About this file
This is an informational briefing presentation on the John Day Turbine Replacement and Generator Rewind (JDA TRGR) Program, presented by the U.S. Army Corps of Engineers on January 22, 2026. The program focuses on replacing and rewinding up to 16 turbines and stators at the John Day Lock and Dam, with units currently nearly 60 years old. New turbines will feature improved efficiency, higher generation capacity, enhanced fish passage performance, and oil-free hubs. Onsite work is estimated to begin in summer 2035, following several years of design and iterative modeling. The estimated program contract value exceeds $500,000,000, with the contractor expected to work on two units at a time after initial testing of the first unit.
Two major FY26 Design-Build solicitations are currently live on SAM.Gov: (1) John Day Turbine Replacement and Generator Rewind with an estimated value greater than $500M, live since January 9, 2026; and (2) John Day Transportation and Site Access with an estimated value between $1M and $5M, live since December 30, 2025. Additional planned solicitations include the John Day Fish Pump Emergency Repair (FY26 Q2, $5M–$10M), John Day HVAC upgrades (FY26 Q3/4, $25M–$100M), security system upgrades (FY27 Q2, $5M–$10M), tailrace crane replacement (FY27 Q3, $5M–$10M), TRGR storage building (FY27 Q4, $5M–$10M), unwatering system (FY28 Q2, $10M–$25M), transformers and fire protection (FY28 Q3, $250M–$500M), and generator fire protection (FY30 Q2, $25M–$100M). The program manager is Brian Bell, P.E., contactable at Brian.p.bell@usace.army.mil.

5. Questions / Comments
The John Day TRGR Project will replace and rewind up to 16 turbines and stators, respectively. Units are nearly 60 years old. New Units will be more efficient for higher generation capacity and have improved fish passage performance.
New Turbine hubs will be oil-free.
Start of onsite work estimated to be summer of 2035, with several years of design and iterative modeling prior to that. After first unit testing, the contractor will work on 2 units at a time. Estimated magnitude of contract cost is greater than $500,000,000.00.
Contract solicitation is now live, on SAM.Gov:

JDA TRGR Fast Facts
The John Day TRGR Program is focused on the holistic integration of current and future work at the John Day Lock and Dam (JDA) Operating Project, with a particular emphasis on deconflicting execution of the Turbine Runner Replacement and Generator Rewind Project and ensuring necessary projects are prioritized and scheduled appropriately, including contingency.
Priorities:
• Program Project Schedule/Sequencing
• Program and Project Risk Management
• Program and Project Staffing Plans
Summary (48 projects other than TRGR)
• 25 JDA Projects have risks related to TRGR.
• 23 JDA Projects have risks that are not.
• Program contracts estimated greater than $500M https://usace.dps.mil/sites/TDL-CENWP-PMF-P-JDATRGRProgram/ ^^ Internal to USACE only ^^
