone Meetings scheduled 60 days prior to project completion or at approximately 75 percent completion to address facility turnover planning and remaining contractor activities.

10Recent Changes to Administering Contracts New Security Specification Section – 01 12 00.00 25 Security Requirements.

• All contractor personnel will need a background check to work at NWP dams.

• Contractor personnel who do not have a background check will have to be escorted by a contractor employee that has completed a tier 1 background check.

Cybersecurity Maturity Model Certification (CMMC) Program A DoD cybersecurity assurance framework that verifies contractors have implemented required safeguards to protect FCI and CUI on contractor-owned information systems.

FAR Overhaul

• Limited impact to non-commercial construction contracts or design-build contracts.

• Impacts more on the type of contract or acquisition methodology (e.g. design-build to budget approach).

• Each District may have adaptations different then a sister District – example is 52.211-10 and what is used in lieu of that clause.

• Several clauses are going away from our construction contracts

52.211-10 Commencement, Prosecution, and Completion of Work 52.211-18 Variation in Estimated Quantity 52.236-1 Performance of Work by the Contractor 52.236-26 Preconstruction Contract 52.236-27 Site Visit (Construction) 52.236-4 Physical Data

Partnering Meeting

– Establish positive relationships between the Government, Contractor, and stakeholders

– Introduce issue resolution processes and identifies lines of communication

– Promote open/honest communication

• Does not minimize or delete any contract requirements

• May be formal or informal type of facilitation

• 3 levels of Partnering Intensity

• Now required.

Red Zone Meeting

- The facility turnover planning meeting

• Covers remaining Contractor activities o Remaining Inspections / Testing o O&Ms o Spare parts o User Trainings o Warranty management

• Red zones to occur 60 days prior to completion or at approximately 75% completion

• Now required for Civil Works
